Recommended Motion
Authorize the General Manager to Amend the District’s Contract for On-Call Architectural and Engineering Services with Jacobs, Carter-Burgess to Increase the Contract Ceiling from $2,000,000 to $3,700,000.
Fiscal Impact: Potential expenditure of $1.7 million through June 30, 2009. All amounts will be grant funded.
Background/Discussion: In 2004, the Board authorized the award of two (2) five-year Architectural and Engineering contracts with Parsons Brinckerhoff Quade & Douglas, Inc. and CarterBurgess Architectural and Engineering Services for as-needed services. The original contract ceiling for each contract was $500,000. As the number of District capital projects increased over the years, there was a concurrent need to increase the dollar value of these contracts. At the February 16, 2005, meeting, the Board approved an increase in the dollar value of these contracts to $2,000,000 per contract.

GM Memo No. 08-305 Meeting Date: December 5, 2008 Page 2 of 3 At the August 19, 2008, meeting, the Board extended the term of these contracts through June 30, 2009 without adding any additional money to the contract. The extension of the Jacobs, Carter-Burgess contract through June 30, 2009 prompted an updated review of pending projects that could move forward. These projects include the following:

The projected costs for the above projects will exceed the current ceiling of the Jacobs, Carter-Burgess contract. As a result, staff is recommending that the contract ceiling be increased from $2,000,000 to $3,700,000 to provide for the continuation of these projects.
