PHOTO REQUIREMENTS: All photos should be available on disc, in JPG format and with 6 mega pixels including date and time.

Site inspection of electricity meter Use electrical test apparatus to ensure consumer side of meter has power Ensure that the meter function according to standards Standards to be tested:  Unit measurement accurate  Sealed  Working condition - unit measurement - consumer supply Wire capacity in and out to required standard per meter type In the box there is a functioning single main circuit breaker Wiring for the circuit breaker in the box are per standard for amperage – i.e. not below or excessively above gage requirement If meter installation is not per standard submit a report detailing defects to the Manager Revenue and Executive Manager Service Delivery Meter box requirements to be reviewed and corrected and reported on  Weather proof condition for next 3 (three) months  Sealed for council access only  Is in accessible position for council access Record meter reading and link to meter number and property details Reports must be submitted on a daily basis Positively identify premises to address recorded on inspection list - record method of positive identification on inspection list The following in focus photo’s must be taken  Photo recording meter number and current reading  Photo recording meter number, card reference (property details) and seals

Site inspection of water meter  Ensure that the meter function according to standards  Close municipal stop cock and ensure that all meters link to municipal stop cock are in a stand still position  Close municipal stop cock and close consumer stop cock ensure that meter read on consumer side is in a stand still position



 



Using consumer stop cock test consumption registered on consumer’s meter by recording reading, then fill a 2 litre container and record reading again – ensure reading is within 0.002 of a litre All meters which do not stand still – check for leaks up to consumers stop cock In consultation with consumer test water leakage on consumers side  With consumer stop cock open and taps closed ensure that meter is not running  Issue notice of leakage to consumer if seepage/leakage is detected and submit a report to Manager Revenue and Executive Manager Service Delivery  Leakages detected on Indigent Registered Properties to be repaired on site to a maximum cost of R150.00 and a specified report submitted to Manager Revenue and Executive Manager Service Delivery detailed all work done The following in focus photo’s must be taken  Photo recording meter number and current reading  Photo recording meter number, card reference (property details) and seals Reports must be submitted on a daily basis

DISCONNECTIONS OF ELECTRICITY AND WATER METERS DUE TO NON–PAYMENT a)  

Electricity meters Ensure that the correct meter will be disconnected via the meter number and address given by the Credit Control Section The following in focus photo’s must be taken  Photo recording meter number and current reading  Photo recording meter number, card reference (property details) and seals Seal meters Identify meter with a red sticker and disconnection date

CERTIFICATION REQUIREMENTS Proof of certification requirements to be submitted with tender Relevant qualifications in Occupational Health and Safety Act and Regulations Knowledge of criminal law and legislation – prove of certificate or previous experience attached Knowledge of the National Electricity Supply By-law Conlog Certificate – compliance with the Conlog manufacturer testing / installation requirements Registered qualified Electrician Qualified plumber Certificate in NOSA SAMTRAC Non submission will leads to disqualification All inspector replacements after letter of appointment for successful tenders may only be used after submission and approval by the Executive Manager Service Delivery for inspector certification records. Failure will lead to cancellation of tender contract / appointment SAFETY REQUIREMENT The contractor and all inspectors must fully comply with all NOSA legislation to ensure all persons and sites comply with safety requirements at all times The contractor must ensure that the necessary safety equipment has been utilized are per NOSA specifications The contractor must secure the installation
