TCRD AAC Executive Committee and TCRD Staff met on 02/06/08 and approved the proposed procedure that follows. This proposal was motioned by Raymond Teal, Seconded by Debra Redlinger and passed with full support of Executive Committee and sent to Full AAC Board for Final Approval. Travel Team Fees (in and out of county): • Player fee would be required for those players who are not currently participating in the TCRD Recreation League, including Out of County Residents. [Note: players who participate in both rec and TSB in the spring will only be charged a onetime $35 fee (does not apply to out of county?) for that time period (spring and a onetime fee for fall- see grid chart below)] o Spring - The fees paid during spring for recreation league play or travel team participants would be in effect from March - July of current year. Out of County Fees Apply. o Fall - An additional fee of $35.00 or out of county fee would have to be paid for field use during the months of August - November of current year unless player is a member of a TSB Fall League team. •

Field Availability - Fields available when not in use for TCRD Recreation programs/ activities. See Scheduling Practices Brochure. Would have access to fields designated by TCRD that would be compatible with type of activity requested pending reservation policy. TCRD would allow both BB and SB access to fields when not needed for Recreation Activities. Portable Mounds will be at various fields scattered around Recreation Property. FIELD RESERVATION SLIPS REQUIRED AT ALL TIMES.



Light charges apply as they would for recreation league teams [example: From Feb - March 9, 2008 time change n/c. After time change (2008 March 9 or two week practice schedule) then $7.00/hr charge would apply including fall].



Roster Submittal: Local travel teams will be required to submit a roster listing names and resident addresses of all players and coaches. The fees paid during spring for recreation league play or travel team participants would be in effect from March - July of current year. An additional fee of $35.00 or out of county fee would have to be paid for field use during the months of August - November of current year. Fields available when not in use for TCRD Recreation programs/ activities. Rosters would need to indicate who the certified coach is. [Note: All Recreation Coaches and Youth Sports Association Coaches are already required to complete a background check and the head coach per team is required to be certified. This will be mandatory beginning Fall 2008.]



Practice Fields: Teams would have to comply with recreation policy concerning scheduling of practices. Facility use/practice slip required for all sites and dates, light charges apply as they do for league teams- after two week schedule of practices prior to league game schedule (DST). o All field availability to be determined by TCRD after league schedules and program demands have been determined. Travel teams would be able to reserve/schedule field on Thursday of week prior, first come first served. On Monday of the following week field would be opened up to all teams if available. It would give the travel teams Thursday and Friday to Schedule a field like league teams before being opened up to the remainder of teams.



Games: Scheduling during the regular recreation season (March - May/June) is difficult due to field availability. o Wednesday and Sunday can be utilized as in the past. o Another option would be to play games after conclusion of Recreation Lg games for that day/night (especially Saturdays). o To guarantee field availability for weekend games, TCRD would make available Spurlin Park or Sertoma Park and Eve Park for Travel Team Pick up games. Other in town fields would be left available to TCRD League teams or community at large. Single games would be scheduled in two (2) hour time blocks. Double headers can be scheduled as field availability allows with prior notice. Double Headers would be allowed a four hour block. Fields would be lined off on Fridays by staff and teams would have to rerake/prepare the fields upon their arrival.



Recreation League Games: Games to be played on M, Tu, Th, Fr, and Sat. Play no more than 50% of available Saturdays. No play dates (dates we already know we are not going to play, see list below) will count as part of the 50% calculation. Tournaments that are hosted in Tifton would not play league age groups affected on that date. All field availability to be determined by TCRD after league schedules and program demands have been determined. Travel teams would be able to reserve/schedule field on Thursday of week prior, first come first served. On Monday of the following week fields would be opened up to all teams if available.



Insurance: Along with the team roster, for those teams which have team liability & accident/health insurance coverage already please supply a copy to TCRD. NOTE: most teams are required to be registered with some group. If affiliation registration (Grand Slam, USSSA, ASA, Peach State Diamond Sports, etc.) does not include insurance please let us know. We have available participant accident insurance (optional) for those interested. This would cover only on recreation property/events.

Youth Sports Association Teams pay current participation fee charged for that sport/ activity for each participant for each season of the YSA (Applies to TASA & TSB) o No Change - Fee includes the months of August - November. Fields are not available during the months of December, January, or February. o *** If travel team/s desire use of fields and do not participate with TSB then fee applies. • Currently Known Departmental No Play Dates: (count as part of 50% Saturday) See Current Tournament/Special Event Schedule [available at front counter and draft in activity guide] ***Baseball & Softball LEAGUE MUST BE OVER BY JUNE 15, of current year to prepare for District and State*** **** Basketball Leagues must be over by August 15, of current year for Fall Activities.**** Comparable week in subsequent years

[Note: players who participate in both Rec and Private Team in the winter will only be charged a onetime $35 fee (out of county players $35.00 plus out of county fee of 8.75=43.75) for that time period/season.] o Winter - The fees paid during Winter for recreation league play or travel team participants would be in effect from March – April [need specific dates of season to nail down specific date- max of three months per season-timeframe] of current year. Out of County Fees Apply. o Other Season as agreed upon by TCRD and Co Staff - An additional fee of $35.00 or 35.00 plus out of county fee (regular fee plus 25%) would have to be paid for field use during the months of [xxxxx – xxxxx] of current year (not to exceed a three month period). o Example of Typical per person “Out of County Fee”. [35.00 Regular Fee (comparable sport Activity Fee + 8.75 Out of County Fee = $43.75] •

Field/Court Availability - Fields available when not in use for TCRD Recreation programs/ activities. Mott-Litman Gym would be gym of preference due to TCRD Activities within Multipurpose Building. The Multi-purpose Building MAY be accessible pending gym schedule and court availability. Mott-Litman Gym is currently open to the public on Mondays, Tuesday, & Thursdays from 12:30pm- 7:30pm; Fridays 12:30pm – 6:00pm; and Saturdays from 10:00am – 6:00pm. Courts would have to be reserved by calling the Main office and reserving court in Reservation book and teams picking up facility use slip to prove they have reserved the court through the Recreation Department. Teams not having their reservation slip would not have access to the court if another team was present and had their slip in hand. Teams are allowed no more than three total practices per week which comply with TCRD Team reservation procedures. Teams may be limited to two times per week pending court/gym availability to ensure other teams have an opportunity to conduct a practice during the week. During normal weeks most teams would be able to practice at least once if not twice a week for a one hour time block. Teams would call on a Thursday after lunch if a league team and on Friday after lunch for other non-league teams and be allowed to schedule one practice for the upcoming week. On Monday of the following week they can schedule no more than two practices for the remainder of the week. [note: teams may be restricted to one additional practice on Monday pending gym/court needs and availability.]See Scheduling Practices Brochure. Teams would have access to fields/courts designated by TCRD that would be compatible with type of activity requested pending reservation policy. COURT/FIELD RESERVATION SLIPS REQUIRED AT ALL TIMES.



Light charges: when utilizing gymnasiums lights are included in set fees. An additional fee of $15.00/hour may be imposed when special needs are being requested outside of normal operations.

For regular practices sessions lights and supervisor/monitor are included. Special times and other situations needs would require the additional charge of $15.00 per hour fee. [fee breakdown: $7.00 per hr light-electrical charge / $8.00 per hour supervisor fee = $15.00per hour]. •

An additional fee of $35.00 or fee plus out of county fee would have to be paid for field/court use during [the next 3 months period] of current year. Rosters would need to indicate who the certified coach is. [Note: All Recreation Coaches and Youth Sports Association Coaches are already required to complete a background check and the head coach per team is required to be certified. This will be mandatory beginning Fall 2008.]

Monday, Tuesday and Thursday one practice slot per day [NOTE: Clarification of Supervisor and Gym Access must be made to TCRD to determine final number of practices per day or total slots per week by County Admin. Staff– must comply with PT Salary line of Budget as approved by Finance and Co Mgr.] – If using normal gym hours/ max 2 practice slots per date pending supervisor and gym open schedule Travel teams would be able to reserve/schedule court/s on Thursday of week prior, first come first served. On Monday of the following week courts would be opened up to all other teams if available. It would give the travel teams Thursday and Friday to Schedule before being opened up to the remainder of community teams.



Games/Practice Games: Scheduling during the regular recreation season (March – April/May) is dependant to court availability. Single games would be scheduled in 1 1/2 hour time blocks. Double headers can be scheduled as court availability allows with prior notice. Double Headers would be allowed a three hour block. Courts would have to be swept between games by team personnel. Staff would have court prepared for first game of night. Team personnel would be responsible for their own scorers and officials. County Scoreboard/Clock and Brooms may be utilized during games at no additional charge.



Recreation League Games: Games played December – February and some all-star activity in March. All field availability to be determined by TCRD after league schedules and program demands have been determined. After Recreation needs have been satisfied then private teams would have access to the court/ 1/2 court of league teams. At that point field reservation process would con't per practice reservation policy.

Teams may have other opportunities for practice, etc. whenever a final decision is made regarding hours of access for basketball. Figures below are based on normal hours of operation. ***Example #1 and #2 would have commitment to access within established guidelines when not in use by TCRD.***

***Example #1: 24 one hour practices (2 practices per week for 12 weeks/ 3 months) for 12 players (County Residents) x 35.00 = 560.00 ***Example #2: [ pending hours of operation and public access at Mott or TCRD MPB when not in use for other programs and events.] 36 one hour practices (3 practices per week for 12 weeks/3 months) for 12 players (County Residents) x $35.00 = 560.00 Example #3: Per game/practice with supervisor – typical non- league rental fees for designated blocks of time.

Full Court Mott or ½ Court MPB - 24 Games typical rate of $25.00 / game or hour = $864.00 [does not include officials/scorers/supervisor] Full Court at MPB 24 games/hours typical rate of $40.00 / game or hour = $960.00 [does not include officials/scorers/supervisor] Note: Hourly Rate Rentals have no commitment to regular ongoing access for practice. This option is a per occurrence rate. Practices are approved on a per occasion basis pending available gym times with this option. Teams requesting the opportunity to practice on xxxx date and are charged $15.00 per hour plus supervisor, if outside of normal operating hours.

Gymnasiums: Rentals/ Events: excerpt from rental policy Mott Park Gym: $75.00 Minimum per three hours, each additional hour $10.00 The host organization/team must pay a TCRD supervisor/s to be present during all activity. The rate of pay is determined by Tift County. This is not negotiable between host and supervisor/s. [basically $25.00 per hour for first three hours of use] Non-league team practice: $15.00 per hour, includes facility supervisor, based on facility availability during normal hours. [ this is isolated practices only.. no regularly scheduled practices are allowed to utilize this rate. Others comply with YSA/Private Teams Access Fees. Non-League Team Games: minimum hourly fees apply plus supervisor fees. Actual amounts determined by TCRD Staff (based on frequency, duration, and direct costs). Average $25.00 per hour for games without security/officials/scorers.

TCRD Multi-purpose Building - Gymnasium: $250.00 MINIMUM FEE FOR THREE (3) HOURS, ** Each additional hour – Minimum charge 25.00 per hour. The host organization/team must pay a TCRD supervisor/s to be present during all activity. The rate of pay is determined by Tift County. This is not negotiable between host and supervisor/s per staff member required. Usually two staff per rental minimum plus security charge depending on number of participants and hours used (security required more than three hours or over

200 people at rate set by TPD, TSO, or bonded security agency payable to security personnel upon arrival). Other Setup fees may apply. Seating included in Gym rental includes bleachers in gym area (8 bleachers @30 people). Non-league game fees for MPB: Cross Court - $25.00 per hour/game plus supervisor (2 @ 8.00/hr) Full Court - $40.00 per hour per game plus supervisors (2 @8.00/hr) Current Hours funded for Mott-Litman Gym: 21 hours - Mondays, Tuesdays, and Thursdays-[3 days, 7 hours per day]; 5 hours – Fridays, 8 hours - Saturday
