WELCOME LETTER Dear Applicant THCH owns over 3,000 homes excusviely located in the London Borough of Tower Hamlets. Our vsion reflects our community based approach – “To work with residents to deliver well managed local housing and community services through a flourishing and financially strong organisation”. Working from local offices the association employs just under 80 staff across an interesting range of professional discplines. At THCH we see ourselves very much as key partners to community activity and as such actively seek to work wth external groups to achieve positive outcomes. We expect such an approach from our Director of Resources and as such relationship management along with high level communication skills are vital. Our Director of Resources will be responsible for all financial activity. Reporting directly to the Chief Executive you will be an integral part of our Senior Management Team. In addition to financial skills core competencies for this post revolve around exemplar leadership, excellent service delivery and outstanding people skills. Beng a first rate professional accountant with significant experience of working in a complex organisaiton it only the starting point. Specific responsibilities for the post include; business planning, treasury management, risk management, IT, corporate administration, business assurance, governance and performance management. More vitally we are seeking a person with a passion and enthusiasm for transformation, and a change agent who will continuously lead on business improvement. THCH is an organisaton with a strong social purpose and we would expect our Director of Resources not only to understand our mission but to add value from a strategic perspective. As Chief Executive I am proud of what we achieved since 2000, however times have changed and the governance downgrading has been a big blow. ABOUT US THCH is a Registered Social Landlord and a Registered Charity operating exclusively in the London Borough of Tower Hamlets. We aim to provide good quality homes for rent and shared ownership and we currently own and manage just over 3,000 homes, including 2,000 tenanted properties and over 1,000 leasehold homes. Our core objectives are developing and managing affordable housing for rent and, more recently, for low cost home ownership. We continue to develop new units in our own right and in partnership with other Housing Associations, especially through the North River Alliance.
THCH was formed in March 2000 with Government funding of £21 million secured from Round 3 of the Estates Renewal Challenge Fund for the transfer of 1,249 homes owned by the London Borough of Tower Hamlets, including 215 leased properties. Further homes transferred to THCH in 2004 (Tarling Estate) and an additional 800 homes transferred over in 2006 following the successful ballot (via Housing Choice) of Norton House and the Mansford and Avebury East Estates. We have 3 offices, including 2 local community housing offices and employ 78 staff.
THCH owns a number of Community Centres and rooms across Tower Hamlets. Our community facilities are provided to enable individuals and groups to engage in social, recreational and sporting activities which will enhance and enrich their lives.

THE SENIOR MANAGEMENT TEAM Chief Executive – Michael Tyrrell BA (Hons) Prior to taking up the role of Chief Executive in 2000, Mike was Head of Area Housing Services at Tower Hamlets Council, with 15 years’ Local Government service. Mike is committed to ensuring that THCH continues to provide high quality services to residents. Mike takes an active part in community issues in Tower Hamlets and has served on many committees and has been involved in many campaigns. Mike was one of the founders of the Ragged School Museum in 1985. He is a member of the Tower Hamlets Safeguarding Adults Board, a member of Placeshapers Board, a Director of the Ocean Regeneration Trust, a Director and Chair of the Parmiter’s Almshouse and Pension Charity and a Trustee of the Parmiter’s Education Fund (Bethnal Green).
Director of Operations – Pam Bhamra BSc (Hons) Pam joined THCH in 2016 following a 28-year career in social housing. Pam has had a variety of roles in a number of organisations. Between 1998 and 2004, Pam was the Housing Services Director at Islington & Shoreditch Housing Association. Pam worked at the Southern Housing Group from 2005 to 2015, first as the Regional Director for the Thames Gateway Area, which included Tower Hamlets; and then as the Director of Housing & Resident Services. Prior to joining THCH Pam was an Area Director for Catalyst Housing. Pam served on the Board of East Thames Housing Association, now known as East Homes, between 2001 and 2004.

ROLE PURPOSE:
As a member of the Senior Management Team, to ensure the development and delivery of THCH’s mission, strategies, business plan, corporate plan and the budget. To maintain a minimum V2 rating.
To drive change and transformation in all aspects of process, systems and culture in relation to risk, control and VFM.
To advise the Executive and the Board on financial strategy, taking lead responsibility for planning and implementing effective financial management, including regulatory returns and statutory reporting.
To provide the overall strategy, direction and management of finance, treasury, procurement, IT, VFM and central administration
To ensure effective controls are in place for all financial processes
To provide timely, accurate and effective reporting of Financial performance to the Board and management team in order to facilitate clear decision making.
To ensure that the systems and processes for setting and collecting of rents and service charges and the control mechanisms meet the business objectives.
To ensure through THCH’s processes and procedures, that all statutory compliance requirements with respect to finance, treasury, procurement and IT are embedded within the organisation.

In conjunction with the senior management team to provide vision, leadership and direction to the organisation, taking collective responsibility for SMT decisions and leading on cultural change
To ensure team compliance with key policies including for example: equalities & diversity; health & safety; data protection; confidentiality.
To promote and represent the organisation, helping to maintain our good reputation.
As a Director of THCH to deputise for the Chief Executive as and when required. Business Planning, Accounting and Financial Strategy
To lead on the delivery of the annual and the 30-year business plan, including stress testing and recovery planning, using financial modelling and options appraisal.
To lead on the annual cycle for the production of organisational budgets, with monthly reporting/management accounts and to prepare annual financial statements for audit and approval by the Board.
To develop and maintain effective and timely systems of accounting, forecasting and financial control, liaising with the internal and external auditors.
To ensure robust monitoring of the business plan, putting systems in place for managing performance and taking timely and corrective action as necessary.
To lead on the measurement and monitoring of Value for money (VFM) across the business and on the annual review of the VFM policy.
To monitor and appraise all new development ensuring they comply with business plan parameters. Funding and Treasury Management
To advise and implement THCH’s treasury policy, ensuring effective long and short term cash management and compliance with loan covenants. To report regularly to Board on covenant compliance, highlighting areas for concern.
To develop the financial strategy and to secure appropriate funding for the delivery of agreed organisational objectives, particularly in asset management and development.
To liaise as necessary with the organisation’s treasury management advisors.
To prepare regular cash flow reports, monitor cash requirements and investment of surplus. Risk Compliance and Control
To lead on the organisation’s risk management and assurance arrangements, including reporting to the Board and Committees.
To ensure compliance with all statutory requirements (e.g. HCA, HMRC etc.) relating to the financial control and accounting of the organisation. All information to the regulator must be accurate and timely.

KNOWLEDGE, SKILLS AND EXPERIENCE
Degree or equivalent
Relevant professional qualification e.g. CIPFA/CIMA/ACA/ACCA and full membership of a recognised UK accountancy body. Evidence of continuing professional development would be an advantage
Substantial experience of operating at senior level in a finance function in a comparable sized business. Direct management of wider portfolio responsibilities e.g. business improvement, ICT, governance and project management would be an advantage.
Understanding of managing a loan portfolio and being accountable for covenants and long term financial projections with a proven track record of managing lender and investor relationships.
A good grasp of the financial compliance and regulatory framework relevant to THCH.
Experience of driving change and transformation in terms of process, systems and culture as it relates to risk and control.
Experience of developing and managing a strong service culture, where organisational infrastructure proactively supports frontline service delivery.
Ability to undertake strategic planning and experience of Business Planning and management of complex budgets in a challenging environment where resources are at a premium
A clear understanding of the role of finance in the delivery of business outcomes in particular in relation to the Business Planning process
Ability to assess risk and promote risk awareness without being risk averse.
Ability to make sound financial judgements, confident in own abilities and able to give advice to others and be accountable for that advice.
Extensive experience of computerised financial systems and financial modelling using spreadsheets
Excellent skills and awareness of financial management and control techniques

Strong communication skills both oral and written, with proven ability to communicate financial information to a wide audience including non-financial staff, residents and Board members

Position: Director of Resources Remuneration package: The annual salary is circa £95,000. There is also an essential car user of £1,239 per annum, life insurance and a defined contribution pension scheme. Annual leave: 30 days plus public holidays. Location: The Tower Hamlets Community Housing head office is based at 285 Commercial Road, Stepney, London, E12PS. A relocation package may be considered for the successful candidate. Working hours: The office keeps usual business hours. However, given the seniority of the role, flexibility will be necessary, including evenings and occasional weekends.
