Severe Weather Preparedness: What Hospitals Can Do to Stay Informed

David Daley, CHEC II

Emergency Management Division of Public Safety Jackson Health System David Daley is an Assistant Administrator 2 Emergency Management Specialist within the Division of Public Safety at Jackson Health System. This job function assists in the coordination and preparation of disaster response, crisis management activities, and ensures the operational readiness and integrity of the Emergency Operation Hospital Incident Command Center for Jackson Memorial Hospital. Mr. Daley also holds the Hospital Incident Command position of Liaison Officer for Jackson Memorial Hospital during disasters and emergency operation activations. Mr. Daley possesses a diverse background of knowledge, skills, and abilities in Environmental, Health, Safety, Training and Security. Mr. Daley’s formal education stems from the many disciplines of the criminal justice while in pursuit of a law enforcement career. This led his interests to obtain his degree in Private Investigation Services which has been beneficial in conducting Accident, Incident, and Corporate Investigations while working in the General Aviation industry for over 14 years with previous employers. As a former member of the Miami International Airport Security Task Force as a Ground Security Coordinator, Mr. Daley routinely worked closely with the Department of State, Department of Justice U.S. Marshals Service, Federal Bureau of Investigations, Drug Enforcement Administration, and National Security Division, U.S. Customs, and particularly with the Secret Service Advance Strike

Teams and Task Force for Air Force One and various Presidents of the United States. Mr. Daley currently serves as a member of the Florida Department of Law Enforcement (FDLE) Southeast Regional Domestic Security Task Force (SERDSTF) Health Medical subcommittee, and is a trained Terrorism Liaison Officer awarded by the Southeast Florida Fusion Center (SEFFC). Mr. Daley completed various Emergency Response Discipline programs part of the National Domestic Preparedness Consortium (NDPC) within the Department of Homeland Security (DHS) Federal Emergency Management Administration’s (FEMA) National Preparedness Directorate including the Professional Development Series, awarded by FEMA’s Emergency Management Institute (EMI), Train-theTrainer Instructor certification for Incident Command Curricula, awarded through the Center of Domestic Preparedness (CDP), Global Security Analysis & Alarm Response Training provided by the National Nuclear Security Administration (NNSA) in part with the Global Threat Reduction Initiative (GTRI), Active Shooter Response Training, provided by the Center for Personal Protection and Safety (CPPS), Enhanced Threat & Risk Assessment, and Bioterrorism: Mass Prophylaxis Preparedness & Planning provided by the Texas Engineering Extension Service (TEEX) Texas A&M. Mr. Daley is a SKYWARN® volunteer with nearly 295,000 trained severe weather spotters nationwide, certification awarded from the Department of Commerce (DOC) National Oceanic and Atmospheric Administration’s (NOAA) National Weather Service (NWS). In support of this local and nationwide function, Mr. Daley also is a licensed amateur radio operator, granted by the Federal Communications Commission (FCC). Mr. Daley received a Teaching Certificate from Embry-Riddle Aeronautical University for his contributions in creating, implementing and standardizing policies for Hazardous Waste Operations and Emergency Response (HAZWOPER), National Air Transportation Association (NATA) Train-the-Trainer, Aviation Accident Investigation, and Environmental Awareness. Mr. Daley demonstrates with outstanding ability to summarize and convey critical and highly technical information to non-technical audiences as part of training sessions he instructed which involved a practical hands-on approach with previous employers and stakeholders.
