Section by Section Analysis Sections 1 through 3 – School District Property Tax Replacement Payments Current code section 257.16B provides for the calculation of school district property tax replacement payments. These sections modify that replacement payment calculation for FY 16 & 17. These sections require the additional levy portion of the FY 16 & 17 state cost per pupil amount to be frozen at $750 regardless of the per pupil increase. The Education Reform Act of 2013 included the creation of the property tax replacement payment provision to replace local property tax amounts with State aid. The provision froze the additional levy portion of the State cost per pupil in FY 14 and 15 at $750. These sections maintain that freeze for FY 16 & 17. Section 4 – Effective Upon Enactment This section makes the bill effective upon enactment.
