QUAYSIDE MASTER PLAN 2025 The Quayside Master Plan incorporates a series of innovations around transportation, social infrastructure, housing affordability, digital tools, sustainable infrastructure, building construction, and public space – with the goal of improving quality of life for Torontonians.

The Master Plan drawing on the right illustrates extensive pedestrian pathways, four people-first flexible streets that prioritize pedestrian movement over vehicles, robust cycling infrastructure, as well as four new open spaces that make up the public realm. A grand public space at Parliament Plaza ends Parliament Street at Lake Shore Boulevard East to create a multi-functional and large gathering place that supports a variety of public programming. A new “cove” at the head of Parliament Slip brings residents, workers, and visitors to the water through promenades, floating docks, naturalized edge, and barges. The Silo Park, which is a major green and recreational center for the community provides spaces for dynamic recreation. And the Queens Quay linear park which comprises of wide sidewalks for flexible programming, dynamic drop-off areas, outdoor comfort tools, dynamic paving, and buffers for stormwater management.

The 2035 Master Plan on the right shows an evolution of Queens Quay East that recaptures car lanes and curbside parking to create a bigger, more varied public space. The wide adoption of self-driving vehicles and their programmable and predictable behavior will enable these vehicles to share the light rail transit lane, eliminating the need for the remaining vehicle lanes on Queens Quay East.

The Quayside site area as outlined in the Quayside Development Opportunity RFP dated April 2017, comprises of three development blocks which include some open space and right-of-way, and equals to 4.85 hectares (12 acres). The Overall site area, also referred to as gross site area, includes additional street right of ways such as Queens Quay east of Parliament Street, Parliament Street, Bonnycastle Street, and Small Street, and equals to 6.9 hectares (17 acres). The filled portions of Parliament Slip south of Queens Quay East and on the eastern edge of the existing slip, which are outside of the property boundary, equal to an additional 0.44 hectares (1.1 acre). This equates to a Total Site Area of 7.3 hectares (18 acres).

Stoa
Loft
Stoa is the first two stories of the building at 6m floor-to-floor per story. The Stoa contains retail, office, production, and social infrastructure uses. It has a large-span structural column grid of 12m x 12m. Structural columns and beams are of timber and steel.
Loft is defined as the most flexible typology. Loft can be entirely residential, entirely commercial, or a mixture of the two. The floorplate of Loft is restricted to 27m in depth to accommodate the maximum residential unit depth. The structural grid is timber post and beam using a 6m x 6m column grid.

Toronto is Canada’s largest city, a rapidly growing metropolitan region on the north shore of Lake Ontario. To counter urban sprawl and revitalize the waterfront, the three levels of government created the Toronto Waterfront Revitalization Corporation (TWRC), charged with coordinating the redevelopment of a vast tract of waterfront property adjacent to downtown Toronto. The TWRC’s mission is to transform the Toronto waterfront into a series of sustainable, mixed use urban precincts integrated with parks and open spaces that greatly expand the City’s capacity for urban living, employment and recreation.
PRECINCT PLANS
Initially, precinct plans have been developed for the two areas closest to the downtown, West Don Lands and East Bayfront. These two precincts connect the downtown to the lake and the Don River corridor, as well as create gateways to future precincts and public open spaces in the Port Lands. The Don River corridor will be improved as a natural open space system with its terminus in a naturalized river mouth. The water’s edge will become a continuous magnificent publicly accessible promenade linking the downtown to the Outer Harbour and ultimately connecting to the Eastern

DYNAMIC DROP-OFF / PICKUP & ACCESSIBLE PARKING 2025 A centralized vehicular parking garage with approximately 500 parking spaces in stacked parking, is located in the basement of Parcels 1 and 2, serving the short-term parking demand for all five parcels. Additionally, 33 curb-side dynamic drop-off and pick-up spaces are distribution across the entire site.

At Parcels 1 and 2, dedicated accessible parking is located in the basement garage serving all the buildings on those two parcels. Accessible parking spaces for Parcels 3, 4, and 5 are located at curbside drop-off and pickup spaces. Residents, employees, and visitors to those parcels are served by accessible curbside drop-off and pickup spaces. Two accessible curbside spaces have been identified within 30m of each building entrance at these parcels. Attendants will be on call at all times to bring vehicles between the centralized parking garage and curbside spaces for all with accessibility needs.

The interchange at Quayside is a nexus of bike-share stations, pedestrian paths, light rail and bus stops, a parking garage, and ride-share pick-up and drop-off points that enables easy transfers across every travel mode. It serves as a centralized location for drop-offs, pick-ups, and transfers in the bustling centre of the neighborhood.

Travelers who arrive to Quayside by car or public transit can rent bikes or scooters to complete the last leg of their trip, or choose to walk through the expanded and improved pedestrian network. Alternatively, residents can use bikes and scooters to arrive at the mobility hub, where they could board a light rail vehicle or bus — or access personal, shared, or hailed vehicles — to reach destinations across greater Toronto.

PARLIAMENT PLAZA ALTERNATE DESIGN EXPLORATIONS - 2025 The diagrams on this page represent the multiple design options that were examined as part of a holistic study of mobility and public realm at Parliament Plaza aiming to create a safe and vibrant public space. The alternate road network designs for Queens Quay includes many options: full vehicular access across both Queens Quay and Parliament, one-way streets, shared streets, and a lightrail animated, fully car-free plaza. Alternative public realm design explorations include options to retain and extend the head of the slip or partially fill the slip in varied patterns.

ACCESSIBLE DESIGN & DYNAMIC CURB DETAILS Queens Quay
Accessible Design Principles: • Barrier-Free Access: Curb less Public Realm to facilitate wheeled movement. Primary building entrances and lobbies located at grade without ramps or stairs. • Detectable Edges and Moveable Elements: Clear separation between pedestrian areas and vehicular travel lanes or other hazards which can be detected by persons with visual and mobility requirements. Use of detectable edges that use contrasting texture and color of pavement to define separation. Use of moveable elements such as seats, planters, and/or play equipment to define separation. The moveable elements are spaced between 1m and 1.2m apart to allow mobility devices to move between them with ease. • Pedestrian Crosswalks: Located at all intersections, pedestrian crosswalks are defined by paving of contrasting color and/or texture, as well as raised tactile domes indicating beginning and end of crosswalk. • Accessible Drop-off and Pickup: Permanently designated curbside spaces allow drop-off and pick-up for persons with accessibility requirements, and are always located within 30m of primary building entrances. • Proximity to areas of rest: All areas are within 5 minute maximum journey to shade or indoor space, and within 2 min of a place to sit. • Transit Waiting Areas: TTC bus and light rail waiting areas are at grade or easily accessed by ramps in central and convenient locations. • Accessible Routes: Meet and exceed in certain areas, the City of Toronto minimum standard of 2.1m clear width for two people using mobility devices to travel side by side and/or pass each other with ease. • Clear Lines of Sight: Clear visual lines through public spaces for safety and navigability.

Queens Quay Dynamic Curb: Pop-up Program Scenario
• Lighting: All areas of public realm are illuminated at nighttime for safety and to avoid hazards,and select areas also make use of lighting during daytime hours as well. At Queens Quay Slow Zone, the TTC light rail line makes use of dynamic lighting at crosswalks and preceding each train passing through. Dynamic curbside spaces make use of paving lights to indicate when they are available for use. Bike lanes make use of green wave lighting in the surface of bike routes to indicate to pedestrians when bikes are passing through.

FREIGHT SERVICING & ACCESS The Urban Consolidation Centre (UCC) spans sites 1 and 2, and services most freight delivery for all five parcels. Loading docks at Parcel 3, 4, and 5 serve special deliveries that cannot be routed through the UCC.

Commercial and residential storage is tucked into the structural transfer truss above the UCC, making efficient use of that space. A borrow library is located nearby, which allows rental of tools for woodworking, home repair, gardening, and more. The waste and recycling terminal is co-located with the UCC, with both facilities sharing the same vehicular entrance and exit.
