Will east/west access be maintained during this project? Yes

Will the temporary runway have TDZL, edge lights and distance remaining signs? No. The temporary runway will have MALSF, PAPI and edge lighting.

Which terminal gates will be available for jeyway use/aircraft parking during this project? The jetways at terminal gates 4, 5 & 6 will be available for use.

Will demolition of the old terminal be inside the temporary runway safety area? No. This demolition is expected to temporarily displace commuter parking near the north end of the new terminal, but will not be inside the runway safety area. How will construction workers access the work areas during this project? Planned access to and from the runway being reconstructed is from the north and south ends of the east side and involves no entry into restricted movement areas. With there be lighted and unlighted runway closure markers (X’s) on the runway being reconstructed? Yes. At times, the unlighted closure marker may be temporarily relocated due to work being performed (i.e. excavation) Does the airport expect there to be any runway change amongst east side/west side users during this project? For example, will users of 01L/19R continue to use temporary 01L/19R or will some to east side surfaces? No large scale change is expected.

What happens to the VOR/TACAN approach? A NOTAM authorizing cat E circling minimums, possibly straight in, will be published in early June. These should be comparable to what is currently published.

Will ATCT operate with dual local frequencies? Possibly. If so, information will be broadcast on the ATIS. Expected frequencies are 118.3 and 118.6

How long will 01L/19R be closed to traffic during cutover to/from the temporary runway? We will complete the switch in one evening and expect to close between 1:30am and 6:00am local time. Notices and NOTAMS will be issued when the date is finalized. Expect a similar closure in the fall.

Will FAI have room for diversions and heavy aircraft? Yes. During summer 2009, FAI will have room for a minimum of four heavy aircraft, possibly more. For current status contact Airport Operations.

What does Ladd Army Airfield (FBK) expect to have for a landing surface this summer? Ladd is resurfacing their runway and plans to allow use of the center parallel taxiway, which is approximately 7000ft long. Contact Ladd Ops for more details.

Will the lighting system being installed under the permanent runway be completely new or are just parts being replaced? The lighting system is over 40 years old and will be completely replaced.

How long will ANC be handling FAI approach control at night? This is unknown.

Has FAI looked into a contingency plan for volcanic eruptions, forest fires/smoke and low-visibility operations? Yes. Contact Airport Operations for details.

Will 8 inches of asphalt be placed full length on the new runway? Yes

What will the elevation change be? Will there be a slope or grade change? The new runway will be within 3 inches of the old elevation.

What about the ILS? ILS will not be available during summer 2009. ILS approaches to 01L/19R will be published but N/A’ed until the runway is reopened. Publication of the ILS approach for 2L/20R will occur on October 20.

When will marking of the temporary runway (taxiway A) be complete? Completion is expected just before cutover to use of that surface. Users can expect to see both runway and taxiway marking on this surface while in transition. Lighted closure markers will be in place during this time.

Will the Airport have a SMGCS (low-visibility) plan? The airport SMGCS plan will not have several required elements (RVR transmissometers, ILS). However, it is recognized that a need to control aircraft and vehicle operations does exist during lowvisibility conditions on the airfield. If visibility on the airfield is poor (approx ½ mile or upon request by ATCT or Airport Operations) temporary low-visibility procedures, including west side ground vehicle escorts, will be implemented. Contact ATCT or airport operations for further details.

Will the airport lift the jet traffic restriction on 01R/19L? Not at this time. Emergencies excepted.

I’ve heard about partial closures on the temporary runway. What are these and when will they happen? To facilitate tie-in work on the north and south intersections between taxiway A and 01L/19R, contractors must perform work within the temporary runway safety area (RSA). Currently, two closures are scheduled for five days each. South end tentatively July 6-10 9,603 ft remaining North end tentatively Aug 20-24 9,106 ft remaining FAI is still finalizing details on these closures with the FAA. Please watch NOTAMS for actual closure dates. Contact airport operations with questions.

Can a heavy aircraft (B747) utilize the taxilane without a wingtip penetrating the runway safety area? No. When will the 10-8 construction bulletin be available through Jeppesen? It is expected that this bulletin will be available May 1, 2009 Are delays and weather problems figured into the contractor work schedule? Some, yes.

Will there be a time when the runways have different numbers? Yes. As soon as the weather and work schedule allow, all east side landing surfaces (float pond, ski strip, GA runway) will be renumbered to 2/20. The temporary runway will be called temporary runway 01L/19R. Once complete, the permanent runway will reopen as 2L/20R.

Will controllers still say right and left with runway numbers (since they’ll be different)? Yes

Is this project safe with current ATCT staffing levels? At no time will safety be compromised. ATC management will ensure adequate personnel are available for duty in the control tower during the reconstruction.

Can users practice IFR approaches on the GA runway? Always, once published.

Could the tower please sequence ATIS information so a user on the float pond can obtain what they need and not have to listen to the construction notices? After a careful review of FAA JO 7110.65, Air Traffic Control, we are unable to change the sequence of information placed on the ATIS. The phraseology and sequence of information is standardized to prevent confusion among pilots entering or departing the terminal area.

Will ATCT say the word temporary when giving clearances? Initially yes to provide emphasis for activities on the new surface.
