Purpose The purpose of this document is to establish a compensation system for On-Call Firefighters that rewards them for the time and effort that they put into the Clay Fire Territory as well as into themselves. Scope This policy shall apply to all On-Call members of the Clay Fire Territory. Policy The point system shall be utilized as a means to track the participation of On-Call Firefighters in the performance of their functions and duties with the Clay Fire Territory. A point shall be issued to a firefighter anytime he/she responds to a toned or company call, does station time, and/or participates in a training function. Additional points may be awarded at the discretion of the Fire Chief for participation in special department activities and functions, as well. The dollar amount of a point will vary depending on the total number of points awarded in a twelvemonth period and the amount of funding available. Point Guidelines The following table will serve as a guideline as to how points will be awarded: Call response (Any All-Call toned response) Departmental Training 12 Hours of Station Time Special Detail (Fire Chief authorization required)

The requirements for On-Call Firefighters to receive these points are: •

Call Response – A member shall receive a point for responding to an incident and returning to a specified station. A point shall not be awarded is the member fails to report to a station following an incident. On-Call Firefighters who are on duty as an Engineer or who have been called in for special duty by the Fire Chief or Shift Commander shall not receive a point for calls that fall during the time that they are being paid an hourly wage by the Clay Fire Territory. Engineers shall note that they were on duty during a call by marking “ED” next to their name when signing the Run Attendance Sheet.



Departmental Training – An On-Call Firefighter shall receive one (1) point for each scheduled training completed. On-Call Firefighters who are on duty as an Engineer or have been called in for special duty by the Fire Chief or Shift Commander shall not receive a point for attending trainings that fall during the time that they are being paid an hourly wage by the Clay Fire Department. Engineers shall note that they were on duty at the time of the training by marking “ED” next to their names on the Training Attendance Sheet.



Station Time – An On-Call Firefighter shall receive one (1) point for every twelve (12) hours of station duty time completed. There shall be a two point maximum per month for points awarded in this fashion. Achieving the maximum number of points is intended to keep point values from diminishing, not to discourage station time.



Special Detail – One point shall be awarded for special detail attendance/participation as assigned by the Fire Chief or Shift Commander. These events may include fire prevention details, open houses, and other community activities.

Points Reporting/Payment The On-Call Coordinators shall collect run statistics and training participation records on a monthly basis. These reports shall include the number of calls made by the member, their current call time percentage, and points awarded for the month. A report shall be made on a quarterly basis to the Fire Chief detailing points awarded and participation reports. Annually, the Fire Chief will assign a “dollar per point” value and disperse compensation accordingly.
