NOTICE TO BIDDERS

Notice is hereby given that sealed bids will be received by the Gloucester County Improvement Authority on Wednesday, July 10, 2013 at 10:00 AM, prevailing time at the Gloucester County Improvement Authority Office, located at 109 Budd Boulevard, Woodbury, New Jersey 08096, at which time and place bids will be publicly opened and immediately read for: LEACHATE STORAGE TANK REPAIRS & IMPROVEMENTS Specifications, instructions to bidders and proposal forms prepared by T&M Associates and approved by the Gloucester County Improvement Authority may be obtained at the offices of T&M Associates, 1256 North Church Street, Moorestown, NJ on or after Monday, June 10, 2013, between the hours of 8:00 AM and 5:00 PM, Monday through Friday, except legal holidays, for a nonrefundable fee of $75.00 (each) cash or by check payable to T&M Associates. Bids will be made on the proposal form provided, in the manner designated therein and required in the specifications, enclosed in an opaque sealed envelope and plainly marked on the outside with the date, time and item being bid. Each proposal must be accompanied by a Surety's Consent and a Certified Check, Cashier's Check, or Bid Bond for not less than 10 percent (10%) of the total amount bid, but not in excess of $20,000, made payable to the Gloucester County Improvement Authority. A performance bond in the amount of 100% of the contract price will be required of the successful bidder. All bidders are required to comply with the requirements of P.L. 1975, C. 127 (N.J.A.C. 17:27) (Affirmative Action), P.L. 1963, C. 150 (New Jersey Prevailing Wage Act), and Americans with Disabilities Act of 1990 (42 U.S.C. 12101, et. seq.) All bidders are further notified that they must comply with P.L. 1977, C. 33 and submit a Disclosure Statement listing stockholders with the bid. All bidders must also comply with P.L. 1999, c. 238 – Public Works Contractor Registration Act, and the contractor and all subcontractors must be registered in accordance with the Act. In addition, all contractors and suppliers must provide a copy of their Treasury Business Registration Certificate issued by the New Jersey Department of Treasury at the time the bid is submitted. The Owner reserves the right to reject any or all bids, to waive any informalities, deviations, or omissions in any bid or all bids, and to accept such bids and make such awards as may be in the best interest of the Owner. Furthermore, the Owner may request written clarification of any aspect of the proposal where, in the Owner's opinion, ambiguities exist.
