City Council November 12th, 2013

Correspondence -The Canadian Cancer Society sent appreciation to the City for providing use of Centennial Park Track and the Civic Centre for Relay for Life at a value of $3000.00. More than $92,000.00 was raised at the 2013 Battlefords event. -On behalf of residents of a condo development on Henderson Drive, the Condo President, Ron Kelly, thanked the City for street paving in the area, which happened sooner than expected.

Announcements/Inquiries -Councillor Cathy Richardson acknowledged the Community Meeting on Crime held on Friday, November 8th. She said while the turnout was low (about 40 people) she felt there was good dialogue. Mayor Ian Hamilton also attended and echoed Richardson’s acknowledgement. -Councillor Ryan Bater asked about the status of a joint meeting between City Council and the two higher levels of government on crime solutions. City Manager Jim Toye explained he and Mayor Hamilton recently met with Minister of Corrections and Policing, Christine Tell and Gordon Wyant, Minister of Justice. Toye and Hamilton asked for more resources. Tell and Wyant said more police officers and human resources are not necessarily the answer – they want to get to the “grassroots” of the problems and are investigating next steps. Toye and Hamilton followed up with a letter on the overview of the conversation as well as their requests and now await a response. Toye said there has been “no luck” in securing a meeting with the Federal Minister. -Jim Toye welcomed and introduced the new Director of Business Development to City Council. Jennifer Niesink began working for the City on November 1st. -Mayor Ian Hamilton invited all residents to a Tailgate Party at Rotary Plaza this Saturday to celebrate Rider Pride. Time and details TBA. Over the weekend, the Saskatchewan Roughriders advanced to the West Final in Calgary on Sunday. Winner advances to the Grey Cup in Regina November 24th. -Mayor Hamilton designated November 17th-24th as Restorative Justice Week.

Reports -All donors to the Credit Union CUplex project are now recognized on donor walls at the facilities. Jim Toye reminded those who donated $10,000+ that they qualify for additional recognition on individual signage on or nearby the item or area they sponsored. The donors must also approve and pay for the additional signs – which are being manufactured by Signs of the Times in North Battleford. Signs will be installed once approved and paid for by the donors. Reminder letters were sent to the donors in May and the City is sending another letter this week. -the Tax Collection Report shows $5,702,886.05 in uncollected taxes so far this year, however, the deadline to pay isn’t until December 31st – due to a late budget last year. Last year at this time, $2,165,844.19 was outstanding – the deadline to pay was June 1st.

Unfinished Business -City Council agreed to waive fees and costs charged to the Royal Canadian Legion Branch No. 70 for the temporary street closure October 19th (Provincial Convention Street March held).

New Business -Council agreed to amend the bylaw that would see removal of the allowance for discounts for those who pay taxes in January. In 2013, the discount cost the City $10,580.00. The next meeting of City Council is on Monday, November 25th 2013 at 8:00pm. ALL MEETINGS ARE OPEN TO THE PUBLIC.
