JOINT SPECIAL MEETING OF THE BOARD OF EDUCATION GILBERT COMMUNITY SCHOOL DISTRICT AND GILBERT CITY COUNCIL District Office Conference Room April 30, 2018

At 6:03 p.m. a joint special meeting of the Gilbert Community School Board of Directors and Gilbert City Council for the purpose of discussing tax increment financing (TIF) was called to order by President John Nelson with the following members answering roll call: Brian Anderson, Tyler Holck, John Nelson and Deb Ordal. Absent: Kim Mosiman. Administration present: Supt. Lindsey Beecher. City of Gilbert present: City Clerk, Sonia Arellano Dodd, Council Members: Teri Harriman Gallahan, Shaon Anderson, and Mayor, Jon Popp. Guests: Ben Durbin, Developer and Brenda Dryer, Ames Chamber of Commerce. Motion by Holck, second by Ordal to approve the agenda. Motion carried unanimously. Mayor Jon Popp reviewed the purpose of the joint meeting. A brief discussion of the background and request from Ben Durbin for the tax increment financing (TIF) on four acres of commercial property within the city limits of Gilbert. At 6:20 p.m. a telephone conference call was held with the city’s attorney, John P. Danos, Dorsey & Whitney LLP. Mr. Danos reviewed the basics of tax increment financing and urban renewal in Iowa. The telephone conference call was approximately one hour in length. Tyler Holck left the meeting at 6:53 p.m. Deb Ordal left the meeting at 7:10 p.m. Due to the lack of a quorum, President John Nelson adjourned the meeting at 7:30 p.m.
