Reporting to the Director of Asset Engineering the Manager of Capital Projects will assist in preserving the structural integrity, safety and habitability of CHC owned housing stock. The ideal candidate will be confident, professional, must be committed to our organization, our values and have the ability to motivate others. Management experience in a large Property Management or Human Services environment or in Facility Management would be an asset. Based on our current organizational needs, applicants must have a degree or diploma in Electrical Engineering or equivalent education and experience. MAJOR RESPONSIBILITIES: The Manager of Capital Projects will work with in-house and external personnel to:  Ensure delivery of assigned contracted corporate projects on time, within budget, in accordance with specifications and within applicable regulatory, accreditation and Municipal requirements. The critical tasks that must be performed throughout each project's lifecycle include the efficient delivery of project deliverables, effective quality control, and clear communication of expectations to stakeholders and upward reporting to senior management.  Participate in the planning, organizing, implementation and review of the goals and objectives of the department in consultation with the Director of Asset Engineering.  Research and prepare public, invitational and short-form tender documentation as assigned; including specifications, drawings, general conditions and various appendices, in accordance with accepted standards and CHC policies, and applicable Code, by-law and legislative requirements.  As assigned, provide oversight and ensure that all building Life Safety Systems, are inspected, operational and repaired as needed within a timely manner ensure on-going compliance with all codes and regulations. Liaison with the Fire Department.  Supervise corporate administrative purchasing, as assigned.  Provide direct supervision to assigned bargaining unit staff and Engineering interns.  Provide consultation and technical expertise in identifying building requirements, developing an overall portfolio plan for capital improvement requirements and a strategy for the overall preservation of asset.

 In a resource capacity provide technical advice and expertise to other departments.  Develop effective relationship with other departments.  Meet corporate targets with regard to service quality, cost efficiency, responsiveness to residents, District offices and asset management.  Represent CHC at tenant, community or public meetings as required.  Actively participate in or facilitate committees relating to risk or asset management safety, corporate legislation compliance and quality improvement.  Cover, on a rotational basis, “after hours” calls by remaining available on an on call basis after normal work hours (including weekends and holidays) to address after hour’s maintenance emergencies.  Other related duties as assigned. Minimum Qualifications 1) University degree or diploma in engineering, engineering technology, building science or an equivalent of education and progressive project management experience in a large organization. Based on our current organizational needs, applicants must have a degree or diploma in Electrical Engineering or equivalent education and experience. 2) Demonstrated knowledge of residential and high rise building maintenance and construction procedures including safety and energy conservation items. 3) Ability to interpret all building component blueprint drawings e.g. electrical, mechanical, structural drawings and specifications. 4) Good communication and negotiation skills to direct staff, contractors and consultants. 5) Ability to recognize special problems that could lead to or affect structure and determine appropriate solutions to a wide range of technical problems. Good knowledge of Planned Maintenance and Safety Administration, Building Code and Associated by-law's, Fire Code, Health and Safety Act, WHMIS, and the Collective Agreement. Ability to communicate with architects and professional engineers. 6) Demonstrated initiative that improves service or business results. 7) Strong administrative and management abilities. 8) A comprehensive working knowledge of contract administration and specification coordination. 9) Excellent communication, presentation and interpersonal skills to deal effectively with staff, political representatives, Board of Directors, consultants, contractors, residents and the public. 10) Demonstrated proficiency in Microsoft Outlook, Word, Excel, Power Point and the ability to utilize in house software. 11) Possession of a valid Ontario Driver’s Licence class “G” and the use of a personal vehicle for work purposes.
