Intent

The intent of this Request for Qualifications (RFQ) is to obtain a list of interested and qualified firms and individuals that can undertake and complete detailed water management studies on a variety of institutional, recreational, commercial and agricultural buildings and operations. The Consultant will be required to assess both internal and external water consumption and efficiency of use. In addition, the Consultant shall be expected to assess opportunities for displacing the use of potable water through innovation and the potential use of alternative sources. The Corporation will evaluate the submissions received in response to this RFQ in accordance with the stated evaluation criteria and will generate a resource list of consultants from those Respondents deemed best qualified to undertake this type of work. From this list, the top four qualifying Respondents will each be asked to individually quote on conducting one preliminary building/operations water management study pre-arranged by the Corporation. The Corporation is under no obligation to select any Respondent. This RFQ process is non-binding and no contract of any kind is formed under or arising from it. This RFQ is not an invitation to tender, or any variation thereof that would rise to the creation or expectation of a bid contract or any other contract, and there is no obligation on the part of any Respondent or the Corporation to enter into any contract following the review and evaluation of the submissions.

Background

Metro Vancouver (MV) is a federation of 21 municipalities, one electoral area and one treaty First Nation. MV covers approximately 3,000 square kilometres and has a current population of about 2.2 million. The Greater Vancouver Water District (GVWD) is a separate legal entity that is responsible for the provision of water supply to the members of the federation at a reasonable cost. Water is collected from three mountain watersheds: Capilano, Seymour and Coquitlam. The system consists of six dams and an extensive transmission system of twenty-two reservoirs, fifteen pumping stations and over 500 km of supply mains. The individual members (municipalities) of the federation are responsible for the distribution of this water to their own end users.

Since 2002, MV has formally put the concept of sustainability at the centre of its operating and planning philosophy and committed itself to be a leader in guiding the region to a sustainable future. This comprehensive endeavour has become known as the Sustainable Region Initiative (SRI). The SRI provides the framework for drinking water management in the region and encompasses economic prosperity, community well being and environmental integrity. Drinking water management under the SRI means reliably delivering clean, safe drinking water to homes and businesses in the region to enhance social and economic development, while minimizing costs and environmental impacts. Some drinking water management initiatives that support the SRI include demand side management (DSM) initiatives such as regional sprinkling regulations, water conservation programs and reuse measures in addition to distribution system leak detection. It is also important to recognize the direct association (impact) between the consumption of potable water and resulting discharge of wastewater. In support of the SRI principles, Metro Vancouver has developed a prototype building water management study program targeting ICAR buildings and operations. One component of this regional program consists of third party conducted site studies. To ensure the effectiveness and consistency of these studies, MV has put together a program comprised of study templates, a Client engagement protocol, a multi-step procedure to carry out the study, a sub-metering component, a reporting template and strategic training for qualified Respondents. It is expected that the Respondents will use these tools and adhere to the established procedure when conducting water management studies on behalf of Metro Vancouver. It is the intent of Metro Vancouver to conduct several preliminary building/operational water management studies during the summer and fall of 2011 in anticipation of launching a proposed region wide program in successive years. The primary purpose of the proposed Regional program is to collaborate with businesses to achieve a measurable and permanent reduction and/or shift in their consumption of potable water and the associated wastewater generated. Some additional goals of the program are: 1. Generate awareness of the importance and linkages between potable water consumed, wastewater and rainwater discharged at each site. 2. Raise awareness of the revised irrigation regulations and regional water shortage response plan. 3. Explore opportunities and raise awareness for substituting potable water with rain and/or greywater. 4. Raise awareness of the importance of source control of rain water and contaminant discharges to the wastewater stream. 5. Assess and raise awareness of the potential carbon emission reductions associated with the water consumption savings for each site.

Nature/Scope of Work

It is the intention of MV to initially shortlist the top four qualifying Respondents each of whom will be asked to quote on conducting one preliminary building/operations water management study pre-arranged by the Corporation. The estimated level of effort required to complete each study is 30 – 50 person-hours

depending upon building and systems complexity. There are two main purposes for conducting these preliminary studies, as follows: 1. To have four strategic building types receive a complete and thorough water management study that provides the Client with sufficient information and detail to proceed with confidence to carry out the recommendations contained in the report. 2. To evaluate the program components, procedure and outcome.

The success of the four studies conducted by the appointed Consultants will be based upon the following criteria and will be used to further shape the final program structure and content for the proposed regional initiative. The criteria that will be used are as follows: 1. Evaluation of Report, Templates and Procedure Effectiveness (through observations and review of completed templates, report and discussions with Consultant) • • • • • • • • • •

Ease of use and understanding of study templates by Consultant. Ease and use of report template by Consultant. Quality and thoroughness of the Consultant study. Are the recommendations/outcomes achievable? Use and ease of metering/sub-metering of Client premises. Extent and diversity of potential water/wastewater savings and reduction. Client engagement during site study walk about. Detail and innovative thinking captured and detailed in the report. Timeliness and cost effectiveness of the Consultant process – beginning to end. (i.e. total commitment in resources by MV in comparison to the net value of potential savings resulting from the assessment) Innovation in approach, analysis and opportunities thinking.

2. Client Response (post-study MV interview with Client) • • • •

Satisfaction with the overall procedure, service provided and outcome. Ease of understanding the report, recommendations and supporting rationale. Degree of willingness and commitment to implementing the recommendations. Level of awareness and understanding (of opportunities and benefits) increased as a result of the study.

All of the above findings will serve to assist MV to refine the program components. Achievable, measurable and net benefits of these studies to the Client and GVWD at minimal cost are vital outcomes of the preliminary studies. The success of these studies will provide the foundation and shape the proposed offering of this program to the Region.

Format of Responses Respondents are requested to address the following in their responses: • • • • • • • • •

Company profile, including qualifications and experience of designated person(s). Experience within the prior 5yrs in conducting water focused building/operational studies on indoor and outdoor water uses – specifically within the ICAR sectors. Experience within the prior 5yrs in conducting site/operational wastewater and/or stormwater focused studies – specifically within the ICAR sectors. Experience in completing detailed study reports with clear and accurate recommendations. Experience within the prior 5 yrs in analyzing and project management of water conservation, reduction, potable water substitution and/or reuse initiatives. Familiarity with greywater recovery and reuse opportunities and systems. Familiarity with chemical water treatment and associated systems. Familiarity and experience in metering and sub-metering of water consumption. Familiarity or experience working on any aspect of the Regional or Municipal water/wastewater systems.

Evaluation

All responses will be evaluated by Metro Vancouver. Any or all responses will not necessarily be accepted. The criteria used to evaluate all responses will focus upon their prior experience, technical competence and personnel qualifications relative to the work tasks outlined in this RFQ. Evaluation criteria and relevant weightings are: Qualifications -

- Previous experience and expertise, within the prior 5 yrs, of designated individual(s) with relevant work and subject matter, complete with references. Experience

Ownership of Responses Unless Metro Vancouver agrees in writing otherwise, Metro Vancouver shall be entitled to retain and copy without compensation to any respondent, the RFQ and any information submitted during the trial(s). Respondents are therefore not asked to, nor are they expected to, submit proprietary information.

Respondent’s Expenses Each respondent is solely responsible for, and will have no recourse to Metro Vancouver for, any and all costs and expenses incurred by the respondent in preparing and submitting its RFQ, including any costs incurred by it after the deadline.
