DEFINITION: Under general direction, directs and manages traffic analysis and related functions; development and implementation of efficient, cost-effective bus routes and bus schedules. Conducts long and short range planning for the department; plans, develops and oversees department budget; performs other related duties as required. DISTINGUISHING CHARACTERISTICS: This is a one-position class. It is distinguished from the Traffic and Schedules Administrator class in that the latter is responsible for the day-to-day supervision of the department while the former performs long and short range planning and interfaces with transit users and those affected by transit schedules, such as businesses, civic leaders, and public interest groups. EXAMPLES OF DUTIES/FUNCTIONS: Duties/functions may include, but are not limited to, the following: •

Develops and implements department goals, objectives, policies and procedures; prepares the Traffic and Schedules budget; assists in budget implementation; participates in the forecasting of additional funds needed for staffing, equipment, materials and supplies.



Directs, oversees, and participates in the development of writing of new and/or modified transportation service schedules, production of public timetables and driver schedules, and the gathering of a variety of performance data, including on-time performance, passenger loading and related data; assigns work projects and programs; monitors work flow; reviews and evaluates work products methods and procedures.



Interprets provisions of labor contracts regarding routes and schedules, run requirements and other related scheduling items to ensure compliance with contract obligations.



Analyzes route performance data related to the number of drivers and equipment needed for optimum use of resources; sets parameters for run cuts to achieve efficiency and meet budget constraints; conducts special studies, surveys, and investigations designed to achieve more efficient and economic passenger service through efficient and sound scheduling.



Builds and maintains positive working relationships with co-workers, other District employees and the public using principles of good customer service.



Appears before business, civic and other groups as a representative on related transit matters. Conducts and attends a variety of meetings, responding to inquiries and concerns both orally and in writing.



Researches and prepares technical, operational and administrative reports; prepares written correspondence.



Oversees activities of consultants and contracts related to scheduling; attends or chairs committee meetings.



Conducts on-going departmental staff development and training.

MINIMUM QUALIFICATIONS: Knowledge of: Transit services and service areas; development and production of bus route schedules; run cutting techniques and associated schedule, run cutting, data collection and data trending software; determining correct bus and workforce utilization; labor contracts and administration; budgeting procedures and techniques; federal and state transit guidelines; principles and practices of leadership, motivation, and team building; principles and practices of management and supervision; report writing; cost and statistical analysis, statistics and business math, including ratios and percentages; pertinent local, State and Federal rules, regulations and laws; contract administration. Ability To: Read and interpret federal and state laws in order to meet regulatory requirements; prepare run cuts; conduct cost and statistical analysis; communicate clearly and concisely both orally and in writing; prepare and administer a departmental budget; train and supervise; adhere to labor contract requirements, prepare various reports, attend meetings; operate a personal computer, and establish and maintain effective working relationships with District personnel using principles of good customer service. Education/Training: Equivalent to a Bachelor’s degree from an accredited college or university with major course work in Transportation Planning, Business Administration, Public Administration, Finance, or a closely related field. Experience: Five (5) years of experience in the field of transit scheduling and analysis which must have included three (3) years of management level experience in a schedules department of a large transportation service provider. This description delineates the duties of that specific position within the TPM class.
