DEFINITION: Under general supervision, manages the District’s purchasing and contracts administration functions, ensures compliance with applicable federal, state, and local laws and regulations, and provides primary supervision to subordinate Purchasing and Materials Department staff. DISTINGUISHING CHARACTERISTICS: The incumbent in this classification manages and participates in the preparation, negotiation, processing, and administration of contracts for goods and services, and supervises Purchasing and Materials Department staff engaged in these functions. EXAMPLES OF DUTIES/FUNCTIONS: Duties/functions may include, but are not limited to, the following: •

Plans, assigns, manages, and reviews purchasing and contracts administration functions.



Plans, organizes, assigns, and reviews the work of assigned staff.



Conducts research, analyzes data, and develops and recommends the allocation of resources, internal standards and policies, and controls and procedures for the Purchasing and Materials Department.



Develops specifications, reviews proposals, recommends awards, and performs follow-up procedures to ensure delivery of goods and services under contract terms.



Prepares, analyzes, and approves contracts for submission to senior management and the Board of Directors, negotiates contract terms with vendors, and manages other activities related to the issuance of contracts.



Manages activities related to the issuance of purchase orders.



Prepares and reviews Requests for Proposals (RFPs), specifications, and related reports.



Prepares and reviews bid specifications for adherence to contract terms, and supervises the dissemination of materials to prospective bidders.



Analyzes and interprets provisions of the California Public Contract Code, the Federal Transit Administration Circulars and Manuals, and AC Transit District Board Policy 350 concerned with contracts and agreements.



Manages the preparation, updating, and maintenance of various records, including contract files, bid abstracts, and actions taken by the Board of Directors.



Prepares, and/or directs the preparation of periodic and ad-hoc reports related to contracts administration and purchasing activities, and delivers oral presentations to a variety of audiences.

Consults with representatives of business, industry, and other public agencies to locate and develop reliable sources of materials, equipment, and services.



Performs related duties as required.

MINIMUM QUALIFICATIONS: Knowledge Of: Principles, and practices of public agency procurement including competitive bidding procedures; principles and procedures of contracts administration related to construction, professional services, materials, supplies, equipment, and transit revenue vehicles; principles and practices of negotiated and qualification-based procurements; bid specification and proposal; scope of work preparation and methods for administering the formal bid/proposal process; automated systems and software in support of purchasing and contracts administration; applicable Federal and State laws and regulations; standard business English; and principles and practices of employee training, supervision and evaluation. Ability To: Manage, train, supervise, and evaluate the work of professional, technical, and clerical staff engaged in procurement functions including, but not limited to micro purchases, formal and informal contracts, negotiated, sealed bid, and qualification-based procurements; gather and analyze data, and make recommendations designed to improve the efficiency and cost effectiveness of procurement and materials management functions; manage the preparation of contract documents including technical specifications, scopes of work, and evaluation criteria; prepare and administer budgets; make effective oral presentations to a variety of audiences regarding procurement related topics; interpret applicable Federal and State laws and regulations and District policies and procedures; and establish and maintain positive working relationships with District personnel, union representatives, and members of the public using principles of good customer service. Education: Equivalent to a Bachelor’s Degree from an accredited four-year college or university in Business Administration, Public Administration, management, or a related field. Experience: Four (4) years increasingly responsible experience in procurement and purchasing, including two (2) years supervising procurement and materials management functions and journey-level staff. Experience in a public agency is preferred. Special Requirements: None.
