DEFINITION: Under minimal supervision, designs, oversees implementation and optimizes technology solutions based on business requirements and technical strategy and direction from the Director of IT. Provides experience and technical knowledge that forms a bridge between management vision/direction and technology solutions. Possesses broad and deep understanding and demonstrated capability with design configuration, implementation, operations support, and troubleshooting of systems management, tools, and frameworks. Continuously evaluates new technologies, industry trends, and best practices that lead to improvements in the District’s systems design and development process, and the delivery of high quality information systems that support achievement of core District mission requirements. REPORTS TO: The Director of Information Technology. REPRESENTATIVE FUNCTIONS may include, but are not limited to the following: ƒ

Provides overall high level design and operational knowledge of physical/virtual multi-site computer networks and data centers.

ƒ

Works closely with the Director of Information Technology to establish mid to long-term vision and direction for technology; assists with preparation of the Information Systems technical roadmap.

ƒ

Drives operational performance, efficiency and integrity of networks, servers, systems, databases, etc.; analyzes performance data and operating conditions to troubleshoot and correct current problems and minimize future problems.

ƒ

Exercises considerable judgment in developing performance standards, processes and procedures that can be applied uniformly throughout the network to optimize operation and stability.

ƒ

Creates, initiates, and monitors written procedures and contingencies for planned network changes/outages/events.

ƒ

Initiates, reviews, and insures adherence to systems integrity and security policies and procedures; validates appropriate access privilege standards and changes; reviews and selects critical patch releases for operating systems and core applications.

ƒ

Oversees network architecture, and reconfigures networks and data storage to meet continually changing business requirements including functional and security requirements.

ƒ

Responsible for design, implementation and ongoing maintenance of disaster avoidance/recovery systems and processes; ensures the DR environment is interoperable and consistent with production systems.

ƒ

Responsible for design, implementation and ongoing monitoring and tuning of data backup processes, hardware, software; establishes procedures governing data retention and storage.

ƒ

Responsible for insuring the appropriate distribution and interoperability of physical and virtual network components.

ƒ

Maintains, monitors and assists in tuning and troubleshooting of Wide Area Networks (WANs).

ƒ

Maintains, monitors and tunes virtual network infrastructure including, but not limited to servers and server subsystems, connectivity options and bare metal capacity and utilization.

ƒ

Provide design expertise and support of clustered (Active\Active or Active\Passive) systems, including configuration, and troubleshooting; including, but not limited, to multiple instances of Exchange and SQL and Active Directory.

ƒ

Provides work direction, supervision, and mentoring from the technical, operational, and systems perspectives to Network/Server Engineers and other assigned staff.

ƒ

Confers with Network Server Engineers and department managers to identify user/departmental needs; works with consultants and vendors regarding systems implementation and upgrades.

ƒ

Manages IS department capital projects and consults with other IS staff, stakeholders and Project Managers in other District departments. Estimates time and resources required; develops budgets and project schedules; writes periodic progress reports and briefings; may prepare service request forms.

ƒ

Plans and coordinates change activities with applications developers, telecommunications specialists, facilities managers, vendors, and staff; manages implementation and deployment; and keeps senior management informed of project progress through periodic briefings and reports.

ƒ

Manage vendors and suppliers to evaluate ongoing issues, review future needs, ensure adherence to Service Level Agreements.

ƒ

Performs related duties as required.

MINIMUM QUALIFICATIONS: Knowledge Of: Principles and practices of computer networks/data centers in client-server, Microsoft Operating System and virtual environments built on Intel-based hardware platforms including VMWare-based virtual systems; WAN best practices; Microsoft O/S, clustering, Exchange, Microsoft SQL; operating platforms and related operating systems; systems design, set-up, connectivity, configuration, testing and troubleshooting procedures; principles, methodology and applications of relational database theory; data center operations including systems maintenance, security, performance tuning and reporting; PC internals; data storage/backup/recovery techniques including Storage Area Networks; project management; Change management, documentation procedures; basic mathematics and algebra; and modern office methods and procedures. Ability To: Design/Maintain multi-site computer networks on an ongoing basis; design and implement testing routines to reduce downtime, troubleshoot and resolve malfunctions with networked systems, servers, and workstations (both physical and virtual); lead and mentor engineering staff; provide direction and work assignment aimed at maximizing departmental efficiency as well as network system efficiency and up-time; tune and administer system security program; set-up and install hardware, software, and peripheral equipment; back up databases; review and analyze user requirements; write documentation and user information and training materials; research and make recommendations regarding implementation of new technologies; prepare estimates of time and resources needed; use discretion and independent judgment; keep abreast of current developments in the field; communicate effectively both orally and in writing with District staff and Executive Management; and establish and maintain effective working relations with District personnel using principles of excellent customer service. Education/Training: Equivalent to either a Bachelor’s degree in Computer Science, Management Information Systems, or a related field; OR at least five (5) years in a Senior Engineering capacity. Experience: Ten (10) years experience installing, maintaining, and troubleshooting malfunctions with computer/network hardware and software, five (5) year of which must include a senior role in design, tuning and support of a multi-site WAN including virtual technology (VMWare and/or Zen). License/Certification: (1) Must possess or obtain, and maintain a valid Class C California Driver License, and meet the District’s driving standards. (2) Certification as a Microsoft Certified Systems Engineer (M.C.S.E) is desirable. Special Requirement: Must be willing to: (1) work outside regular business hours as required by implementation of special projects, and emergencies; and (2) travel between the various District divisions. Physical Requirements: Must maintain the physical condition necessary to: (1) perform tasks in an office setting operating a personal computer, keyboards, and other peripheral equipment; (2) possess physical mobility in order to travel to other locations within the AC Transit District.
