DEFINITION: Under administrative direction, manages, plans, organizes and coordinates the activities of the Marketing and Communications Department; provides agency-wide consultation and technical direction in areas such as marketing, communications, customer services, public affairs and information, and community affairs and outreach. DISTINGUISHING CHARACTERISTICS: The incumbent in this classification is responsible for managing and directing the District’s marketing and communications functions. The Marketing and Communications Director reports to the Deputy General Manager who provides policy direction. EXAMPLES OF DUTIES/FUNCTIONS: Duties/functions may include but are not limited to the following: •

Manages, directs, and organizes marketing and communications functions including customer services and telephone information programs, public affairs and information, and community affairs and outreach.



Oversees the development and implementation of agency-wide marketing and public information programs designed to communicate the District’s services, expand rider-ship, and create and maintain a favorable understanding of public transportation and an overall awareness of transit issues.



Develops and/or oversees the development of complex written reports and printed materials intended to market and promote the services of the District;



Consults with, and makes oral reports and presentations on a wide variety of transit related issues to District staff and a wide variety of external groups such as local/regional agencies, private sector business groups, and neighborhood/community groups to keep them informed of District plans/programs and obtain their viewpoints on the impact that District activities have on their constituencies.



Provides technical direction to managerial, professional, and technical staff in carrying out marketing, communications and customer service functions.



Participates in recommending the appointment of staff, provides or coordinates staff training, works with employees to correct deficiencies, implements discipline procedures, and recommends employee terminations.



Prepares and administers the budget of the Marketing and Communications Department;



Develops, implements, and administers a variety of special projects and provides staff assistance to a Deputy General Manager.



May be required to temporarily replace or act in the position of the senior District staff member to whom this position normally reports, and may be required to perform some or all of the senior staff member's essential functions in such situations.



Performs related duties as required.

Knowledge of: Principles, policies and practices of marketing, public affairs, public and community relations, and public policy development and implementation; budget administration; supervision, training, employee and organizational development, leadership, team building, motivation and conflict resolution; effective marketing, communication and presentation techniques; business report writing; pertinent local, state and federal laws, rules and regulations; modern office systems; and marketing and communications software. Ability To: Supervise and direct the work of managerial, professional, technical and clerical staff performing a variety of marketing, communication, and customer service functions; effectively train and evaluate staff; prepare and administer a department budget; apply collaborate work strategies and gain the cooperation of members of the public and employees at all levels of the organization; analyze issues and develop alternative solutions; prepare, analyze, and evaluate comprehensive marketing programs, communications approaches, and written reports with recommendations; make effective oral presentations to a variety of audiences; and establish and maintain positive working relationships with District personnel and members of the public using principles of good customer service. Education/Training: Equivalent to a Bachelor’s Degree from an accredited four-year college or university in political science, marketing, public relations, communications, or a closely related field. Experience: Seven (7) years of increasingly responsible level experience in marketing, communications or customer services that included four (4) years experience supervising journey-level staff in a major marketing or communications functional area such as public information, community outreach, marketing, or customer services.
