DEFINITION: Under general supervision, plans, coordinates, and administers the District’s risk management and loss control programs; conducts risk analysis to identify and mitigate areas of liability; and is responsible for the processing and reporting of all claims against the District. REPORTS TO: The Chief Counsel, or designee. ESSENTIAL FUNCTIONS may include, but are not limited to the following:



Develops and directs the implementation of goals, objectives, policies, procedures, and work standards for the Risk Management department; and plans, organizes, assigns, reviews, and evaluates the work of assigned staff.



Oversees all functions related to the District’s Broker of Record.



Performs comprehensive review and analysis, and develops recommendations regarding the District’s insurance needs; develops insurance specifications and prepares all statistical data to provide prospective underwriters with specifics for rating premiums; and analyzes and recommends appropriate levels of self-insurance retention and policy limits.



Oversees self-administration of all liability claims and recommends and authorizes settlement amounts on all claims and litigation against the District.



Monitors insurance or risk management-related legislation, legal cases, and court decisions in order to evaluate their impact on the District; and develops recommendations or implements technical, policy and procedural modifications as necessary.



Conducts comprehensive annual inspections of all District owned property and operations to ensure asset preservation.



Confers with and provides professional assistance to various District departments on risk management related matters; and makes presentations to management staff or other departments.



Represents the District in meetings with representatives of governmental agencies, transit and professional organizations, and the public.



Develops and recommends programs relating to reducing and/or preventing District liability.



Reviews procurement and contracting documents and activities and identifies appropriate indemnification tenders and insurance requirements to mitigate areas of liability.



Prepares the department’s budget, and monitors expenditures.



Prepares a variety of periodic and special reports.



Performs related duties as required.

MINIMUM QUALIFICATIONS: Knowledge Of: Principles, practices, and methods of risk management and assets protection related to general and financial liability protection; requirements and techniques for developing, implementing, and administering self-insured plans; laws and regulations related to risk management and asset protection including insurance, labor, and environmental codes, and loss protection and control methods; statistical and financial analysis; record keeping principles and practices; administrative principles and methods, including goal setting, program development and implementation, budgeting, and employee supervision. Ability to: Plan, organize, supervise, review, and evaluate the work of assigned staff; direct and coordinate the work of third-party administrators and adjusters; analyze, classify, and rate risks, exposure, and loss expectancies; research, interpret, and evaluate a variety of data; prepare clear and accurate bid specifications to ensure that the District obtains optimum insurance benefits; use sound independent judgment within established guidelines; represent the District effectively in contracts with governmental agencies, the insurance industry, and the public; maintain accurate and complete records and prepare clear and concise reports, correspondence, and other materials; and maintain and establish effective working relationships with those contacted in the course of work using principles of good customer service. Education: Equivalent to a Bachelor’s degree from an accredited college or university with major coursework in business or public administration, or a closely related field. Acceptable experience may be substituted for the education requirement on a year-for-year basis. Experience: Equivalent to three (3) years of progressively responsible professional experience administering risk management, risk analysis, or similar programs. Experience in a public agency setting is preferred. Special Requirements: May be required to be on rotation for 24 hour on-call service in order to respond to accident scenes, and catastrophic or natural disasters.
