DEFINITION: Under general supervision, working in a client-server environment, leads one or more ongoing or implementation projects involving networked systems, database administration and/or PC support; assigns tasks and functions; supervises the work of administrators, journey level analysts, and/or assistants; schedules and monitors timelines and budgets; writes documentation and reports; and monitors all aspects of project performance. (Some positions in this class require knowledge of programming languages). DISTINGUISHING CHARACTERISTICS: Incumbents in this classification have primary responsibility for leading and monitoring complex ongoing or implementation projects; prepare project plans and schedules; estimate and anticipate costs; motivate and monitor team performance; and supervise the work of administrators, journey level analysts and/or assistants. EXAMPLES OF DUTIES/FUNCTIONS: Duties/functions may include, but are not limited to, the following: Manages complex ongoing or implementation projects, and estimates time and resources needed. Designs and implements hardware and/or software modifications. Develops, monitors, and ensures compliance with project plans, priorities, specifications, schedules, and budgets. Trains, motivates, monitors, and evaluates the performance and productivity of project teams and individual members. Provides technical support and work direction to administrators, journey level analysts and/or assistants. Anticipates, troubleshoots, and resolves project disruptions, and hardware or software malfunctions. Writes user and systems requirements, documents, procedures, and prepares specifications. Prepares periodic comprehensive written reports, correspondence, feasibility studies, and requests for proposals for purchase of new hardware, software, and related peripheral equipment. Participates in the selection and supervision of external consultants and contractors, and, may negotiate and recommend contracts and payments for services. Confers with end-users, consultants, and vendors to identify needs, discuss project status, and ensure project efficiency. Performs related duties as required.

MINIMUM QUALIFICATIONS: Knowledge Of: Project management methodology; principles of supervision, project control and budgeting; principles and practices of hardware and/or software applications in a client-server, including software applications applicable to the bus transportation industry, including specific functions related to vehicle maintenance systems, transportation scheduling, inventory control and, specific functions related to human resources, finance, planning, management and administration, Microsoft NT, Novell and/or HP3000 mainframe environment; principles, methodology and applications of relational database theory; systems design, configuration, set-up, testing, and troubleshooting procedures; current technology architectures; database recovery techniques; data dictionary tables and tools; documentation procedures; basic mathematics and algebra; business English usage; and modern office methods and procedures. (Some positions in this class require knowledge of programming languages).

Ability To: Research and make recommendations regarding implementation of new programs, systems, and/or technologies including time and cost estimates; train, motivate, and supervise the work of technical staff at various levels of proficiency; team build and provide leadership; anticipate, troubleshoot, and resolve project disruptions and malfunctions with databases, networked systems, and/or PCs; write documentation, reports, Requests for Proposals (RFPs), and user information; review and analyze user requirements; design, document, and implement testing routines; set-up and install software and/or hardware, keep abreast of current and imminent developments in computer technology; establish and maintain effective working relations with District personnel using principles of good customer service; and communicate effectively both orally and in writing. Education/Training: Equivalent to a four-year degree in Computer Sciences. Experience: Four years of increasingly responsible computer experience that included lead responsibilities for complex projects in one or more of the following areas: Systems/Program Design and Implementation; Systems Analysis; Systems Maintenance / Operations; Data and Data Base Management; and/or Program Testing/ Coding. Project management experience is desirable. Additional License/Certification: None
