MRO RFI Feedback RFI Issued 4/3/2016 to 5/5/2017 • 19 responses Positive Response to SIN vs BPA – Vendors liked streamlining the award and mod process - one CO vs. two (MAS and BPA) – Optimistic that allowing agencies to create their own BPAs can increase volume to awarded vendors – Potential for Quantity Discounts encouraged – More manufacturers a greater opportunity to participate (sell direct vs. through distributors) Other comments: – To keep costs low: Allow for consolidation of orders; minimum order thresholds and/or convenience fee – Further technical work needed to accommodate legacy BPAs •

Benefits of SIN vs BPA • Will allow agencies to create their own BPAs and give companies a better forecast of demand • Eliminates duplicate reviews at MAS contract level and BPA level • Ability to provide more products which will create more volume and enhance competition (better pricing) • Will allow manufacturers to participate (better pricing directly from manufacturer) Other comments: • Some feel that zonal pricing would be beneficial • Like the idea of 72 hours vs 24 hours for fill or kill • Need firm, annual commitments from agencies 6

Shipping

-5 to 7 business days with options for expedited or next day shipping for a fee -FOB Destination

Data Collection

-Contractors must still provide monthly line-item-level usage reports -This will be uploaded to dashboards so that no agency reports will be sent out monthly – line item level

Pricing

-Focus on savings against newly mandated OMB threshold of ‘lowest quartile’; all pricing must be equal or less than a vendor’s same regular MAS offering; no market basket

Categories/Scope

Vendors required to offer all in-scope items, would not allow same items on regular MAS

Small Business

Customer agencies can establish their own BPAs against the enhanced SIN. For example, VA can establish an SDVOSB set aside BPA. Allows for agencies to request customized equipment.

Period of Performance

-Mirror their current MAS award; modify their MAS and award new enhanced SIN -Only create new contracts for new MAS contractors

MRO: $25; Below $25, vendors can charge a fair and reasonable quoted fee Jansan: $100, vendors can offer less (no fee)

Existing Schedule holders will apply for the new SIN under their existing Schedule. If approved, the new SIN and its products will be added via modification



Vendors without a Schedule will need to obtain a Schedule contract under the new SIN
