THE BIG BROTHER AGENDA OF BARACK OBAMA The Obama White House is backing new regulations that would compel popular internet messaging services like Facebook, Skype and Blackberry to open up their systems to FBI surveillance, the New York Times reported in early 2011 citing federal law enforcement and national security officials. The threat to democratic rights goes far beyond anything envisioned by the Bush administration. The goal is to make all forms of electronic communication that use the internet subject to wiretapping and interception by federal police agencies. In the past few years there has been a large-scale shift from conventional telephone communication to Internet-based messaging, which is both cheaper and more secure. “Investigators have been concerned for years that changing communications technology could damage their ability to conduct surveillance,” the Times reported.1
Since July 2011, officials from the FBI, the Justice Department, the National Security Agency, the White House and other agencies have been meeting to develop a proposed solution. This would include drafting new statutory language to bring providers like Research in Motion, the Canadian-based company that makes Blackberry devices, under legal controls similar to those established by the 1994 Communications Assistance to Law Enforcement Act. That legislation required telecommunications companies to make their call-processing systems accessible to federal government spying, whether the calls pass through conventional phone lines or cell phone relay towers. One of the biggest issues will be a government demand that communications service providers change the structure of their hardware and software, providing a “back door” for the use of intelligence agencies and ensuring that government agents can break any encryption applied to messages either by the service provider or the customer. The Times article did not raise any alarm over the prospect of government snooping on the private communications of hundreds of millions of people, whether in the United States or in other countries. Nor did it quote any objection to the proposal from civil liberties groups, although the American Civil Liberties Union quickly issued a statement calling the plan, “a huge privacy invasion” that was “one more step toward conducting easy dragnet collection of Americans’ most private communications.” 1

The only downside suggested by the Times account was the existence of technical problems that might prove expensive and cumbersome for the corporations that would have to comply with the new rules, and that the new security procedures might create new opportunities for hackers. FBI General Counsel Valerie Caproni, who discussed the issue with the newspaper, said that there was a consensus among police and intelligence agencies that companies which provide encrypted communications would have to retain the key to any encryption, rather than allowing their customers to devise and hold their own. “No one should be promising their customers that they will thumb their nose at a US court order,” she told the Times. “They can promise strong encryption. They just need to figure out how they can provide us plain text.” 6 In other words, encryption would protect the privacy of communications, except when the government says otherwise. This is the same stance taken by dictatorial governments from China to the Middle East. The governments of Saudi Arabia and the United Arab Emirates only last month threatened to bar Blackberry services in their countries because Research in Motion refused to allow the local intelligence services to monitor and intercept messaging. The report gave two examples of government efforts to intercept encrypted or peer-to-peer communications that ran into technical obstacles, one involving a drug cartel, the other related to the failed Times Square bombing earlier in 2011. These examples were chosen to support the claim by the Obama administration that the build up of surveillance is part of a struggle against crime and “terrorism.” However, the Obama administration has defined “terrorism” so widely that the term now covers a vast array of constitutionally protected forms of political opposition to the policies of the US government, including speaking, writing, political demonstrations, even the filing of legal briefs. The Times report came only three days after FBI raids on antiwar political activists in Minneapolis and Chicago, who could face charges of providing “material support” for terrorist organizations because they have spoken and written in opposition to US foreign policy in the Middle East and in Colombia. 2 According to an attorney for one of those targeted, the dragnet was so all-encompassing that FBI agents seized, “any documents containing the word Palestine.” By the same logic, any data packet passing through the Internet with the word “Palestine” could be subject to interception, decryption, and storage in a federal database where both the person sending the message and the person receiving it would be permanently recorded as under suspicion of links to terrorism. The US national security apparatus seeks the power not only to spy on the internet, but to seize or shut it down entirely when that might seem advantageous. Former CIA director Michael Hayden, interviewed by Reuters at a cyber-security conference in San Antonio, Texas called for giving President Obama, or any president, the power to shut down the Internet.

“It is probably wise to legislate some authority to the president to take emergency measures for limited periods of time, with clear reporting to Congress, when he feels as if he has to,” he said. Hayden was echoing a view that is increasingly widespread in official Washington.7 In June 2011, a Senate subcommittee approved a bill, introduced by Joseph Lieberman, the right-wing Democrat from Connecticut, declaring the entire World Wide Web a “national asset” of the United States and giving the president the power to seize control of the Internet or order its complete shutdown “for national security reasons.”
The 197-page bill is entitled “Protecting Cyberspace as a National Asset Act,” or PCNAA. 3 Senator Lieberman has been criticized for giving the President the power to use a "kill switch" which would shut off the internet. Lieberman has called these accusations "total misinformation" and said that "the government should never take over the Internet".4 Lieberman further inflamed skeptics when he cited China's similar policy in a backfired attempt to show the policy's normalcy. However, the bill would allow the President to enact "emergency measures" in the case of a large scale cyber attack. The original bill granted the US President the authority to shut down part of the internet indefinitely, but in a later amendment the maximum time for which the President could control the network was reduced to 120 days. After this period, the networks will have to be brought up, unless Congress approved an extension.5 The Act also has the backing of another top Senate Democrat, Jay Rockefeller of West Virginia. Big software companies and Internet Service Providers (ISPs) are supporting the bill because it grants them immunity against civil lawsuits for any damage caused by a shutdown or government takeover. Also the US Treasury Department has proposed new regulations that would require American banks to report all electronic money transfers into and out of the United States, regardless of the amount. Up to now, transfers of $10,000 or more had to be reported. The new regulations were issued under the Intelligence Reform and Terrorism Prevention Act, passed in 2004, which gave the treasury secretary authority to require such reports to “combat terrorist financing.” The new rules would require banks to pump information on 750 million transfers a year into a huge new database that could be mined by police, intelligence and regulatory agencies. The information accompanying a wire transfer usually includes the name, address and account number of sender and recipient, as well as identification such as a driver’s license or passport number if required by the money service. Banks would have to provide Social Security numbers for senders and recipients on an annual basis. These actions demonstrate that a turning point has been reached in the erosion of democratic rights in the United States. A full decade ago, at the time of the stolen presidential election of 2000 and the Supreme Court’s antidemocratic decision in Bush v. Gore, the Socialist Equality Party and the World Socialist Web Site warned that there was no longer any constituency for the defense of democratic rights within the American ruling class. For a decade since the 9/11 terrorist attacks, first under Bush, now under Obama, the American ruling class has erected the framework for a police state. At no stage in this process has there been any significant opposition from any section of the political establishment. Now the United States stands on the brink of major social struggles, with tens of millions of working people seeking the means to fight to defend jobs, living standards and public services. The American ruling class has long understood that the real threat to its vast wealth and privilege comes not from foreign “terrorists,” but from below, from the working people who constitute the vast majority of the population. Working people must be equally clear-eyed: millions will now come into conflict with the vast military/intelligence apparatus of the federal government. What is posed now is a turn to political struggle, to the independent political mobilization of the working class against the two official parties of big business, the Democrats and Republicans, and against the capitalist state itself. GLOBAL INTERNET POLICE FORCE TO REGULATE THE WEB The United Nations is considering whether to set up an inter-governmental working group to harmonize global efforts by policy makers to regulate the internet. Establishment of such a group has the backing of several countries, spearheaded by Brazil. At a meeting in New York on Wednesday, representatives from Brazil called for an international body made up of Government representatives that would attempt to create global standards for policing the Internet - specifically in reaction to challenges such as WikiLeaks. The Brazilian delegate stressed, however, that this should not be seen as a call for a "takeover" of the internet. India, South Africa, China and Saudi Arabia appeared to favor a new possible over-arching intergovernment body. However, Australia, US, UK, Belgium and Canada and attending business and community representatives argued there were risks in forming yet another working group that might isolate itself from the industry, community users and the general public. "My concern is that if we were to make a move to form a governmental-only body then that would send a very strong signal to civil society that their valuable contribution was not required or was not being looked for," an un-named Australian representative told the meeting.8 Debate on the creation of a new inter-governmental body stemmed from a UN Economic and Social Council resolution 2010/2 of 19 July. The resolution invited the UN Secretary-General, "to convene open and inclusive consultations involving all Member States and all other stakeholders with a view to assisting the process towards enhanced cooperation in order to enable Governments on an equal footing to carry out their roles and responsibilities in respect of international public policy issues pertaining to the Internet but not of the day-to-day technical and operational matters that do not impact upon those issues." 8 THE ANTICHRIST IDENTITY SERIES A PRODUCTION OF REMA MARKETING AND WWW.GLOBALREPORT2010.COM

Much debate concerned the meaning of "enhanced cooperation" and whether a new inter-governmental body was required. Participants also debated the roles of existing organizations - such as the Internet Governance Forum, (ICANN) and the International Telecommunications Union (ITU). The IGF - an organization that informs the UN but makes no decisions - is running close to the end of a five-year mandate, due to expire at the end of the year. The likes of ICANN and more recently the World Information Technology and Services Alliance (WITSA) have recently expressed concerns that a working panel to decide on the future of the IGF has been limited to representatives from member-states. "Australia is a very strong supporter of the Internet Governance Forum," the unidentified Australian UN representative said at the New York meeting this week.9 "That is very much due to the multi-stake-holder approach of the IGF. It is an inclusive process." 9 Australia's Department of Broadband, Communications and the Digital Economy (DBCDE) said that Australian Government welcomed the resolution of the Second Committee of the United Nation General Assembly (UNGA) to extend the Internet Governance Forum (IGF) for a further five years. The DBCDE said it would like to see the organization retain an open and participatory membership. "Australia has always supported the participation of civil society and the private sector in the IGF and regards their participation as being integral to the IGF's success," a spokesman told iTnews. 9 There is a very real agenda to restrict, regulate and suffocate the free use of the Internet and we have been documenting its progression for years. The first steps in a move to charge for every email sent have already been taken. Under the pretext of eliminating spam, Bill Gates and other industry chieftains have proposed internet users buy credit stamps which denote how many e-mails they will be able to send. This of course is the death knell for political newsletters and mailing lists. The New York Times reported that, "America Online and Yahoo, two of the world’s largest providers of e-mail accounts, are about to start using a system that gives preferential treatment to messages from companies that pay from 1/4 of a cent to a penny each to have them delivered. The senders must promise to contact only people who have agreed to receive their messages, or risk being blocked entirely." 11 The first wave will simply attempt to price people out of using the conventional Internet and force people over to Internet 2, a state regulated hub where permission will need to be obtained directly from an FCC or government bureau to set up a website.

The Nation magazine reported in 2006 that, "Verizon, Comcast, Bell South and other communications giants are developing strategies that would track and store information on our every move in cyberspace in a vast data-collection and marketing system, the scope of which could rival the National Security Agency. According to white papers now being circulated in the cable, telephone and telecommunications industries, those with the deepest pockets–corporations, special-interest groups and major advertisers–would get preferred treatment. Content from these providers would have first priority on our computer and television screens, while information seen as undesirable, such as peer-to-peer communications, could be relegated to a slow lane or simply shut out." 27 Over the past few years, a chorus of propaganda intended to demonize the Internet and further lead it down a path of strict control has spewed forth from numerous establishment organs: Time magazine reported last year that researchers funded by the federal government want to shut down the internet and start over, citing the fact that at the moment there are loopholes in the system whereby users cannot be tracked and traced all the time. The projects echo moves we have previously reported on to clamp down on internet neutrality and even to designate a new form of the internet known as Internet 2. In a display of bi-partisanship, there have recently been calls for all out mandatory ISP snooping on all US citizens by both Democrats and Republicans alike. The White House’s own recently de-classified strategy for "winning the war on terror" targets Internet conspiracy theories as a recruiting ground for terrorists and threatens to "diminish" their influence. The Pentagon recently announced its effort to infiltrate the Internet and propagandize for the war on terror. In a speech last October, Homeland Security director Michael Chertoff identified the web as a "terror training camp," through which "disaffected people living in the United States" are developing "radical ideologies and potentially violent skills." His solution is "intelligence fusion centers," staffed by Homeland Security personnel which will go into operation next year. The U.S. Government wants to force bloggers and online grassroots activists to register and regularly report their activities to Congress. Criminal charges including a possible jail term of up to one year could be the punishment for non-compliance.

A landmark legal case on behalf of the Recording Industry Association of America and other global trade organizations seeks to criminalize all Internet file sharing of any kind as copyright infringement, effectively shutting down the world wide web - and their argument is supported by the U.S. government. A landmark legal ruling in Sydney goes further than ever before in setting the trap door for the destruction of the internet as we know it and the end of alternative news websites and blogs by creating the precedent that simply linking to other websites is breach of copyright and piracy. The European Union has also vowed to shut down "terrorists" who use the Internet to spread propaganda. The EU data retention bill obliges telephone operators and internet service providers to store information on who called who and who emailed who for at least six months. Under this law, investigators in any EU country, and most bizarrely even in the US, can access EU citizens’ data on phone calls, SMS messages, emails and instant messaging services. The EU also recently proposed legislation that would prevent users from uploading any form of video without a license. The US government is also funding research into social networking sites and how to gather and store personal data published on them, according to the New Scientist magazine. "At the same time, US lawmakers are attempting to force the social networking sites themselves to control the amount and kind of information that people, particularly children, can put on the sites." 12 The development of a new form of internet with new regulations is also designed to create an online caste system whereby the old internet hubs would be allowed to break down and die, forcing people to use the new taxable, censored and regulated world wide web. Make no mistake, the internet, one of the greatest outposts of free speech ever created is under constant attack by powerful people who cannot operate within a society where information flows freely and unhindered. Both American and European moves mimic stories we hear every week out of state controlled Communist China, where the internet is strictly regulated and virtually exists as its own entity away from the rest of the web. The Internet is freedom’s best friend and the bane of control freaks. Its eradication is one of the short term goals of those that seek to centralize power and subjugate their populations under tyranny by eliminating the right to protest and educate others by the forum of the free World Wide Web. Skype Ltd. has long insisted that intercepting bad guys' conversations is not its concern. It's not a real phone company, because it doesn't own its own phone lines, cables or network. That, Skype claims, makes it exempt from regulations like CALEA (Communications Assistance for Law Enforcement Act), which requires U.S. phone companies to provide law enforcement agencies with the ability to wiretap their users. Now, however, Skype is under pressure in Europe to help authorities eavesdrop on calls criminals make using its service. One big question remains, though: whether the Internet VoIP company could do so even if it wanted to. The latest pressure came in the form of an announcement by Eurojust, which coordinates efforts to fight cross-border and organized crime in the European Union. The announcement said the organization's Italian division was coordinating a Europe-wide investigation of the use of Internet VoIP systems such as Skype. The impetus for the effort came from instances of Italian criminals, including arms and drug traffickers, organized crime and prostitution rings, using Skype to avoid detection. will include all 27 members of Eurojust, is to overcome legal and technical hurdles to interception of Internet telephony systems. In fact, there is currently no legal basis for intercepting Internet VoIP calls. Law enforcement agencies can get court orders for tapping landline or cellular calls. And Skype itself agrees that calls by its users that travel to and from the PSTN (public switched telephone network) are subject to wiretap laws, though it claims compliance is solely the responsibility of carriers on whose networks the calls originate or terminate. But there are no such laws covering calls that travel only over the Internet. Even if efforts like that of Eurojust lead to the enactment of such laws, the technical obstacles to intercepting Skype calls would be considerable. Difficulties in knowing where the Internet caller is physically located might or might not be a problem, depending on whether the laws limited the geographic scope of intercepts. A bigger problem would be Skype's encryption. According to what little is known about the system, it is difficult to break, and would be even if Skype were actively participating in the effort. The main difficulty is that the encryption happens only between the two callers' Skype clients, which generate encryption keys and pass them to each other. Skype's servers have nothing to do with the actual encryption - their main function is confirm to each caller's client software that the other is a legitimate user. Likewise, the calls themselves don't pass through any Skype equipment or network, and Skype likely wouldn't be able to decrypt them if they did. Failed attempts to break Skype's encryption in fact contributed to the pressure for action in Europe. In particular, an IT firm that Bavarian authorities hired to try to crack Skype was unable to do so. In its statement, Eurojust claimed that Skype won't share its encryption system with authorities. Skype stated in response that it has, "extensively debriefed Eurojust on our law enforcement program and capabilities." It added that it "cooperates with law enforcement where legally and technically possible." 30 While the White House has not officially endorsed the draft, it did have a hand in its language, according to The Washington Post. Proponents of the measure stress the need to centralize cybersecurity of the private sector. “People say this is a military or intelligence concern,” says Rockefeller, “but it is a lot more than that. It suddenly gets into the realm of traffic lights and rail networks and water and electricity.” Snowe added, “America’s vulnerability to massive cyber-crime, global cyber-espionage and cyber-attacks has emerged as one of the most urgent national security problems facing our country today. Importantly, this legislation loosely parallels the recommendations in the CSIS [Center for Strategic and International Studies] blueribbon panel report to President Obama and has been embraced by a number of industry and government thought leaders.” 13 Critics decry the broad language, and are watchful for amendments to the bill seeking to refine the provisions. According to opencongress.com, no amendments to the draft have been submitted. Organizations like the Center for Democracy and Technology fear if passed in its current form, the proposal leaves too much discretion of just what defines critical infrastructure. The bill would also impose mandates for designated private networks and systems, including standardized security software, testing, licensing and certification of cyber-security professionals. “I’d be very surprised if it doesn’t include communications systems, which are certainly critical infrastructure,” CDT General Counsel Greg Nojeim told Eweek.14 “The president would decide not only what is critical infrastructure but also what is an emergency.” Adds Jennifer Granick, civil liberties director of the Electronic Frontier Foundation, “Essentially, the Act would federalize critical infrastructure security. Since many systems (banks, telecommunications, energy) are in the hands of the private sector, the bill would create a major shift of power away from users and companies to the federal government.” 15 INTERVIEW WITH SWISS BANKER REGARDING THE ATTACK ON PRIVACY In an interview with a prominent Swiss banker by WeAreChange on the 30th of May 2011, the deeply interconnected relations between high level management of Swiss banks and the Bilderberg club are exposed. It becomes clear that Bilderberg uses Swiss banks for money laundering activities, funding of government overthrows, killings and bankrupting countries. Josef Ackermann, CEO of Deutsche Bank and member of the Bilderberg steering committee, is named as one of the important figures with plans to censor the internet and shut down one of the last places where free speech interferes with their plans for complete control. Find the full interview below: 16 Q: Can you tell us something about your involvement in the Swiss banking business? A: I have worked for Swiss banks for many years. I was designated as one of the top directors of one of the biggest Swiss banks. During my work I was involved in the payment, in the direct payment in cash to a person who killed the president of a foreign country. I was in the meeting where it was decided to give this cash money to the killer. This gave me dramatic headaches and troubled my conscience. It was not the only case that was really bad but it was the worst. It was a payment instruction on order of a foreign secret service written by hand giving the order to pay a certain amount to a person who killed the top leader of a foreign country. And it was not the only case. We received several such hand written letters coming from foreign secret services giving the order to payout cash from secret accounts to fund revolutions or for the killing of people. I can confirm what John Perkins has written in his book “Confessions of an Economic Hit Man”. There really exists just a system and Swiss banks are involved in such cases. Q: Perkins book is also translated and available in Russian. Can you tell us which bank it is and who was responsible? A: It was one of the top three Swiss banks at that time and it was the president of a country in the third world. But I don’t want to give out to many details because they will find me very easily if I say the name of the president and the name of the bank. I will risk my life. Q: You can’t name any person in the bank either? A: No I can’t, but I can assure you this happened. We were several persons in the meeting room. The person in charge of the physical payment of the cash came to us and asked us if he is allowed to payout such a big amount in cash to that person and one of the directors explained the case and all others said ok you can do it. Q: Did this happened often? Was this kind of a slush fund? A: Yes. This was a special fund managed in a special place in the bank were all the coded letters came in from abroad. order to pay a certain amount of cash from accounts for the assassination of people, funding revolutions, funding strikes, funding all sorts of parties. I know that certain people who are Bilderbergers were involved in such orders. I mean they gave the orders to kill. Q: Can you tell us in what year or decade this happened? A: I prefer not to give you the precise year but it was in the 80’s. Q: Did you have a problem with this work? A: Yes, a very big problem. I could not sleep for many days and after a while I left the bank. If I give you too many details they will trace me. Several secret services from abroad, mostly English speaking, gave orders to fund illegal acts, even the killing of people thru Swiss banks. We had to pay on the instructions of foreign powers for the killing of persons who did not follow the orders of Bilderberg or the IMF or the World Bank for example. Q: This is a very startling revelation that you are making. Why do you feel the urge to say this now? A: Because Bilderberg is meeting in Switzerland. Because the world situation is getting worse and worse. And because the biggest banks in Switzerland are involved in unethical activities. Most of these operations are outside the balance sheet. It is a multiple of what is officially declared. Its not audited and happening without any taxes. The figures involved have a lot of zeros. Its huge amounts. Q: So its billions? A: Its much more, its trillions, completely unaudited, illegal and besides the tax system. Basically it’s a robbery of everybody. I mean most normal people are paying taxes and abiding by the laws. What is happening here is complete against our Swiss values, like neutrality, honesty and good faith. In the meetings I was involved in, the discussions where completely against our democratic principles. You see, most of the directors of Swiss banks are not locals anymore, they are foreigners, mostly Anglo-Saxon, either American or British, they don’t respect our neutrality, they don’t respect our values, they are against our direct democracy, they just use the Swiss banks for their illegal means. They use huge amounts of money created out of nothing and they destroy our society and destroy the people world wide just for greed. They seek power and destroy whole countries, like Greece, Spain, Portugal or Ireland and Switzerland will be one of the last in line. And they use China as working slaves. And a person like Josef Ackermann, who is a Swiss citizen, is the top man at a German bank and he uses his power for greed and does not respect the common people. He has quite a few legal cases in Germany and also now in the States. He is a Bilderberger and does not care about Switzerland or any other country. Q: Are you saying, some of these people that you mention will be at the up-coming Bilderberg meeting in June in St. Moritz? A: Yes. Q: So they are currently in a position of power? A: Yes. They have huge amounts of money available and use it to destroy whole countries. They destroy our industry and build it up in China. On the other hand they opened up the gates in Europe for all Chinese products. The working population of Europe is earning less and less. The real aim is to destroy Europe. Q: Do you think that the Bilderberg meeting in St. Moritz has symbolic value? Because in 2009 they where in Greece, 2010 in Spain and look what happened to them. Does this mean Switzerland can expect something bad?

A: Yes. Switzerland is one of the most important countries for them, because there is so much capital here. They are meeting there because apart from other things they want to destroy all values that Switzerland stands for. You see it’s an obstacle for them, not being in the EU or Euro, not totally controlled by Brussels and so on. Regarding values I am not talking about the big Swiss banks, because they are not Swiss anymore, most of them are lead by Americans. I am talking about the real Swiss spirit that the common people cherish and hold up. Sure it has symbolic value, as you said, regarding Greece and Spain. Their aim is to be a kind of exclusive elite club that has all the power and everybody else is impoverished and down. Q: Do you think that the aim of Bilderberg is to create a kind of global dictatorship, controlled by the big global corporations, were there are no sovereign states anymore? A: Yes and Switzerland is the only place left with direct democracy and its in their way. They use the blackmail of “too big to fail” as in the case of UBS to put our country in big debt, just like they did with many other countries. In the end maybe they want to do with Switzerland what they did with Iceland, with all the banks and the country bankrupt. Q: And also bring it in to the EU? A: Of course. The EU is under the iron grip of Bilderberg. Q: What do you think could stop this plan? A: Well that’s the reason I speak to you. Its truth. Truth is the only way. Put a light on this situation, expose them. They don’t like to be in the spotlight. We have to create transparency in the banking industry and in all levels of society. Q: What you are saying is, there is a correct side to the Swiss banking business and there are a few big banks that are misusing the financial system for their illegal activities. A: Yes. The big banks are training their staff with Anglo-Saxon values. They are training them to be greedy and ruthless. And greed is destroying Switzerland and everybody else. As a country we have a majority of the most correct operating banks in the world, if you look at the small and midsize banks. Its just the big ones who operate globally that are a problem. They are not Swiss anymore and don’t consider themselves as such. Q: Do you think it is a good thing that people are exposing Bilderberg and showing who they really are? A: I think the Strauss-Kahn case is a good chance for us, because it shows these people are corrupt, sick in their minds, so sick they are full of vices and those vices are kept under wraps on their orders. Some of them like Strauss-Kahn rape women, others are sado maso, or pedophile and many are into Satanism. When you go in some banks you see these Satanist symbols, like in the Rothschild Bank in Zurich. These people are controlled by black-mail because of the weaknesses they have. They have to follow orders or they will be exposed, they will be destroyed or even killed. The reputation of Strauss-Kahn is not only killed in the mass media, he could be killed also literally. Q: Since Ackermann is in the steering committee of Bilderberg, do you think he is a big decision maker there? A: Yes. But there are many others, like Lagarde, wo will probably be the next IMF head, also a member of Bilderberg, then Sarkozy and Obama. They have a new plan to censor the internet, because the internet is still free. They want to control it and use terrorism or what ever as a reason. Internet censorship is coming Q: So that is your fear? A: Its not only a fear, I am certain of it. As I said, they gave orders to kill, so they are capable of terrible things. If they have the feeling they are losing control, like the uprising now in Greece and Spain and maybe Italy will be next, then they can do another Gladio. I was close to the Gladio network. As you know they instigated terrorism paid by American money to control the political system in Italy and other European countries. Regarding the murder of Aldo Moro, the payment was done thru the same system as I told you about. Q: Was Ackermann part of this payment system at a Swiss bank? A: (S m i l e) … you are the journalist. Look at his career and how fast he made it to the top. Q: What do you think can be done to hinder them? A: Well there are many good books out there that explain the background and connect the dots, like the one I mentioned by Perkins. These people really have hit men that get paid to kill. Some of them get their money thru Swiss banks. But not only, they have a system set up all over the world. And to expose to the public these people that are prepared to do anything to keep control. And I mean anything. Q: Thru exposure we could stop them? A: Yes, telling the truth. We are confronted with really ruthless criminals, also big war criminals. Its worse then genocide. They are ready and able to kill millions of people just to stay in power and in control. Q: Can you explain from your view, why the mass media in the west is more or less completely silent regarding Bilderberg? A: Because there is an agreement between them and the owners of the media. You don’t talk about it. They buy them. Also some of the top media figures are invited to the meetings but are told not to report anything they see and hear. Q: In the structure of Bilderberg, is there an inner circle that knows the plans and then there is the majority who just follow orders? A: Yes. You have the inner circle who are into Satanism and then there are the naive or less informed people. Some people even think they are doing something good, the outer circle. Q: According to exposed documents and own statements, Bilderberg decided back in 1955 to create the EU and the Euro, so they made important and far reaching decisions. A: Yes and you know that Bilderberg was founded by Prince Bernard, a former member of the SS and Nazi party and he also worked for IG Farben, who’s subsidiary produced Cyclone B. The other guy was the head of Occidental Petroleum who had close relations to the communists in the Sowjetunion. They worked both sides but really these people are fascists who want to control everything and everybody and who gets in their way is removed. Q: Is the payment system you explained outside of normal operations, compartmentalized and in secret? A: In those Swiss banks the normal employees don’t know this is happening. Its like an own secret department in the bank. As I said these operations are outside of the balance sheet, with no supervision. Some are situated in the same building, others are outside. Q: How do they keep these transactions out of the international Swift system? A: Well some of the Clearstream listings where true in the beginning. They just included fake names to make people believe the whole list is fake. You see they also make mistakes. The first list was true and you can trace a lot of things. You see, there are people around that discover irregularities and the truth and they tell it. Afterwards of course there are law suits and these people are forced to shut up. The best way to stop them is to tell the truth, put the spot light on them. If we don’t stop them we will end up as their slaves. Q: Thanks you for this interview. THE GROWING CRACKDOWN ON OFFSHORE TAX HAVENS In early 2009 as anger mounted about the global economic meltdown, Barack Obama and other leaders promised a war on offshore tax avoidance. In the City, firms have long used secretive foreign or offshore centres almost as a matter of course, channelling funds in their direction that would otherwise stay onshore and could attract tax. Barack Obama vowed to "detect and pursue" U.S tax evaders and go after their offshore tax shelters. In announcing a series of steps aimed at overhauling the U.S. tax code, Obama complained that existing law makes it possible to "pay lower taxes if you create a job in Bangalore, India, than if you create one in Buffalo, New York." The president said he wants to prevent U.S. companies from deferring tax payments by keeping profits in foreign countries rather than recording them at home and called for more transparency in bank accounts that Americans hold in tax havens like the Cayman Islands. "If financial institutions won't cooperate with us, we will assume that they are sheltering money in tax havens and act accordingly," Obama said.17 The president, who hammered on this issue during his long campaign for the White House, said at a White House event in 2009 that his plan would generate $210 billion in new taxes over 10 years and "make it easier" for companies to create jobs at home. Over a decade, $210 billion would make a modest dent in a federal deficit expected to swell to $1.2 trillion in 2010.

In November 2011, Cyprus and the UK were named by the World Bank as two of the world’s leading destinations for money launderers.The Washington-based body in a new report noted that out of 150 highlevel corruption cases exposed in recent years, the UK and UK overseas territories Bermuda, the British Virgin Islands, the Cayman Islands, the Isle of Man and Jersey hosted 172 companies used in criminal schemes. Tiny Cyprus hosted 11. Non-EU countries in Europe - Liechtenstein (28) and Switzerland (7) - also played a big role. Atop this, the UK and Jersey were home to 30 dirty bank accounts. Cyprus hosted 15, Switzerland 76 and Liechtenstein 10. “Corruption is estimated to be at least a $40 billion dollar a year business. Every day, funds destined for schools, healthcare, and infrastructure in the world's most fragile economies are siphoned off and stashed away in the world’s financial centers and tax havens”, the author of the study, Ngozi Okonjo-Iweala, a Nigerian minister, said.18 It costs just $1,950 to set up a company in the British Virgin Islands, which has a population of 25,000 people but is home to 500,000 international business firms, a number growing by 70,000 each year. The World Bank also raised the alarm over “trusts” and “foundations” - non-profit financial entities which can also be used to make dodgy bank transfers. Trusts can be impenetrable due to confidentiality laws protecting the identity of the owner. They also cause problems for asset recovery because once a trust has been formed, its assets do not legally belong to the person who gave the money. Trusts came up in just five percent of cases, but the survey noted with concern that Liechtenstein alone has more than 40,000. The UK, the Netherlands Antilles and Liechtenstein were in the spotlight for still tolerating “bearer shares.” Explaining the problem, the World Bank said: “The person in legal possession of the physical shares is deemed to be their owner and thus the owner of the company. The problem is knowing who owns the shares at any given point in time ... No legitimate rationale exists for perpetuating bearer shares and similar bearer instruments. We recommend that all countries immobilize or abolish them.” 18 Money laundering, tax evasion, and “trust” funds are being identified as potential culprits of governmental financial shortcomings. Much of such money becomes “tax free” or “tax exempt,” adding to the burden of many governments around the world. Presently, the target country is Greece, which due to extreme mismanagement and unenforced regulations, has become the headache not only for Europe but also the rest of the world. What does it all mean? stricter, enforceable regulation, and that in turn will lead to increased control of banks, businesses, and individuals. The one factor that can escape the full clutches of the electronic banking system is cash floating around in jurisdictions which are not closely monitored or regulated. Geithner, at a congressional hearing and will be seen as a blow to places such as Jersey, the Cayman Islands and Switzerland. "We fully support the legislation … on offshore tax centres, and we look forward to working with you as part of the broader effort to address international tax evasion and close the tax gap," Geithner stated in the house of repressentatives.19 His commitment was followed by supportive comments from then UK Prime Minister Gordon Brown during a speech to Congress. But the prime minister at time had come under intense pressure to resist the move from the City and the tax havens that are UK dependencies or overseas territories. Britain has previously faced international criticism for blocking European measures to reveal details of those who deposit huge wealth in tax havens. The Guardian's Tax Gap series examined the extent of tax avoidance by big business. With an estimated $13tn (£9tn) of untaxed wealth held in offshore centres, taxing them would add $255bn of revenue to governments – more than double the global aid budget to poor countries. Key measures in the new legislation, now likely to be in force within 12 months, include revealing the beneficiaries of secretive trusts and identifying "offshore secrecy jurisdictions" that "unreasonably restrict US tax authorities from obtaining needed information" as well as severely increasing penalties against tax evaders and closing numerous loopholes. Senator Carl Levin, who along with Obama introduced similar legislation in recent years only for it to be thwarted by George Bush, said: "President Obama's support for the Stop Tax Haven Abuse Act, as announced by treasury secretary Geithner, is very welcome news and greatly improves the chances of an offshore tax bill becoming law this year. It also sends a strong signal to tax havens that this administration is not going to tolerate the kind of offshore tax abuses that have been draining $100bn a year from the US treasury and that, as a result, offload the tax burden on to the backs of honest taxpayers." 28 The US underlined its intent last month when it demanded that the Swiss bank UBS surrender the names of 52,000 American account holders in a case that threatens to end centuries of Swiss bank secrecy. Geithner's comments come as European leaders grow increasingly agitated at how tax havens have fostered secrecy that has contributed to the collapse of banks the world over. "We want to put a stop to tax havens," France's president, Nicolas Sarkozy, said recently. "We want results on this, with a list of tax havens and a series of consequences." 31 Raymond Baker, director at the Washington-based thinktank Global Financial Integrity, said: "This is a pivotal time in global finance. From the European commission's recent adoption of measures to improve co-operation between EU member states and increase transparency in tax assessment and collection to the G20's stated intent to crack down on tax havens when they meet in April, calls around the world are growing for definitive action on the problem of tax havens." 20

In October 2011, Switzerland and Britain signed an agreement to tax money kept by British residents in secret Swiss bank accounts, a move which could net the British government billions of pounds and help Swiss banking clean up its image. The agreement, signed in London by Swiss Finance Minister Eveline Widmer-Schlumpf and Britain's Secretary to the Treasury David Gauke, follows a blueprint struck with Germany to regulate untaxed funds. Strict secrecy has helped Switzerland build up a $2 trillion offshore financial sector. But the country has faced an international campaign in recent years against tax evasion as governments with big budget deficits seek to boost revenues.
Under the deal, money held by British residents with Swiss banks will be subject to a levy of 19 to 34 percent of the account balance, and a withholding tax will apply. Swiss banks will have to pay 500 million Swiss francs ($630 million) upfront and the retro-active levy could net around 5 billion pounds ($8.2 billion) for the British government, keen to boost revenue as it struggles with one of the largest budget deficits among industrialised countries.
From 2013 onward, a withholding tax of 27 to 48 percent will be applied, depending on the category of capital income. Both rates are slightly lower than the respective top tax rates in Britain. "If you wanted to hide your money from the taxman you could park your money in Switzerland safe in the knowledge that your money was protected by the world's most robust banking secrecy laws," said Phil Berwick, director at law firm McGrigors. "This tax agreement ends all that." 21 The deal, which must still be approved by the parliaments of both countries, should come into force in 2013, the Swiss finance ministry said in a statement. Switzerland is looking into similar deals with other countries including the United States and Italy.

But the existing agreements still face hurdles, particularly in Germany where the deal has come under fierce criticism for being too lenient on tax evaders and going against EU policy on transparency and information exchange. The European Union is looking at whether Switzerland's bilateral tax deals with Britain and Germany are compliant with European law. SWITZERLAND CRACKS UNDER PRESSURE FROM UNITED STATES Swiss bank secrecy has protected funds deposited in Swiss banks for over 300 years. Genevan bankers were the French king's bankers, and the first known text on bank secrecy dates back to 1713. Louis XVI even had a Swiss banker, Jacques Necker, as director general of French finances. Until 1934, bank secrecy was covered by various provisions in the Swiss civil code and the labor code. Federal court jurisprudence fixed bank secrecy firmly in actual practice, so that a client who fell victim to violation of bank secrecy could henceforth obtain damages from the bank. The federal law on banking passed in 1934 clearly stated that bank secrecy fell within the criminal domain. A banker who infringed bank secrecy was henceforth punishable by imprisonment, thus reinforcing the depositor's protection of the private sphere. There are two reasons why this protection was reinforced: Nazi spies: The 1931 crisis led to intensified foreign exchange control in Germany. Hitler promulgated a law whereby any German with foreign capital was to be punished by death, and the Gestapo began espionage on Swiss banks. When three Germans were put to death, the Swiss government was convinced of the necessity to reinforce bank secrecy. Pressure from the French: In 1932, the Basler Handelsbank affair revealed that over 2,000 members of the French elite had accounts in Switzerland. French Leftists took advantage of this to denounce the austerity program of the Herriot government. It called for legal authority over French accounts in Switzerland, but to no avail. In 1984, the people of Switzerland once again elected by overwhelming majority, with over 73% of voters in favor of maintaining bank secrecy and so Banking secrecy was enshrined in Swiss law since 1934. However since the global banking collapse in 2009 Switzerland has been under continuous attack since the outbreak of the financial crisis for helping foreign tax evaders hide their assets. The OECD had originally placed Switzerland on a “grey list” of uncooperative tax havens in April 2009.The Swiss were removed from the list six months later after renegotiating several double taxation treaties. In February 2011, the Swiss government relaxed the terms of legal assistance further but still refused to automatically transfer information to tax investigators without proof of crimes. The most damaging tax evasion case involved the activities of UBS bank in the US. In February 2009, UBS was fined $780 million after admitting helping US citizens dodge taxes. It also handed over data of 285 account holders. In 2009 the Swiss parliament ratified a deal to transfer 4,450 UBS client files to the US – in effect violating Swiss banking secrecy to prevent a ruinous court case for UBS. Several CDs of stolen client data have been stolen from Swiss banks in the past two years and sold to foreign tax investigators. A former employee of the HSBC private bank in Geneva ran away with client data that he handed over to the French authorities in 2009.

Several CDs of stolen Swiss banking data have been bought by the German authorities, resulting in two separate raids on German offices of Credit Suisse. Swiss banks are coming under increasing pressure in the United States as a second wave of arrests and indictments implicated Credit Suisse in tax evasion. The renewed offensive by the US tax authorities has alarmed the Swiss banking community, sparking fears of a second assault on banking secrecy and rumours regarding which banks may be next to face the music. One bank that has suffered from adverse conditions in the US is the Neue Zürcher Bank (NZB), that closed down its private banking operations in 2009 after a former employee was indicted in the US on tax evasion charges. The bank then announced that it would also end brokerage activities, citing “increased complexity of background regulations and the corresponding legacy issues from NZB’s private banking business, as well as the more difficult parameters of cross-border banking business between Switzerland and the US”. Swiss banks have faced continuous problems since UBS put its hands up to aiding and abetting clients to evade US taxes several years ago. The admission shot a huge hole through Swiss banking secrecy laws when the government was forced to hand over 4,450 UBS client files to the US authorities. Using this data, plus evidence from some 15,000 US citizens who admitted evasion during a tax amnesty, the US tax authority (Internal Revenue Service IRS) has put together more prosecutions that currently focus on Credit Suisse.
Other banks may now face the same fate as UBS. But Martin Naville, head of the Swiss-American Chamber of Commerce disagrees. “The UBS treaty was not an amnesty and we have always said that the situation between the IRS and foreign banks is not over……What we are seeing is the aftershock of the UBS case. This is certainly not UBS round two that would pit the Swiss government against the IRS.” he told swissinfo.ch.29 On the face of it, there are similarities between the Credit Suisse and UBS cases. Some of the recently indicted bankers and the former NZB fugitive used to work for UBS. But crucially, the IRS has at present failed to establish a link between the actions of individual employees and the leadership of Credit Suisse. There have been many suggestions that the IRS will turn its attention on smaller private banks that allegedly opened their doors to UBS account holders to escape declaring illicit funds to the US authorities. “There has long been a belief that other Swiss banks have to some extent facilitated tax fraud and the IRS is now going after them,” US tax lawyer Asher Rubinstein told swissinfo.ch. 29

Martin Naville believes many tax cheats may have pointed the finger at Swiss banks during the recent tax amnesty, a voluntary disclosure scheme that is soon to be repeated. “It appears that some smaller banks advised clients not to participate in the voluntary disclosure scheme….They may have thought that they could reap the benefits of a windfall, but anyone who thought this was naïve.” 29 In the meantime, other Swiss banks have exited the US markets because of tough changes to disclosure rules. Foreign banks are now obliged to report on clients who buy or hold US securities and could soon be forced to divulge the details of those that inherit such stocks and bonds. Banks Wegelin and Sarasin are among those that feel the Foreign Account Tax Compliance Act (Fatca) and changes to estate tax regulations would place them under too great a burden. THE MOCKERY OF THE DEATH OF THE FAIRNESS DOCTRINE The dreaded so-called "Fairness Doctrine" has finally been put to rest with the following confirmation from the FCC Chairman Julius Genachowski in August 2011. "The elimination of the obsolete Fairness Doctrine regulations will remove an unnecessary distraction. As I have said, striking this from our books ensures there can be no mistake that what has long been a dead letter remains dead," Genachowski said in a statement on the FCC website. "The Fairness Doctrine holds the potential to chill free speech and the free flow of ideas and was properly abandoned over two decades ago. I am pleased we are removing these and other obsolete rules from our books," he added.32 The Fairness Doctrine was a policy of the United States Federal Communications Commission (FCC), introduced in 1949, that required the holders of broadcast licenses to both present controversial issues of public importance and to do so in a manner that was, in the Commission's view, honest, equitable and balanced. The FCC decided to eliminate the Doctrine in 1987, and in August 2011 the FCC formally removed the language that implemented the Doctrine.24 The Fairness Doctrine had two basic elements: It required broadcasters to devote some of their airtime to discussing controversial matters of public interest, and to air contrasting views regarding those matters. Stations were given wide latitude as to how to provide contrasting views: It could be done through news segments, public affairs shows, or editorials. The doctrine did not require equal time for opposing views but required that contrasting viewpoints be presented.25 The main agenda for the doctrine was to ensure that viewers were exposed to a diversity of viewpoints. In 1969 the United States Supreme Court upheld the FCC's general right to enforce the Fairness Doctrine where channels were limited. But the courts did not rule that the FCC was obliged to do so. 26 The courts reasoned that the scarcity of the broadcast spectrum, which limited the opportunity for access to the airwaves, created a need for the Doctrine. However, the proliferation of cable television, multiple channels within cable, public-access channels, and the Internet have eroded this argument, since there are plenty of places for ordinary individuals to make public comments on controversial issues at low or no cost. Even though the so-called "Fairness Doctrine" was put on the shelf years ago, it was still a threat because it was still on the books. But, as equally as troubling, has been the continued push by some in Congress in recent years to keep this censorship concept alive - to find some way to keep the pressure on - to keep Christian and conservative broadcasters under the thumb of the federal government.

The Obama administration has said for a while it has no interest in reviving enforcement of the Doctrine, which required broadcasters to balance political views expressed on issues with competing, contrasting views. Nevermind that the Doctrine required balanced across a station, not a particular show; right wing panderers like Limbaugh and Hannity quite rightly saw the Doctrine as a threat to their moneymaking empires. Imagine the Obama administration with the power to determine whether radio stations employing longtime foe Limbaugh have featured enough opposing views to avoid a fine? Limbaugh railed against the doctrine with fellow pundit Glenn Beck in August 2009, saying "What they’re trying to do here to communications is simply stifle dissenting voices," he told Beck. "They’re trying to wipe out any opposition. If you look at Barack Obama and his track record as a politician, it is to clear the playing field. He doesn’t even like debating his opponents. He just wants to get rid of them." 33 He made similar comments in 1993, even though conservative Congressmen such as Newt Gingrich had voted for the Doctrine, which was vetoed in 1987 by Ronald Reagan. The most critical thing to be aware of is that the death of the fairness doctrine is of little relevance since Obama is pursuing a much more powerful agenda which is the ability to regulate the internet which is the medium by which many of the talk radio stations are aired or advertise. With the power to regulate internet this would by default also include the ability to still regulate the marketing medium of the online radio industry especially conservative radio talk shows. THE MOST COMMON QUESTIONS ON THE MICROCHIP PositiveID Corporation was formed on November 10, 2009, through the merger of VeriChip Corporation and Steel Vault Corporation. The company operates in two main divisions: HealthID and ID Security. The company's HealthID business is further differentiated into its Human Health division and its Animal Health division. HealthID focuses on bringing health solutions to consumers, animals and businesses based on the company's intellectual property. Through its ID Security segment, the company offers a web-based personal health record (PHR), and identity theft protection and related services (including credit monitoring and reporting) through National Credit Report. An integral part of the foundation of PositiveID is its RFID human-implantable microchip for patient identification, the VeriChip. The company's RFID microchip traces back to the events of September 11, 2001, when New York firemen wrote their badge ID numbers on their chests in case they were found injured or unconscious. The product, modeled after a similar microchip used in pets, evolved from there. The company received U.S. Food and Drug Administration (FDA) clearance for the microchip in October 2004.

However many people are not aware of the controversy surrounding the original VeriChip corporation. In September 2007 shares in Applied Digital Solutions and its publicly traded subsidiary VeriChip, which makes an implanted microchip for identifying people, fell sharply as investors reacted to a report linking the tiny radio device to cancer.34 The radio identification device for which VeriChip is named is a glass-encased chip the size of a grain of rice. The device, which carries an encrypted number, is injected in the upper arm. In medical applications, the chip is linked to medical records stored at hospitals or with a primary-care physician. A low-powered transmitter in the chip emits the identification number when queried at close range by a VeriChip scanner. In September 2007 The Associated Press issued a breaking story revealing that VeriChip microchip implants had induced cancer in laboratory animals and dogs. The series of research articles spanning more than a decade found that mice and rats injected with glass-encapsulated RFID transponders developed malignant, fast-growing, lethal cancers in up to 1% to 10% of cases. The tumors originated in the tissue surrounding the microchips and often grew to completely surround the devices, the researchers said. The report, by The Associated Press, suggested that VeriChip and federal regulators had ignored or overlooked animal studies raising questions about whether the chip or the process of injecting it might cause cancer in dogs and laboratory rodents. This led to the collapse of the VeriChip in its original form due to significant commercial losses. 34 However its program of microchips still continues under the PositiveID corporation and in November 2011 an article emerged in which the PositiveID corporation had received a VeriChip order from the Israeli military for use in emergency response situations. Positive ID products are also marketed by Digitial Angel. a NASDAQ-traded company which promotes a subdermal microchip implant designed not merely for keeping tabs on pets, but for widespread, worldwide use in tracking human beings. Q. WHAT IS THE VERICHIP HUMAN IMPLANT? The VeriChip human implant, or VeriChip, is a glass-encapsulated RFID microchip designed for implantation in the human body. The VeriChip is designed to remain permanently embedded under the skin. The VeriChip consists of a Radio Frequency Identification or "RFID" integrated circuit (aka a microchip), a capacitor, and an antenna wrapped around a ferrite core. These components are sealed in a capsule of medical-grade glass. The glass capsule is partially coated in a porous polypropylene substance called Biobond in an effort to prevent the device from migrating within the body. Q. WHAT IS THE PURPOSE OF THE VERICHIP AND HOW DOES IT WORK? The PositiveID Corporation markets the implant as a method of accessing medical records in an emergency, for use as a payment device, and as a way to control access to secure facilities. When a VeriChip scanner is brought within range of an implant, the scanner emits a radio signal that stimulates the implant, causing it to emit its own radio signal in response. That signal is picked up by the scanner and converted into a unique 16-digit identification number. The number is used to identify the individual or to call up a related record. Q. WHAT INFORMATION IS STORED ON A VERICHIP? At present, the VeriChip implant contains only a unique 16-digit identification number. This number is similar to a social security number or a bar code number that can be used to look up a record in a database. Q. HOW IS THE VERICHIP INSERTED INTO THE BODY? Implantation is an outpatient procedure that typically takes 15 minutes or less. People have been implanted in doctors' offices, at convention booths, and even in European night clubs. The implantation site, typically the arm, is first wiped with an alcohol swab and numbed with an injection of a local anesthetic. area is numb, a 12-gauge, preloaded hypodermic syringe known as a cannula is inserted into the flesh and depressed, where it releases the implant into the subcutaneous tissue. Q. WHERE ON THE BODY IS THE VERICHIP INJECTED? The VeriChip is typically injected into the flesh of the triceps of the arm between the elbow and the shoulder. In some cases the implant is injected into the biceps muscle, between the elbow and wrist. (Sean Darks of CityWatcher appears to have had the VeriChip implanted in the biceps). There are also "hobbyists"who have chipped themselves with RFID implants obtained from other sources, typically using implants sold for animal use. Several of these individuals have inserted the chips into their hands. Q. HOW MANY PEOPLE HAVE RECEIVED VERICHIP IMPLANTS? When the VeriChip Corporation became a publicly traded company in early 2007, it disclosed that 222 people in the United States had been implanted with its product. At the beginning of 2008, that figure was estimated to be around 300 people. Many of the implanted individuals are employees of the VeriChip Corporation or patients participating in experimental trials of the device. The VeriChip Corporation has publicly stated that "several thousand" people throughout the world have been implanted with its product. However, the company has not released details on overseas implantation and has provided no independent verification of these figures. Q. ARE OTHER COMPANIES MARKETING IMPLANTABLE RFID MICROCHIPS FOR HUMAN USE? The PositiveID Corporation routinely bills the VeriChip as "the only implantable RFID technology with FDA approval," and we are not aware of any other implantable RFID product being manufactured or marketed for identification, access control, or payment purposes. Q. I'VE HEARD THE VERICHIP IS A PASSIVE RFID DEVICE. WHAT DOES THAT MEAN? A "passive" RFID device does not have a battery or other internal power source. It derives its power from the signal sent by the reader or scanner that reads it. In contrast, an "active" RFID device has a battery or other power source that enables it to send out its signal continuously, or on command, whether a reader is present or not. Active RFID tags have a longer read range than do passive tags, but they eventually stop transmitting when the battery wears out. Passive tags, in contrast, can theoretically transmit indefinitely. Q. WHAT IS THE READ RANGE OF A VERICHIP? The read range on a VeriChip implant is about three to 12 inches when a hand-held scanner is used. This means the scanner must be brought within 3" to 12" of the chipped body part in order to read the VeriChip and capture its information. When a larger antenna is used, such as a doorway portal application, the read range can be theoretically expanded to around three feet. Given the laws of physics, it is not feasible to read a VeriChip implant from a much greater distance. Q. HAVE IMPLANTED MICROCHIPS CAUSED CANCER IN ANIMALS? Yes. In a series of scientific studies published between 1996 and 2006, researchers found a link between implanted microchip transponders and cancer in laboratory animals. Between 1% and 10% of mice and rats implanted with the chips for identification purposes were later afflicted with sarcomas, fibrosarcomas, and other invasive cancers surrounding or attached to the implants. The fast-growing, malignant tumors often metastasized (spread) to internal organs, lymph nodes, and musculature and frequently resulted in the death of the animals. In two confirmed cases and possibly many more dogs have also developed cancer surrounding or attached to microchip implants used for identification purposes.

Q. DID THE MICROCHIP IMPLANTS CAUSE THE TUMORS? Yes. In nearly all cases, researchers concluded that the microchip implants induced (caused) the malignant tumors found in their studies. Here are some quotes from the scientists involved with the studies: "The transponders were the cause of the tumors."

"There was an unequivocal [unmistakable] association between the [microchip implant] and sarcoma." 23 Q. WHERE DID THE TUMORS FORM IN THE ANIMALS? In all cases, the cancerous tumors were located at the site of the microchip. The tumors either encased the microchip or were immediately adjacent to it. When scientists examined the tumors microscopically, they found that the tumors originated in the capsule of tissue that formed around the microchips. Numerous other studies reached the same conclusions. These studies, detailing the formation of cancer surrounding microchip implants, are described in detail in a comprehensive review of the research titled "Microchip-Induced Tumors in Laboratory Rodents and Dogs: A Review of the Literature 1990–2006." 35 Q. HOW DOES THE MICROCHIP IMPLANT CAUSE CANCER? Researchers have proposed several explanations for the cancerous tumors found around microchip implants in animals, as follows: (1) Foreign-Body Tumorigenesis: The presence of a foreign body under the skin may cause cellular changes that lead to cancer. (2) Post-Injection Sarcoma: Inflammation from the chip-injection procedure may give rise to cancer. Q. ARE THE MICROCHIPS CAUSING TUMORS THE SAME AS THE VERICHIP HUMAN IMPLANT? Yes, the microchips that caused cancer in animals are virtually identical to the implant being marketed for humans by Digital Angel, the parent company of the VeriChip Corporation. The only significant difference between the animal microchip and the VeriChip human implant is in the information coded onto their internal microchips. Animal implants generally transmit a 10-digitID number, while the human implant is encoded to transmit a 16- digit ID number. The microchips that induced cancer in laboratory animals were sold by BioMedic Data Systems, Inc., but are also nearly identical to the VeriChip human implant. Both contain a microchip and an antenna sealed in a 12 mm cylinder of medical-grade glass. Both are partially encased in a polypropylene anti-migratio sheath. Both are injected into the flesh with a 12-gauge needle. Q. SHOULD HUMANS BE WORRIED ABOUT DEVELOPING CANCER FROM MICROCHIP IMPLANTS? The fact that rodents and dogs have developed cancer around implanted microchips does not necessarily mean that humans will do the same. However, prior research indicates that humans are subject to malignant tumors in response to foreign-body implants. In a small number of cases, highly aggressive sarcomas and carcinomas have developed in humans around pacemakers and other implanted devices. Most of the malignant, microchip-induced tumors found in rodents were classified as sarcomas – soft tissue cancers. Although soft tissue sarcomas are rare in humans, they are responsible for more deaths than testicular cancer, Hodgkin's disease, and thyroid cancer combined. They are also notorious for recurring and metastasizing often with devastating results. It should be noted that the same company that manufactures the VeriChip human implant also produced and sold the virtually identical microchips that were associated with cancer in dogs. Since the microchip implant procedure has only been performed on humans since 2001, and only in a small number of individuals, very little is known about the long-term response to the implant in human beings. According to several people who have received implants, the original VeriChip Corporation back in 2007 had no formal follow-up procedure in place to monitor patient response to the devices. Q. HOW HAS THE VERICHIP CORPORATION RESPONDED TO THE CANCER ISSUE? Since research linking the implantable microchip to cancer first received widespread public attention in September 2007 representatives of the VeriChip Corporation and its affiliate companies have made a number of inaccurate statements to the media about the findings. This section addresses those statements in detail. The VeriChip Corporation and its affiliate companies Digital Angel and Destron Fearing have made numerous misstatements about the cancer studies. Perhaps the lengthiest and most incriminating of these statements was made by VeriChip CEO Scott Silverman in an article he authored for Business Week magazine in January 2008. The article, titled "Myths About Implantable Chips,"20 contained numerous false assertions that are reprinted below. A brief correction is provided beneath each statement, with greater detail provided in subsequent Q&A passages. Mr. Silverman wrote: "Last year a story was published by the Associated Press alleging implantable microchips cause cancer— an accusation we firmly dispute. This story referred to three studies that linked implantable microchips to malignant tumor formation." That number is inaccurate. The AP actually reviewed eight studies that linked implantable microchips with cancer. "It is important to point out that none of these studies was designed to investigate the microchip as a cause of tumor growth and the findings were incidental to the research." Although this is technically accurate since investigators discovered the cancer in the course of other research, it is hardly "important" since it has no bearing on the published findings. "It is also important to note that these studies used mice and rats specially bred and altered to increase their susceptibility to cancers." That statement is inaccurate. Only one of the six rodent studies that found cancer involved genetically modified mice. What's more, since the modified mice had been bred to develop cancer only in the presence of specific toxins, the high rate of cancer in those mice is particularly damning evidence against the implants. "It is also critical to note that as part of the primary design of the studies, the mice and rats were exposed to various cancer-causing agents such as X-ray radiation and chemical carcinogens." This is misleading and irrelevant. Both experimental and control animals (animals with no exposure to chemical or x-ray agents) developed cancer from the microchips. "It is therefore impossible from these three studies to relate any tumor growth directly to the implanted microchips." That is not true. The researchers themselves clearly state that the microchips induced the tumors. "The medical profession and those familiar with laboratory research understand these very important differentiators and the public must as well." On the contrary, members of the medical community, including Dr. Robert Benezra, head of the Cancer Biology Genetics Program at the Memorial Sloan-Kettering Cancer Center in New York, and Dr. George Demetri, director of the Center for Sarcoma and Bone Oncology at the Dana-Farber Cancer Institute, were among the medical professionals alarmed by the cancer findings. "Most importantly, the FDA continues to support its approval of the product." The evidence suggests that the FDA (the U.S. Food and Drug Administration) was not aware of the cancer studies when it approved the VeriChip implant for human use in 2004. The following questions address the issues raised by VeriChip and its affiliate companies in Business Week, Time Magazine, and elsewhere. Q. WERE THE CANCER STUDIES CONDUCTED IN TUMOR-PRONE ANIMALS? No. In five of the six studies in which lab animals developed cancer, ordinary laboratory rodents were used. These rodents are bred for uniformity and hardiness, and are used in cancer studies for their ability to respond to carcinogenic substances while remaining relatively free from spontaneous tumors that are unrelated to carcinogenic test substances. When they develop cancer, it is a strong indication of exposure to cancer-causing agents which is precisely the reason they are used for cancer studies. The two cases in which dogs developed cancer from the microchip involved a French bulldog and a mixed breed dog. These dogs were household pets with no special propensity for developing tumors. Q. COULD THE CANCERS HAVE BEEN CAUSED BY OTHER CHEMICALS INSTEAD OF THE MICROCHIP? No. It is clear that the malignant sarcomas that formed around the microchips were caused by the microchips themselves, not by other chemical compounds that were administered to some of the animals. We know this because both control and experimental animals developed cancers around the implants. In other words, animals that were not exposed to any chemicals at all developed cancer around the microchips. In several of the studies, researchers had not initially set out to investigate the effects of microchip implants. Instead, they were looking at the safety of various chemical compounds. As a routine procedure, they microchipped all of the animals for identification purposes, then set a number of them aside to serve as a control group while they administered experimental compounds to the rest. After a period of time, the researchers were startled to find that animals in both the control and experimental groups had developed malignant tumors around the microchips. They found these chip-induced cancers so significant that they published their findings, even though that outcome was not what they had initially set out to investigate. Q. IS IT TRUE THE TUMORS WERE BENIGN AND NOT HARMFUL? No, it is not true. Benign means non-cancerous. The tumors found in lab animals were not benign. They were malignant sarcomas, fibrosarcomas, and other deadly forms of cancer. The microchip-induced tumors were fast-growing, malignant cancers that often led to a rapid death in the animals they afflicted. In fact, most of the animals that developed microchipQ. DOES THE VERICHIP RAISE PRIVACY ISSUES? Yes, there are serious privacy concerns associated with remotely-readable microchip implants, including the risk that the implant could be surreptitiously used for tracking purposes through a network of local readers.

Although the VeriChip does not contain an individual's name, it does contain a unique ID number that can be easily matched to the person. If every time Joe Smith appears, the number #1234567 also appears on a scanner, it can be deduced that #1234567 means "Joe Smith." When that number is later seen at a different location, say, walking through a doorway equipped with an implant reader, an observation can be made that Joe Smith just passed by. Q. HOW EASY IS IT TO READ THE INFORMATION ON SOMEONE ELSE'S VERICHIP? It is actually quite easy. The data on a VeriChip implant is transmitted through the air via radio waves and can be easily picked up by anyone who holds a reader device within a few inches of the implant. A hacker with an electronics background can make such a reader using readily available electronic parts. The PositiveID Corporation acknowledges that its database could fall prey to hackers, and that such an attack could "have a negative impact on our revenue, damage our reputation and expose us to litigation." The company's SEC registration statement also expresses the concern that "we could face damage to our business reputation and litigation" if "the firewall software protecting the information contained in our database fails or someone is successful in hacking into the database." Q. WHY DOES IT MATTER IF A HACKER OR A CRIMINAL GETS A 16-DIGIT NUMBER? Criminals or stalkers wouldn't need access to the VeriChip database of information to track people through their implants. They could simply skim people's VeriChip ID numbers and create their own database of information about the chipped individuals. "Compromised information security" was one of the risks the FDA identified in relation to the VeriChip. To understand why it's not a good idea to beam out a unique and persistent ID number, it's helpful to think of the social security number (SSN). You wouldn't print your SSN across the front of your T-shirt because you know the number is uniquely linked to you and can be used to access personal information about you. You would not want a VeriChip implant beaming out a unique personal ID number for the same reason. What's more, if hackers can read the 16-digit number from a person's implant, they can duplicate it and begin emitting the same number for their own use in a high-tech form of identity theft. Q. COULD THE VERICHIP HELP SECURE OFFICE BUILDINGS AND NUCLEAR POWER PLANTS? No. Though the VeriChip Corporation has marketed its product as a way to secure sensitive facilities like nuclear plants, it would be a very bad idea. As discussed earlier, a criminal could rather easily exploit the vulnerabilities of a VeriChip-based security system to duplicate an employee's chip signal and gain access to a secure facility. For this reason, it is inadvisable to use a VeriChip implant device for building access or other security purposes. Q. COULD THE VERICHIP PREVENT KIDNAPPINGS, FIND LOST HIKERS, OR RESCUE CAPTURED SOLDIERS? No. The VeriChip system is not an "eye in the sky" that can remotely pinpoint someone's location. The read range on a VeriChip implant is typically less than 12", so a scanner would have to be very close to a chipped person to read his or her implanted chip. Not only could a VeriChip not be scanned from a satellite, it couldn't even be scanned from across a room. Q. I'VE HEARD THAT SOME CHRISTIANS OBJECT TO THE VERICHIP. WHY IS THAT? Many Christians believe that the VeriChip closely resembles or presages the "mark of the beast" described in Revelation, the last book of the Bible. Let him that hath understanding count the number of the beast: for it is the number of a man; and his number is six hundred threescore and Six.” Revelation: 13:16-18 The question of how a number could be marked into the body and used to buy and sell has perplexed Christian scholars for two millennia. The fact that technology now makes such a system theoretically possible is of particular significance to Christians, who have been mandated by their faith not to participate in such a payment system. However, one needn’t be a Christian to find the Revelation similarities uncanny. From an academic and historical perspective alone, the development is noteworthy. Q. WHAT DO THOSE CHRISTIANS BELIEVE WILL HAPPEN TO PEOPLE WHO TAKE THE MARK OF THE BEAST? The Bible describes punishments for people who take the mark of the beast and worship the beast or its image, and rewards for those who refuse to do so, as follows: Physical Punishment: A painful sore will afflict the marked individuals And I heard a great voice out of the temple saying to the seven angels, Go your ways, and pour out the vials of the wrath of God upon the earth. And the first went, and poured out his vial upon the earth; and there fell a noisome and grievous sore upon the men which had the mark of the beast, and upon them which worshipped his image. Revelation 20:4 Q. IS IT A VIOLATION OF JEWISH LAW TO RECEIVE A VERICHIP IMPLANT? Many Conservative and Orthodox Jews believe that cutting, piercing, or marking the flesh is contrary to B'tzelem Elokim, the notion that people were made "in the image of God," and therefore their bodies should not be altered. Implanting a microchip may also invoke the Jewish prohibition against tattooing and other body marking that stems from the following Torah passage: "You shall not make gashes in your flesh for the dead, or incise any marks on yourselves: I am the Lord." Leviticus 19:28 This prohibition is widely observed in orthodox and conservative Jewish communities. either piercings or tattoos: Other than piercing to female ears, all other noticeable piercing of the body are prohibited. Additionally, tattoos or other permanent marks made on the body are prohibited. These rules are based upon the modesty, respect, and dignity accorded the human body by halacha (Jewish law) deriving from the belief that all men and women are created B'tzelem Elokim, 'in the image of God.' 80 Another Jewish publication describes the issue as follows: One of the biggest concerns of adding a piercing or a tattoo to the body in Jewish Law is the fact that we are distorting our bodies and altering it from its natural form, the form that was made in the image of G-d.... According to the Torah, we were all made in the image of G-d, and to change or mutilate it in any way is looked down upon. G-d made us the way He hypothetically wanted us to look like, so the fact that we would want to change ourselves is, in a way, disrespectful. According to the United Synagogue for Conservative Judaism, the Torah states that, Q. DO OTHER FAITH TRADITIONS PROHIBIT OR DISCOURAGE THE USE OF MICROCHIP IMPLANTS? It appears that Islam has a similar prohibition against body modification to that found within the Jewish tradition described above. Tattoos and other body modifications are defined as "haram" r "haraam," an Arabic term meaning "forbidden," under rules set forth in the sahih hadiths, or oral traditions relating to the words and deeds of the Islamic prophet Muhammad. Q. COULD THE VERICHIP BE USED TO TRACK SOMEONE'S MOVEMENTS? Yes, with a network of local readers the VeriChip could be used to monitor an individual's whereabouts. Even though the implant has a relatively short read range, readers could be placed in strategic locations to identify chipped people as they pass by. VeriChip has developed doorway readers specifically for this purpose. Q. HAVE EMPLOYERS REQUIRED WORKERS TO HAVE VERICHIP DEVICES IMPLANTED? We are aware of two cases of workers being chipped in order to perform their jobs. In 2004, the office of the Attorney General of Mexico chipped 18 of its workers (not 160 as was widely reported82) and required that they use the chips to gain access to a secure records room. In 2006, a video surveillance company called City Watcher (which has since closed) implanted two of its workers for the same reason. Q. DOES THE U.S. GOVERNMENT WANT TO CHIP THE PUBLIC? To the best of our knowledge, no current member of the United States government has seriously suggested chipping the public. However, at least two high-ranking government-related individuals have discussed chipping, and that's cause for concern. The first was Tommy Thompson, former Secretary of Health and Human Services and one-time candidate for the 2008 Republican presidential nomination. Thompson was in charge of the FDA when it approved the VeriChip for medical purposes in 2004, then went on to become member of the VeriChip board of directors until March 2007. In public appearances, Thompson has suggested injecting microchips into Americans to link to their electronic medical records, saying: "It's very beneficial and it's going to be extremely helpful and it's a giant step forward to getting what we call an electronic medical record for all Americans." 36 The second government official to discuss chipping was U.S. Senator Joe Biden, who made this unnerving comment to Justice John Roberts during his Supreme Court Confirmation hearings on September 12, 2005:

"Can a microscopic tag be implanted in a person's body to track his every movement? There's actual discussion about that. You will rule on that—mark my words—before your tenure is over." 37 Q. ARE BABIES BEING IMPLANTED WITH VERICHIP MICROCHIPS? As of this writing, there are no credible reports of babies being implanted with VeriChip or other implantable microchip devices. However, hospitals around the country (including half of the hospitals in Ohio) have affixed an RFID bracelet known as the "Xmark" onto babies' ankles at birth for identification and antiabduction purposes. The RFID ankle bracelets were previously distributed by Xmark Corporation, a whollyowned subsidiary of the original VeriChip Corporation. It should be noted that baby abductions from hospitals are extremely rare. According to a January 2003 report by the National Center for Missing and Exploited Children (NCMEC), out of approximately 4.2 million births per year at 3,500 birthing centers in the United States, abductions by non-family members are estimated between 0 and 12 children per year. Of those, the baby is reunited with the mother 95 percent of the time. Ironically, relying on RFID to prevent baby abductions could actually wind up making a rare occurrence even more likely. Q. COULD A MICROCHIP BE IMPLANTED DURING A ROUTINE VACCINATION OR OTHER INJECTION? No. The VeriChip is a fairly large device that requires a special 12-gauge needle known as a cannula for implantation. Vaccines and other routine injections, in contrast, use much smaller needles, typically between 22 and 25 gauge in size. (Note: The larger the gauge number, the smaller the needle.) In fact, the VeriChip cannula is so large that implantation would be extremely painful if it were not preceded by several injections of local anesthetic. The anesthetic is administered through a much smaller, standardsized hypodermic needle prior to the chipping procedure. Though nearly microscopic RFID tags have been developed by Hitachi and other companies, those devices are not encapsulated in glass and would not be suitable for human implantation. Such "dust-sized" RFID tags also have extraordinarily small antennae and are unable to transmit a signal more than a few millimeters. In order to read their signals, RFID readers have to get so close that they almost make contact with the tags. Extremely small RFID tags would be useless for human tracking or identification purposes, since they could not be read from outside the body. Q. HAS ANYONE EVER BEEN CHIPPED WITHOUT CONSENT? Yes. As part of an ongoing medical experiment with the original VeriChip Corporation, a care facility called Alzheimer's Community Care, Inc. in West Palm Beach, Florida, had been implanting elderly patients with VeriChip devices since 2007.38 This chipping occurred with the consent of family members and guardians, but in many cases without the fully informed consent of the patients themselves, as their disease prevents them from understanding or consenting to the procedure. It is also likely that patients and their family members were not being told that the implants are known to cause cancer in laboratory animals, since VeriChip officials have repeatedly denied this fact. Several years ago, the original VeriChip Corporation (then known as Applied Digital Solutions) also attempted to chip mentally incapacitated adults at the Orange Grove Center in Tennessee.39 Those patients would likewise have been unable to grant informed consent due to their disability. Public outcry and opposition from family members caused the center to cancel the plan. To the best of our knowledge, no mentally competent adult or child has been forcibly implanted with a VeriChip implant or other tracking or monitoring device without consent.
