High Level National Data Forum 'Leveraging the Data Revolution for National Development' November 14-17, 2017 Kampala, Uganda From 14-17 November 2017, the Uganda Bureau of statistics together with its key partners will convene a High level National Data forum which will bring together stakeholders in the National Statistics System to discuss ways of harnessing emerging technologies to strengthen partnerships for data and statistical development. Background: In the lead up to Sustainable Development Goals development agenda, the Secretary General of the UN (UNSG), in July 2012 created a high-level panel of eminent persons to make recommendations on the development agenda beyond 2015. Its report titled 'A World That Counts,' published in May 2013 called for “a data revolution for sustainable development, with a new international initiative to improve the quality of statistics and information” available to citizens and governments. This 'Revolution' is designed to support “transformative actions needed to respond to the demands of a complex development agenda” and includes “improvements in how data is produced and used; closing data gaps; building capacity and data literacy in ‘small data’ and ‘big data’ analytics; modernizing systems of data collection; liberating data to promote transparency and accountability; and developing new targets and indicators.” Why UBOS is convening a National Data Forum The Uganda Bureau of Statistics Act that created UBOS in 1998 gave the institution the mandate of coordinating the national statistical system. In its successive Plans for National Statistical Development (PNSDs) over the years, UBOS has acknowledged the evolving nature of statistics. UBOS's 2013/14-2017/2018 PNSD for example has an Information Technology Strategy that covers IT architecture, training hardware and software polices and plans for harnessing information technology and the IT infrastructure required for each sector for the effective production of quality statistics. The PNSD (2013/14-2017/18) is undergoing a review to include elements of the data revolution including, big data, and other data communities that are relevant to our national priorities. The National Data Forum will help UBOS bring together all elements of the national data ecosystem, including those historically not part of the traditional national statistical system, to build and strengthen synergies to meet the demands of a 21st century national data and statistics ecosystem and bolster the role of data in sustainable development.
