How Obama Plans to Ration Care The federal government has now given $24.8 billion dollars of taxpayer money to doctors and hospitals in incentive payments for electronic health records. Obama’s 2009 Recovery Act, enacted by the Democrat-‐controlled Congress, mandates that all doctors, hospitals and other clinicians computerize patient data. This mandate is foundational to imposing Obamacare controls over a physician’s treatment decisions. If doctors don’t have a government-‐approved computerized patient record system by January 1st, the Obama administration will reduce every Medicare payment they receive. Government-‐approved electronic health records must allow patient data to be shared nationwide and with state and federal government agencies.
