Insurers Have No Idea Who's Enrolled The health plans really have no idea how many are enrolled. In testimony before Congress, the health plan trade association said, “…there is some uncertainty with respect to how many people have paid their first month’s premiums,…” They also testified that the federal government in February allowed enrollees to voluntarily terminate their plan or to report a “life event” such as a change in circumstances like a new baby or job, which allows a special enrollment period. Thus they testified, “While this functionality serves a valid purpose, it creates challenges in calculating accurate enrollment data and payment rates.” In other words, they don’t know who’s really enrolled, and it’s all a mess.
