National Patient ID Coming? Welcome to the Health Freedom Minute. This is Twila Brase, president of Citizensʼ Council for Health Freedom. A national patient ID number is under consideration. There are three things you need to know. First, a 1996 federal law known as HIPAA mandates that the federal government create a unique patient identifier – a patient tracking number – for all of us. Second, Congressman Ron Paul stopped the ID in 1999 by prohibiting funding for its creation. And third, the health IT industry is now trying to undo that prohibition. A national patient ID would link all your medical records together and obliterate patient privacy. 2.2 million entities would have access to all your medical records, including government.
