IPAB is Anti-Constitutional #2 As I discussed last week, the Independent Payment Advisory Board – IPAB -- is anti-constitutional. Here are more reasons: IPAB will impose taxes and ration care without Congress ever taking a vote. And Obamacare says Congress can only repeal IPAB during seven months in 2017. If IPAB is not repealed then, Obamacare prohibits Congress from ever limiting IPABʼs rationing and taxing powers. IPAB will be a force onto itself. None of this is constitutional. The Democrats who enacted the law want to use Obamacare to amend the Constitution in a way not allowed by the Constitution.
