Section by Section Analysis Section 1 – Manufactured Housing Program The bill creates a Manufactured Housing Program Fund within the Iowa Finance Authority. The stated goal of the Fund is to further the goal of providing affordable housing to Iowans. The purpose of the Fund is to provide funding to financing agents or financial institutions to finance the purchase by an individual of a manufactured home that is in compliance with all laws, rules, and standards that are applicable to manufactured homes and manufactured housing. The bill contains nonreversion language for any moneys appropriated or received by the Fund. The bill allows IFA to provide funding to financing agents or financial institutions in the form of loans, linked deposits, guarantees, reserve funds, or any other prudent financial instruments. NO appropriation to the fund is made at this time.
