Handout 3.4: Youth-focused Recommendations from the Drummond Report 1. The Government of Ontario should boost the cap on class sizes; for example, secondary school classes would increase from 22 to 24.

2. The Government of Ontario should consider cancelling the 30 per cent Ontario tuition grant, a fee rebate for most college and undergraduate university students. Instead, the province should focus on providing more assistance to low-income students.

3. The Government of Ontario should improve education for First Nations students and fund reserve schools the same as provincial schools.

4. The Government of Ontario should stop allowing secondary school students to return for a fifth year of school if they have completed 32 or more credits; students would need to pay if they wished to remain in school.

5. The Government of Ontario should limit primary and secondary education spending hikes to 1 per cent a year, with colleges and universities going up just 1.5 per cent annually.

6. The Government of Ontario should charge fees to students who require the use of a school bus to get to and from school.

7. The Government of Ontario should keep annual tuition increases to a maximum of 5% for colleges and university programs.

8. The Government of Ontario should encourage colleges and universities to specialize so they are not all offering similar programs.

9. The Government of Ontario should encourage secondary schools with low enrolment to expand to a Grade 7-12 model.
