“Batch” Assessment Guidelines: March 1, 2009 – June 30, 2009 The following guidelines are to be followed over the next four months to comply with policy for the achievement of consistent unbiased assessments. Types of Field Assessments: The field assessments will take two forms, one of which will be batch assessments; the other will take the form of individual or one on one. ASTTBC will provide rental houses to facilitate these field assessments. The process will be the same regardless of the type of field assessment undertaken. It is most likely that rental properties will be used. The Assessor Group will complete an inspection to determine the severity of the deficiencies and how it should affect the candidate report grade. This process will provide consistency of Pass or Fail grading of each candidate, Group Assessments: Two to three rental houses will be provided for the field assessments; the first two will be common to most assessments, whereas a third will be required when a candidate has one pass and one fail. At each inspection time slot we will have six candidates and two assessors to monitor the activities. These Assessors will later be responsible for marking the respective reports. It is recommended that three candidates be on the inside when the other three are on the outside. The approximate time allocation for each dwelling is four hours. We will however not force anyone out if they require more time. Individual Assessments: Is a one on one and other than areas outside the lower mainland there may not be a demand for many, however the same process must be followed. Where this situation occurs the Assessor will have to arrange an appropriate site which cannot be a property the candidate is familiar with. Fees would have to be agreed upon in advance by both parties. . Assessment Principles: 1. The BCIPI standards of practice will be the principle by which the candidates will be assessed. Therefore in grading the report; the question should be asked, did the candidate have the ability to analyze his or her observation by use of the candidates’s knowledge and experience? 2. No assessor can do more than one assessment per candidate. 3. There is zero tolerance for candidates sharing information. 4. Other than the initial site meeting prior to the candidates beginning their inspections limited interaction between candidates and assessors is permitted. Therefore assessors observing the candidates inspection process would be inappropriate. The assessors must be monitoring from a distance to ensure that no interaction between candidates is taking place. 5. Assessors are asked to have an arms length relationship to the candidates. 6. If a candidate receives one pass and one fail in his of her field assessments, a third assessment is required by the Manager. Assessment Process: ¨ The Assessors will conduct a meeting with candidates prior to commencement of the field assessment to cover the procedure, principles and reporting.

2 ¨ The Assessors will answer candidates question prior to the inspection to avoid interruption once it begins. ¨ The Assessors will ensure that the stage is set for the candidates, ladders in place, cover off panel etc. ¨ Also discuss anything that is off limits such as hazards etc. Reporting: ¨ Candidates will be instructed to keep comments short as this is a test of the candidate’s knowledge and need not reflect what they would write in a clients report. Example would be a dishwasher with a 20 amp breaker and a 14/2 wire I would expect a comment such as “fire hazard, 20 amp breaker 14 gauge wire” that’s all, or “s” trap ensuite sewer gas. ¨ The candidates can use the report format of choice however they are reminded that their grade will be reflected by their documentation. The candidates are expected to write their reports at the end of the inspection and submit to the Manager with a cheque payable to ASTTBC for their fees. ¨ The reports will be given to the appropriate Assessor who will grade and return to the Registrar at ASTTBC within two days. The Assessor must use Appendix E Inspection Assessor’s Report Form of the Certification Policy. Fees: Assessment fees for each batch field assessments are set at $210 payable to ASTTBC. From this the Assessor will be paid $175 by ASTTBC for each report evaluated and submitted. The $35 will be used to off set the cost involved with the house rentals. Prior to an individual assessment the fees are to be agreed upon by the parties involved. This will include any Mentoring that results from the process. Forms: The Standards of Practice and Assessor Report Forms are available on the BCPI web page. Candidates and Assessors must provide their own forms Scheduling: Ø A master schedule will be developed to cover the candidates and assessors. The schedule will require one assessor to monitor and evaluate the reports of three candidates in each time category. Ø The scheduling priority will be address the March 31 dead line: o CHI [P] require one successful field assessment o Qualified IIT’s require two successful field assessments o Training equivalency require two successful field assessments. Ø Initially the daily schedule would be 8 am to 12 noon and 1pm to 5pm, times may fluctuate to meet the demand.
