CITY OF GONZALES REQUEST I.
Introduction The City of Gonzales requests the California Public Utility Commission condition the
pending action. The City of Gonzales requests a condition be added to this action affecting cable television systems that are analog systems. The condition requested it to have analog systems upgraded to digital systems. II.
Digital Versus Analog Systems The City of Gonzales is served by Charter Communications using the state franchise
rules regulated by the California Public Utilities Commission. Charter Communications 2
maintains an old antiquated system that uses analog technology providing NTSC channels that do not meet the new ATSC standard. Gonzales residents deserve modern digital communications. Since Charter Communications is operating in Gonzales using the state’s franchise rules, we believe it is the California Public Utilities Commission’s responsibility to ensure adequate service through the Digital Infrastructure and Video Competition Act of 2006 (DIVCA). The City of Gonzales requests the California Public Utilities Commission condition the pending action to insure the intend of DIVCA is met by requiring analog cable systems to be upgraded to digital systems as part of this or any action before the commission. II.
