General Membership Meeting Minutes November 22, 2006

Report on UFLAC Elections Results:

President McOsker reported that the following UFLAC members were elected on November 17, 2006 for the UFLAC Executive Board and Negotiating Team: President

Report on November 7th California and Los Angeles elections results:

President McOsker reported on the November 7th California and local election results. President McOsker reported that Labor is congratulating Phil Angelides on his outstanding leadership and enormous dedication to fighting for better economic opportunity for all Californians. He reported that labor fought hard and never quit. Californians have elected and re-elected candidates who will battle special interests and stand up for the rights and the dreams of working families and, most importantly, labor spoke with one voice. Labor’s endorsed candidates won 7 of the 9 endorsed statewide offices in this election. 3.

Report on City Council action regarding pension credit prior Government Service:

President McOsker gave a report on pension credit for prior Government Service. He reported that on November 7th, the City Council passed a motion to include on next year’s City wide ballot, a measure which would allow for the purchase of service credit in the Fire and Police Pension System for prior government service, including time spent in the U.S. military.

General Membership Meeting Minutes November 22, 2006 Page 2 President McOsker reported that this action is the first step of several in the process of creating this “buy-back” option for police officers and firefighters, and we expect that the full process will take eight months to a year to complete. Securing the City Council’s support for this long sought benefit however, was the highest hurdle toward reaching the goal. It now becomes a near certainty that our pension “buy-back” option will become a reality. President McOsker reported that UFLAC chose to deal directly with the CAO, the Mayor’s Office, and key City Council members on this matter, so as to keep it out of our ongoing contract negotiations. This strategy allowed us to avoid any “give-back” demands from the City while still achieving our goal. 4.

Discussion of LAFD Audit Issues:

President McOsker reported on the LAFD Audit and Stakeholders meetings. He reported that a few weeks into the process the Administration began undermining the process in order to get things to come out their way. Without input of the Stakeholders, the Fire Chief proposed to the Mayor about 20 City Charter changes related to discipline – an audit issue. At the same time, LAFD management and the Personnel Dept. conspired to change the structure of the upcoming Captains exam (another audit issue) and did so while patently refusing to meet-and-confer with Local 112 on these changes. President McOsker reported that UFLAC’s response was to withdraw from the Stakeholders meetings, and act to block and undo these unilateral actions. We succeeded in stopping the Charter changes with a cease-and-desist letter, we filed an Unfair Labor Practice charge regarding the Captains exam, and we asserted our right to meet-and-confer on audit related matters by demanding a meeting and then making formal proposals at the table on each of them. 5.
