Gloucester Harbor Gloucester harbor is a scenic and somewhat protected large basin in Gloucester. There are many little coves and interesting sites including a view of the city from the water. Access to the harbor is from several different locations. The main harbor can be accessed from Pavilion Beach, Freshwater Cove, and Niles Beach. The busy commercially inner harbor is seen from the Cripple Cove Landing and Rocky Neck Landing. Commercial fishing vessels and recreational powerboats are in these waters at almost anytime of the day or night.
