Attempt to equalize the number of officers on scene, or when attempting to make contact with gang members, as there are gang members being contacted. Gang members often carry concealed weapon or items that can be used as weapons on them. Often times these weapons are concealed in clothing, inside vehicle, bags, or with female companions.

Gang members are accustomed to being contacted by police and believe they know what is appropriate or inappropriate conduct by the police. Gangs may record the police contact or conduct counter-surveillance recordings of the conduct of the police officers to file complaints against officers or to intimidate officers in the future. (b) Witness testimony or official statement. (c) Written or electronic correspondence. (d) Paraphernalia or photographs. (e) Tattoos. (f) Clothing or colors. (g) Any other indicia of street gang membership.

In 1994 the Hells Angels probated and then patched over members of the Dirty Dozen outlaw motorcycle gang. With this event the Hells Angels laid claim to the state of Arizona, claiming it to be a “red and white” state. Membership Since that time the Hells Angels have fluctuated in numbers but have averaged about 60 to 80 members statewide. As of March 2011 the Hells Angels in Arizona number near 100.

Structure Each chapter must have 6 members to exist. If the chapter falls below that number it becomes “frozen.” Each chapter has its own leadership President (the P) ; Vice-President ; Treasurer ; Sgt-at-Arms who take care of chapter business. Chapters then report to a regional (west coast or east coast) leadership structure. Dues Dues are paid to the chapter each month as well as when a member violates a club rule. These dues are used for club business at the local, regional, national, or international level.

Criminal History Members of the Hells Angels have been arrested and convicted of the following offenses: *Drug Possession *Drug Paraphernalia *Assault *Threats *Misconduct with Weapons *DUI On September 15, 2009 a jury ruled the Arizona Hells Angels to be a gang in the State v. Nathan Sample case in Maricopa County, Case No. 2009-030276-002SE Female Associates Females are not allowed to become members of the Hells Angels. Often times females are used to transport weapons, drugs, or other items at the direction of members.

Females are normally employed as strippers or prostitutes to earn money for the club. Associates and Supporters Have no standing in the club. Often times want to be associated with the outlaw biker image but are not able to gain membership in the club. Patched members will often exploit supporters in order to obtain needed information or supplies for the club, example (s) drugs, police / MVD records. Money raised during runs by selling support shirts, stickers, books, or other items is used by the club for defense funds and club business (legal and illegal).
