The National Heritage Council (NHC) is a statutory body established in terms of Section 3 of the National Heritage Council Act 11 of 1999. It has, as one of its key mandates, a responsibility of disbursing funds for approved heritage projects. In allocating these funds, the National Heritage Council aspires to expand the base of participation of heritage organizations in the country. Applications are invited from individuals, organizations and institutions.

REQUIREMENTS Your application must: a) Demonstrate and substantiate the potential and significant contribution to heritage b) Specify the management and accountability structures c) Demonstrate an element of skills transfer and capacity building d) Include a Project Business Plan with an itemized budget and timelines e) Project Summary, management structure and contact person/s f ) Projects involving women, youth and differentially abled persons in their programmes through skills development, training and empowerment will be given preference. g) Observe and satisfy all the terms and conditions as stipulated in the application form.

CATEGORIES CONSIDERED FOR FUNDING The National Heritage Council funding for this term will only consider proposals in the following areas: a) Heritage Research (research & training and/or capacity building projects) This includes the broad category of unsung heroes and heroines, whose historical achievements have not been adequately captured. This programme calls on proposals of projects which seek to explore and trace the historical contribution and achievement of heritage communities in the promotion, conservation and management of our heritage. b) Liberation Heritage (research and publications) Liberation heritage needs to be profiled by practitioners involved in its research, publication/documenting as well as capacity building.. We call on proposals for projects whose objective is to enhance the liberation heritage in the country. c) Youth Education and Heritage (skills programmes and heritage training and research) This programme seeks to explore ways in which heritage can be used effectively to maximise the role of the youth in the promotion and conservation of heritage resources. While at the same time it explores what contribution heritage can have in addressing youth issues to prepare them for the main stream economy in their career paths. Projects must assist to integrate heritage conservation and management into the education system including public education programmes and forums/fora. This programme also seeks opportunities for research, knowledge production, capacity building and skills development in conservation and management of heritage resources. SECTION 5:

PARTNERSHIP AND ADMINISTRATION

Individuals applying for heritage funding must enter into a partnership in order to have their funding administered by a registered entity and for reporting to the NHC. Organisations that do not have Audited Financial Statements must partner with an organisation that has Audited Financial Statements in order to report jointly to the NHC. Guidelines for Partnerships 1. 2. 3. 4.

Organisations that do not meet the advertised requirements are required to make applications in partnership with established organisations that meet advertised requirements. These partnerships must exclude the following: a) Closed Corporations, (Pty) Ltd and profit making organisations. The two parties should jointly fill in the Memorandum of Understanding outlining the following: a) Roles of each party b) Reporting processes Roles must provide clarity for each party on the partnership and be documented Main party on the partnership will: a) Submit all reports on the project; b) Account for project activities and expenditures; c) Monitor and support the assisted party; d) Provide skills transfer so that the developmental party becomes independent and capacitated in the future; e) Provide audited financial statements
