Foreword This publication provides the monthly Consumer Price Indices for Uganda (Composite) and for the ten baskets of Kampala High Income, Kampala Middle Income, Kampala Low Income, Jinja, Mbale, Masaka, Mbarara, Fortportal, Gulu and Arua. All the baskets are for the urban households. The current Consumer Price Index was rebased from 2005/2006 using weights derived from the Uganda National Household Survey (UNHS IV), that was conducted from May 2009 to April 2010. During the rebasing exercise, Kampala was further decomposed into three baskets from the two that has been existing. In addition, Fortportal Centre was incorporated into the Index. The rebased CPI is now classified using international standards, referred to as Classification of Individual Consumption According to Purpose (COICOP). This is a shift from the Central Product Classification (CPC) that was used in the earlier series. At the elementary aggregate (EA) level, the indices are computed using the Jevons (Geometric Mean) method for all items within the elementary aggregates. The modified Laspeyres index formula is used to compute higher level indices. The National CPI is computed as a weighted average of the ten baskets mentioned above and indices are available from the EA level.

Highlights of CPI, March 2016 1.1 Annual Inflation The Annual Headline Inflation for the year ending March 2016 declined to 6.2 per cent compared to the 7.0 per cent (revised) during the year ended February 2016. The drivers for the Annual Headline Inflation were the Annual Food Crops Inflation which declined to 0.8 per cent for the year ending March 2016, compared to the 7.1 per cent recorded during the year ended February 2016. The other driver was the Annual Energy, Fuel and Utilities (EFU) Inflation that decreased to 7.0 per cent for the year ending March 2016, compared to the 8.7 per cent recorded during the year ended February 2016. The Annual Core Inflation increased to 6.9 per cent for the year ending March 2016, compared to 6.8 percent recorded during the year ended February 2016. The rise in Annual Core Inflation was due to the rise in the annual services inflation to 6.2 per cent for the year ending March 2016 compared to the 5.2 per cent recorded during the year ended February 2016. The decrease in Annual Food Crops Inflation is attributed to a decline in Annual Fruits Inflation that dropped to 4.3 per cent for the year ending March 2016, compared to 11.3 per cent that was recorded during the year ended February 2016. In addition, Vegetables Inflation declined to 0.3 per cent for the year ending March 2016 compared to 7.4 per cent recorded during the year ended February 2016. 1.2 FOOD AND NON-FOOD INFLATION The Annual Food Inflation decreased to 6.3 per cent for the year ending March 2016 compared to 9.6 per cent recorded during the year ended February 2016. On the other hand, the Annual Non- Food Inflation increased to 6.2 per cent for the year ending March 2016, compared to the 6.0 per cent recorded during the year ended February 2016 (Fig. 2). Key Drivers for higher Non Food inflation were Education (5.1 per cent) and Miscellaneous Goods and Services (6.8 per cent). 1.3 ANNUAL HEADLINE INFLATION BY INCOME GROUPS AND GEOGRAPHICAL AREAS Masaka registered the highest Annual Inflation of 9.2 per cent though lower than the 10.6 per cent recorded for the year ended February 2016. High Annual Inflation for Furnishings, Household Equipment and Routine Household Maintenance, at 12.4 per cent for the year ending March 2016 compared to 7.7 per cent recorded in February 2016, was the main driver for Masaka. In addition, the Annual Inflation for Education rose to 4.6 per cent for the year ending March 2016 compared to 2.6 per cent registered for the year ended February 2016. The second highest inflation was registered for the Kampala Low Income, at 8.1 per cent for the year ending March 2016 compared to 7.1 per cent recorded in February 2016. In particular, the increase in the Annual Inflation for Education to 27.7 percent in March 2016 compared to 17.6 per cent for February 2016, as well as for Restaurants & Hotels to 6.1 per cent for the year ending March 2016 compared to 4.4 per cent for the year ended February 2016, among others were the main drivers in this income group. Arua registered the third highest inflation of 8.0 per cent for the year ending March 2016, up from 6.5 per cent registered for the year ended February 2016. This was driven by Education inflation at 14.4 per cent, for the year ending March 2016 compared to 2.8 per cent recorded for the year ended February 2016. The other driver 1|Page

was Restaurants and Hotels that increased to 13.4 per cent for the year ending March 2016 compared to 6.7 per cent during the year ended February 2016. 2.1 MONTHLY INFLATION The Monthly Headline Inflation for March 2016 rose by 0.9 per cent for the month of March 2016 from 0.1 per cent recorded in February 2016. Food Inflation, registered an increase 1.4 per cent from a decline of 0.4 per cent in February 2016. This is mainly attributed to the Food crops Inflation that increased by 2.2 per cent in March 2016 from the earlier 0.4 per cent drop recorded in February 2016. Core inflation increased by 1.0 per cent in March 2016 from 0.2 per cent increase recorded in February 2016. However, the monthly EFU Inflation for March 2016 dropped by 1.8 per cent from the 0.5 per cent increase observed in February 2016. This is mainly attributed to the decrease in fuel prices during the month. In particular, Diesel prices decreased by 6.3 percent in March 2016 from an earlier drop of 8.2 percent that was recorded in February 2016. Similarly, Petrol prices decreased by 3.4 percent in March 2016 compared to a decrease of 3.3 in February 2016.
