2012  MCA-N will not be held responsible for mishandling bids, which are not sealed and marked appropriately  Proposal validity 90 days after the proposal submission deadline  Bid opening ceremony is public, at 14:00 on October 26, 2012

Evaluation (III) Points to Remember  Only the evaluation and qualification criteria and

methods listed in Section III apply  No margins of preference apply  Award to the consultant with the highest-scored technical proposal, above the minimum of 75 points  No points for financial proposals below the budget

Contract (IV) Points to Remember  Core Team and Auto/Office Equipment provided by

MCA-N  MCA-N approval required for changes of Key Personnel

CLS ToR  Support the mandate of the MLR to implement the

provisions of the Communal Land Reform Act 2002: 1. improve use of communal lands for economic growth; 2. support TA, CLB, MLR and local residents in their ability to protect and manage commonage; and 3. increase landholders’ tenure security over their individually allocated properties and communities’ tenure security over the commonage in the NCAs.

Questions Received so Far  Does the term “core staff” refer to all the posts

mentioned in Appendix 2?  Can the winning bidder after a thorough review of “core staff” and discussion with the MCA, at its own discretion refuse to pursue contracts with these core staff in particular the non – key personnel, instead employing staff of its own selection?  If the above is the case does the MCA need to approve such appointments in advance?”
