Palmyra Racing Association Proposed Bylaw Revisions – March 2016 These proposed changes to the bylaws and administration of the Palmyra Racing Association are intended to facilitate an increased work contribution from existing members, draw more “working” members into the club and more efficient management of the work to be done. This proposal will be voted on at the general membership meeting on April 14th 2016. It will require a two-thirds vote from all members present with voting privileges to pass. PART 1 -POINTS Work Points – can be earned by performing pre-approved work that must be validated complete by a “Work Leader.” Points for each task will be predetermined. Work Points will be used to determine membership level and can be used to pay membership dues. (see Part 2) Work Leaders will be appointed by the President, Vice President, Equipment Manager and a designated Board Member – and will be responsible for turning approved Work Points into the Secretary. Event Points – are a subset of Work Points that are earned by donating work on an event day and may be used to determine member eligibility for voting and leadership positions. Meeting Points – can be earned by attending General Membership Meetings. These points may be used in determining a member’s eligibility for voting and leadership. PART 2 – MEMBERSHIP DUES With the exception of life members, all “full time” membership dues will begin at $500. Dues for a season can be paid in cash or “work points.” Work points are worth $20 each can only be accrued for UNPAID dues within the current year or the following year. Never will any member receive monetary compensation for accrued points not “cashed-in.” – MEMBERSHIP TYPES Working Member – (replaces “senior member”). A Working Member is defined as a club member that has paid at least two-thirds of their current year dues via work point credits – or has accrued enough worked points to cover two-thirds of the following years dues. The Working Member will enjoy full access to “open”

areas of the club property as well as free access to any public open practice day (includes 2-4-1’s). Additionally the Working Member be allowed to bring a guest to scheduled “Club Ride Days.” Associate Member - a member with open area riding privileges only. An Associate Member may volunteer to work and earn points towards membership dues and/or Working Member status. Associate Members will be included on “Club Ride Days,” but cannot bring a guest. Associate Members will enjoy a $10 discount on public open practice day (includes 2-4-1’s). On-Deck Member – is a member that has accrued points in the current year or one year prior and has not yet cashed them in or otherwise paid their dues. This member has no riding privileges not afforded to the general public. Other Changes: • There is no more Probationary Member • Life Members will enjoy Associate Member benefits without annual dues – but must meet Working Member requirements to be eligible for board / officer positions, voting, or “guest pass” and “free practice” benefits. (essentially no change) • Membership will be capped at 200 non-Life Members without regard for membership type • Reserve Membership status can only be granted to Working Members and will not count against the membership cap. – VOTING PRIVILEGES AND BOARD / OFFICER ELIGIBILITY Working Members will have voting privileges and be eligible to run for a club officer or board position if they have attended at least 50% of the current year’s membership meetings OR donated work at 33% of the of the current years “public” events (races). Working Members voted into an officer / board position will have the “unearned” portion of their dues waved for that season. Life Members will have voting privileges and be eligible to run for a club officer or board position if: 1. …they meet the criteria that would classify them as Working Member - OR 2. they have attended at least 50% of the current year’s membership meetings AND donated work at 33% of the of the current years “public” events (races). Associate Members will have voting privileges if they have attended at least 50% of the current year’s membership meetings AND donated work at 33% of the of the current years “public” events (races). Associate Members are not eligible to run for a club officer or board position. - GUIDELINES FOR ELECTIONS Nominations and elections will be accelerated one month to September and October, respectively.
