Foreword

This publication provides the monthly Consumer Price Indices for Uganda (Composite) and for the ten baskets of Kampala High Income, Kampala Middle Income, Kampala Low Income, Jinja, Mbale, Masaka, Mbarara, Fortportal, Gulu and Arua. All the baskets are for the urban households. The current Consumer Price Index was rebased from 2005/2006 to 2009/2010, using weights derived from the Uganda National Household Survey (UNHS IV) that was conducted from May 2009 to April 2010. During the rebasing exercise, Kampala was further decomposed into three baskets from the two that has been existing. In addition, Fortportal Centre was incorporated into the Index. The rebased CPI is now classified using international standards, referred to as Classification of Individual Consumption According to Purpose (COICOP). This is a shift from the Central Product Classification (CPC) that was used in the earlier series. At the elementary aggregate (EA) level, the indices are computed using the Jevons (Geometric Mean) method for all items within the elementary aggregates. The modified Laspeyres index formula is used to compute higher level indices. The National CPI is computed as a weighted average of the ten baskets mentioned above and indices are available from the EA level.

Highlights of CPI, August 2016 1. Annual Inflation The Annual Headline Inflation for the year ending August 2016 slowed to 4.8 percent compared to the 5.1 percent recorded during the year ended July 2016. The decline was due to Annual Core Inflation that registered 4.9 percent for the year ending August 2016, compared to the 5.6 percent recorded during the year ended July 2016. The decrease in Annual Core Inflation was a result of a drop in other goods Inflation to 5.2 per cent for the year ending August 2016, compared to the 5.8 percent registered during the year ended July 2016. The other driver was the Annual Services Inflation which declined to 4.4 percent for the year ending August 2016, compared to the 5.5 percent that was recorded during the year ended July 2016. (See Table 1& 6 for more detail) The Annual Food Crops Inflation and Related Items, however, increased to 5.2 percent for the year ending August 2016, compared to 3.2 per cent recorded during the year ended July 2016. The increase in Annual Food Crops Inflation was driven by high prices of fruits, which registered a minus 4.0 percent for the year ending August 2016 compared to the minus 8.6 percent that was recorded for July 2016. On the other hand, Annual Inflation for vegetables slightly declined to 13.9 percent for the year ending August 2016 compared to the 14.1 percent recorded during the year ended July 2016 Similarly, the Annual Energy, Fuel and Utilities (EFU) Inflation increased to 3.0 percent for the year ending August 2016, compared to 2.1 percent recorded during the year ended July 2016. The increase was due to a rise in Annual Inflation for Electricity that increased to 11.6 percent for the year ending August 2016 compared to 5.1per cent recorded for the year ended July 2016

2. Annual Headline Inflation by Income Groups and Geographical Areas Kampala Low Income registered the highest Annual Inflation of 6.2 per cent for the year ending August 2016, compared to 5.6 percent recorded for the year ended July 2016. The high Annual Inflation for Education Service, at 30.7 per cent for the year ending August 2016 compared to 30.6 percent for the year ended July, was the main driver. In addition, the Annual Inflation for Miscellaneous Goods and Services rose to 9.4 percent for the year ending August 2016, though this was lower than 10.9 percent registered for the year ended July 2016.

The second highest inflation was in Arua which registered 6.0 percent for the year ending August 2016, compared to 6.2 percent recorded in July 2016. The main driver in Arua was high Annual Inflation for Food and non-alcoholic beverages that registered an 8.5 percent in August 2016 compared to 7.6 per cent for July 2016. In addition, Restaurants and Hotels that recorded an annual inflation of 9.4 per cent for the year ending August 2016 compared to 10.7 per cent for the year ended July 2016. (Table 7) Jinja registered the third highest inflation of 5.7 per cent for the year ending August 2016, slightly lower than 5.8 per cent registered for the year ended July 2016. This was driven by Alcoholic Beverages & Tobacco which stood at 13.8 percent for the year ending August 2016 from the 11.5 percent that was recorded for the year ended July 2016. The other driver was Food and non-alcoholic beverages that registered 8.0 per cent for the year ending August 2016 compared to 7.7 percent recorded during the year ended July 2016. Annual Inflation for the three and other centres is shown in Table 7 and Graph 2 below. 3. Monthly Inflation The Monthly Headline Inflation increased by 0.5 percent for the month of August 2016 from the earlier 0.2 per cent in July 2016. The increase is mainly attributed to a rise in Monthly Core Inflation by 0.3 percent from the 0.1 percent recorded for the month of July 2016. Food Crops and related Items also registered a monthly increase by 1.9 percent in August 2016 from the 1.6 percent recorded for the month of July 2016. In addition, the Monthly Energy, Fuel and Utilities increased by 0.6 percent for the month of August 2016 from the minus 0.8 percent recorded during the month of July 2016. (Table 1a)

Explanatory notes for the Inflation of August 2016 1.0Annual Inflation by COICOP1 Divisions The evolution of Annual Inflation according to COICOP is described in the following paragraphs

1.1 Food and Non-Alcoholic Beverages The Annual Inflation for Food and non-alcoholic beverages increased to 5.2 percent for the year ending August 2016 compared to 4.9 for the year ended July 2016. The increase was due to a rise in Annual Food Inflation to 5.5 percent for the year ending August 2016 compared to 5.2 percent recorded during the year ended July 2016.The increase in Annual Food Inflation was due to a rise in the Annual Inflation for Vegetables to 13.9 percent in August 2016 though lower than 14.1 percent that was recorded in July 2016. In addition the Annual inflation for Sugar, jam, honey, chocolate, and confectionery increased to 18.8 percent for the year ending August 2016. The Annual Inflation for Non-Alcoholic Beverages increased to 0.4 percent for the year ending August 2016 compared to 0.1 percent that was recorded for the year ended July 2016. Graph 3 shows the trends of Food and Non Alcoholic Beverages Inflation from 2013 to date.

Non-alcoholic beverages

1.2 Alcoholic Beverages, Tobacco & Narcotics The Annual Inflation for Alcoholic Beverages, Tobacco & Narcotics recorded a 5.8 percent increase for the year ending August 2016 though slightly lower than the 5.9 percent recorded for the year ended July 2016. The increase was due to a rise in Annual Inflation of Tobacco that registered a 7.3 percent for the year ending August 2016 compared to 4.1 percent recorded for the year ended July 2016. On the other hand, Alcoholic Beverages dropped to 5.7 percent for the year ending August 2016 compared to 6.1 percent recorded for the year ended July 2016.

1.3 Clothing and Footwear The Annual Inflation for Clothing and Footwear dropped to 6.4 percent for the year ending August 2016 compared to 7.0 percent recorded for the year ended July 2016. This was mainly attributed to Footwear Inflation that registered a 6.8 percent for the year ending August 2016 Compared to 10.7 percent for the year ended July 2016. However, Clothing Inflation increased to 6.4 percent for the year ending August 2016 compared to 6.2 percent for the year ended July 2016. Graph 4 shows the trends of clothing and Footwear from January 2013 to date.

1.4 Housing, Water, Electricity, Gas and other Fuels Housing, Water, Electricity, Gas and other Fuels comprises of Actual Rentals for Housing, Maintenance & repair of the dwelling, Water Supply, Electricity, Gas and Other Fuels The Annual Inflation for Housing, water, electricity, Gas & other fuels, dropped to 3.8 percent for the year ending August 2016 compared to 4.9 percent recorded for the year ended July 2016. The drop was attributed to a reduction in Inflation of Actual Rentals paid by tenants that recorded a 1.7 percent for the year ending August 2016 compared to 5.5 recorded for the year ended July 2016. Annual Inflation for Water supply & miscellaneous services registered a 10.9 percent for the year ending August, 2016 the same rate recorded for the year ended July, 2016. Electricity, Gas and other fuels increased to 4.3 percent for the year ending August 2016 compared to 2.7 percent recorded for the year ended July 2016. 1.5 Furnishings, Household Equipment and Routine Household Maintenance This Division Comprises of Furniture & furnishings, Carpets & Other Floor Coverings, Household Textiles, Household Appliances, Glassware, Tableware and Household Utensils, Tools & Equipment for House, and Goods & Services for Routine Household Maintenance The Annual Inflation for Furnishings, household equipment & routine household maintenance registered a 4.8 percent for the year ending August 2016 compared to 6.2 percent recorded for the year ended July 2016. Household appliances dropped to 3.7 percent for the year ending August 2016 compared to 5.8 percent recorded for year ended July 2016. Glassware, tableware and household utensils registered a 12.5 percent for the year ending August 2016 compared to 10.0 percent recorded for year ended July, 2016. Goods and services for routine household maintenance registered a 1.7 percent for the year ending August 2016 compared to 1.4 percent recorded for the year ended July 2016. 1.6 Health The health Division comprises of Medical Products, Appliances & Equipment, Outpatient Services, and Hospital Services. The Annual Inflation for Health registered 4.2 percent increase for the year ending August 2015 compared to 4.0 percent recorded for the year ended July 2016. The increase was due to Annual Inflation for Medical Products, Appliances & Equipment that recorded a 3.8 percent for the year ending August 2016 compared to 3.6 registered for the year ended July 2016. In addition, Hospital Services and Outpatient registered an increase of 5.6 percent and 4.4 percent respectively for the year ending August 2016.

Transport

Transport division comprises of Purchase of vehicles, Operation of Transport Personal Equipment and Transport Services. Annual Inflation for Transport increased by 3.4 per cent for the year ending August 2016 the same rate registered for the year ended July 2016. The driver for the increase was Inflation for Purchase of Vehicles that registered 15.0 percent for the year ending August 2016, compared to 14.5 percent recorded for the year ended July 2016. Transport Services Inflation increased to 3.2 percent for the year ending August 2016 compared to 2.9 percent recorded for the year ended July 2016. However, the Annual Inflation for Operation of Personal Transport Equipment decreased to minus 3.3 percent for the year ending August 2016 compared to minus 2.5 percent recorded for the year ended July 2016.

Communication

Communication includes Postal services, Telephones and Telefax equipment and Telephone and Telefax services. The Annual Inflation for Communication registered a minus 10.6 percent for the year ending August 2016 from the minus 7.7 percent recorded for year ended July 2016. The main driver was Telephone and Telefax services that registered a minus 12.5 percent for the year ending August 2016, from the minus 9.8 percent recorded for the year ended July 2016. Similarly, Telephone and Telefax equipment registered a minus 4.5 percent for the year ending August 2016, compared to a minus 0.8 per cent recorded for the year ended July 2016. Postal Services, on the other hand, registered a 10.8 percent rise for the year ending August 2016, the same rate recorded for the year ended July 2016.

Recreation and Culture

Recreation and Culture comprises of Audio-visual, photographic & Information processing equipment, Recreational & Cultural services, Newspapers, books & Stationery and Package Holidays. Annual inflation for Recreational and Culture registered a minus 0.3 percent for the year ending August 2016, compared to minus 0.2 percent recorded for the year ended July 2016. The main driver for the decrease was the Audio-visual, photographic and Information processing equipment Inflation that registered a minus 3.5 percent for the year ending August 2016 compared to minus 3.6 percent recorded in July 2016. Similarly, Recreational and Cultural services registered a minus 1.6 percent for the year ending August 2016 compared to minus 1.3 percent increase recorded during the year ended July 2016. 0n the other hand, Newspapers, books & Stationery registered 3.0 percent while Package Holidays registered 0.5 percent increase for the year ending August 2016.

Education

Education comprises of Pre-Primary and Primary Education, Secondary Education, Post-secondary non-tertiary education, Tertiary Education and Education not definable by level. The Annual Inflation for Education for the year ending August 2016 increased to 17.9 percent the same rate recorded for the year ended July 2016. This was due to an increase in Secondary Education that registered 24.7 percent for the year ending August 2016 the same rate registered for the year ended July 2016. Pre-primary & Primary Education, Tertiary Education and Education not defined by level recorded 14.5 percent, 0.7 percent and 2.1 percent respectively for the year ending August 2016.

Restaurants and Hotels

Restaurants and Hotels comprises of catering services and accommodation services. The Annual Restaurants and Hotels Inflation for the year ending August 2016 declined to 5.6 percent for the year ending August 2016 compared to 6.2 percent registered for the year ended July 2016. This was due to a reduction in prices of catering Services of Restaurants Cafés, bars and the like from 6.7 percent for the year ended July 2016 to 5.9 percent for

the year ending August 2016. In addition, there was a slight decrease in accommodation services registering a 4.8 percent for the year ending August 2016 compared to 5.1 percent for the year ended July 2016.

Miscellaneous Goods and Services

Miscellaneous goods and services comprised of Personal Care such as hairdressing salons and personal grooming establishments, Personal Effects such as Jewellery, clocks and watches, Insurance and Other services such as passport fees, photocopying and radio announcements. The Miscellaneous goods and services Inflation for the year ending August 2016 registered 6.7 percent compared to 7.2 percent recorded for the year ended July 2016. The reduction was due to Inflation of Personal Effects that recorded at 5.2 percent for the year ending August 2016 compared to 7.2 percent for the year ended July 2016. In addition, the Annual Inflation for Personal Care registered 5.8 percent for the year ending August 2016 compared to 5.9 percent recorded for the year ended July 2016.

2.0 Monthly Inflation by COICOP Divisions The evolution of Monthly Inflation according to COICOP is described in the following paragraphs

2.1 Food and Non-Alcoholic Beverages The Monthly Inflation for Food and non-alcoholic beverages registered a 0.8 percent for the month of August 2016 from the 0.9 percent recorded for July 2016. The drop was due to a decrease in prices of vegetables that recorded an inflation of minus 1.7 percent in August from the 2.4 percent recorded in July 2016. In addition, Meat Inflation registered a minus 0.2 percent in August 2016 from the 0.3 percent recorded in July 2016. On the other hand, the prices of Fruits registered an Inflation of 6.9 percent for the month of August 2016 from the 0.6 percent recorded in July 2016. Similarly, Sugar inflation increased by 1.4 percent in August 2016 from the 1.0 percent registered in July 2016 The Monthly Inflation for Non-Alcoholic Beverages increased to 0.4 percent for the year ending August 2016 compared to 0.1 percent that was recorded for the year ended July 2016.

2.2 Alcoholic Beverages, Tobacco & Narcotics The Monthly Inflation for Alcoholic Beverages & Tobacco recorded 0.4 percent increase for the month of August 2016 from the 0.0 percent recorded in July 2016. The increase was due to a rise in Monthly Inflation of beer that registered 0.4 percent in August 2016 from the minus 0.4 percent recorded for the year ended July 2016. On the other hand, Sprits dropped by minus 0.3 percent in August 2016 from the 0.2 percent recorded in July 2016.

2.3 Clothing and Footwear The Monthly Inflation for Clothing and Footwear increased by 0.7 percent for the month of August 2016 from the minus 0.8 percent in July 2016. This was mainly attributed to the increase in Garments for both men and women that registered 0.8 percent from the minus 1.1 percent in July 2016. Foot wear Inflation recorded 0.1 percent in August 2016 from the 0.4 percent recorded in July 2016.

2.4 Housing, Water, Electricity, Gas and other Fuels The Monthly Inflation for Housing, water, electricity, Gas & other fuels, increased by 0.3 percent in August 2016 from the minus 0.7 percent recorded in July 2016. The increase was attributed to a rise in Solid Fuels that increased by 1.4 percent in August 2016 from the minus 2.7 percent in July 2016. Monthly Inflation for Water supply & miscellaneous services registered a 0.0 percent in August, 2016 from the 1.1 percent in July, 2016. Electricity, Gas and other fuels also registered a 0.0 percent in August 2016 from the minus 2.1 percent recorded in July 2016. 2.5 Furnishings, Household Equipment and Routine Household Maintenance 9|Page

The Monthly Inflation for Furnishings, household equipment & routine household maintenance increased by 0.3 percent in August 2016 from the 0.2 percent recorded in July 2016. The increase was due to Major Household appliances that rose by 0.1 percent in August 2016 from the minus 2.2 percent recorded for July 2016. Glassware, tableware and household utensils registered 1.0 percent in August 2016 from the minus 0.6 percent recorded in July, 2016. Goods and services for routine household maintenance registered 0.7 percent in August 2016 from the 0.0 percent recorded in July 2016.

2.6 Health The Monthly Inflation for Health registered 0.2 percent increase in August 2015 from the minus 0.1 percent recorded for July 2016. The increase was due to Monthly Inflation for Paramedical Services that recorded 1.7 percent in August 2016 from the minus 3.9 percent in July 2016. In addition, Medical Services registered a monthly increase of 0.2 percent in August from the 0.0 percent in July 2016.

2.7 Transport Transport registered the monthly inflation of 1.1 percent for the month of August 2016 from the minus 0.1 percent recorded during the month of July 2016. The driver was the Monthly Inflation for the Purchase of used vehicles that registered 3.6 percent for the month of August 2016 from the 1.2 percent recorded for the month of July 2016. The other driver was the monthly inflation for Passenger Transport by road that increased by 1.2 percent in August 2016 from the 1.0 percent recorded for July 2016. However, the Monthly Inflation for Passenger Transport by air dropped to minus 4.1 percent for the month of August 2016.

2.8 Communication The Monthly Inflation for Communication registered 0.0 percent in August 2016 from the 0.2 percent recorded in July 2016. The main driver for the drop in communication inflation was Telephone and Telefax Equipment that registered a minus 0.1 percent in August 2016, from the 1.2 percent recorded for July 2016.

2.9 Recreation and Culture Monthly inflation for Recreational and Culture registered a minus 0.1 percent for August 2016 from the 0.0 percent recorded in July 2016. Equipment for reception, recording and reproduction of sound and pictures Inflation dropped from 0.6 percent in July 2016 to 0.4 percent in August 2016. Cultural services registered 0.2 percent in August 2016 from the 0.5 percent increase recorded in July 2016. Books registered minus 0.1 percent in August 2016, the same rate recorded in July 2016.

2.10 Education The Monthly Inflation for Education for August 2016 increased by 0.1 percent from the 0.0 percent recorded for July 2016. This is attributed to an increase in Tertially Education charges Inflation that increased by 0.7 percent in August 2016 from the 0.0 percent in July 2016

Restaurants and Hotels

The Monthly Restaurants and Hotels Inflation for August 2016 increased by 0.5 percent from the minus 0.3 percent registered in July 2016. This was due to an increase in inflation of Catering Services of Restaurants Cafés, bars by 0.3 percent in August 2016 from the minus 0.6 percent in July 2016. In addition, there was an increase in Accommodation Services Inflation by 0.8 percent in August 2016 from the 0.2 percent in July 2016.

Miscellaneous Goods and Services

Miscellaneous goods and services Inflation for the month of August 2016 registered 0.0 percent in August 2016 from the 0.8 percent recorded in July 2016. The reduction was due to Inflation of Hairdressing salons and personal grooming establishments that dropped to 0.4 percent in August 2016 from the 0.8 percent recorded in July 2016.
