There’s lots of civic engagement out there — some good, some just noise. What we need now isn’t just civic engagement, it’s the civic education that makes it matter.

Civics. Civil. Civility. Citizen. They all come from the same Latin word: civis. They all embody the same idea. They all are essential to democracy. And they are all endangered — more so every day. By politics, by money, by apathy, by agendas. And yet they are all supremely valued.

By you, by us, by the teachers who go beyond the call to teach that freedom is a living, breathing and vulnerable thing. And by the thousands of students who discover that some words put on paper 224 years ago both set and still guide the course of their lives. That’s where we come in: you and Classroom Law Project. Committed volunteers and generous supporters, and dedicated educators, members of the legal community and civic leaders who understand that the best way to preserve democracy is to teach democracy. And the best way to teach democracy — the best way to master the skills of active liberty, effective compromise and responsible freedom — is to powerfully and tirelessly bring the principles, virtues, civic responsibilities and everyday mechanics of democracy into the curriculum of our schools. With that priceless background of civic education and understanding, then civic engagement becomes an invaluable tool for making the laws, the democracy and the world better. That’s why we care. That’s why our teachers and volunteers care. That’s why you care. And that’s why, even in the face of funding cuts, uncivil shouting heads and too many distractions, none of us can stop caring. We’ve done a lot of good so far — but not nearly good enough. Yet.

Amid the noise: progress, learning, discovery, fun.

Making civic education truly engaging. We The People, Mock Trial, Project Citizen, Youth Summit, Street Law… the list of our programs goes on, and you know their names by now. For more than a quarter of a century, Classroom Law Project has been the premier organization of its kind in America. From inner-city grade schools to rural high schools, this is how indifference becomes engagement and, against all odds, civics learning becomes fun. With your help and your commitment, we reach hundreds of schools and thousands of students each year with vital civics education — thoughtful, timely, practical and, of course, fun civic education programs for students in grades K-12 throughout Oregon. Education that becomes engagement that works, engagement that matters. Education that helps young people develop pro-social behavior, positive attitudes and an understanding about issues of authority, justice, community and the role of law and public institutions in resolving conflict. Education that prepares students to think about the common good and to take action to express their commitment through voting, volunteerism and petitioning the government for change.

From fifth-graders who know little of the Constitution and wind up saying things like this: “An idea that stuck out to me the most was the common good. It taught me about how I can show civic virtue and help the community.” Or this: “Individual rights were the most important idea to me because when we were little kids we did not know we had rights, but now we do.” Or this: “Without the common good, it would be a very tough life.” To the high school student who begins the year so scared of public speaking she actually faints, then becomes so motivated by the We The People project at her school that she winds up being the most commanding presence and speaker at the Constitution Team national competition. The great thing about CLP civic education

is that it has endless big-picture benefits for our society, our educators and our future — and it also has endless one-kid-at-a-time benefits for students who just need a light in which to shine, some space in which to open their minds, and a foundation upon which to build their confidence. How do you turn civic education into meaningful, lasting civic (and civil) engagement? First you have to light the fire.

THIS IS YOUR MOMENT. There is so much doing: Project Citizen classes, in which students of all ages take on a public policy issue in their community and devise an action plan for local government leaders, addressed everything from urban coyotes to cyber-bullying, from bicycle safety to Willamette River pollution. A We The People student participant begins the year as a socially awkward misfit with his classmates, gets totally immersed in the WTP subject matter, learns to articulate his thoughts at the curriculumconcluding simulated congressional hearing, and ends the year as a different person, embraced by his peers. Near-record numbers of teachers attend the Summer Institute, inspired to put civics education in place in their classrooms. For the first time, the popular Youth Summit in Portland, which enables students to question adult experts on pressing issues, was linked to a second location (Medford,

Oregon) to expand the reach and results of this program. The influential City Club of Portland begins exploring civics education (or the lack of it) in our schools, realizing that the art of compromise is in trouble. The annual Oregon Civics Conference, which brings teachers, curriculum specialists and administrators to Salem for an insiders’ view of state government, drew an exceptional group of insiders, including Attorney General John Kroger, Secretary of State Kate Brown and Oregon Supreme Court Chief Justice Paul De Muniz. Law Camp for 6th-, 7th and 8th-graders partners with inner North Portland’s struggling but now rebounding King School to bring in minority law student mentors, helping kids see that education is indeed a ticket to a wider life. Five thousand kids go on informative, engaging tours of the courthouse led by CLP volunteers.

And there is so much that needs to be done: The funding for many civic education programs nationwide has been sorely cut. CLP is certainly not immune — but we are also not backing down. Civic education has never been more needed, and the essential elements of active, effective citizenship have never been more strained. Which means we’ve never needed you more. We ask repeatedly for your commitment and generosity, and you respond with vision and enthusiasm. And yet this time we must ask for even more — the stakes are higher, the threats are louder, and the opportunities are ever bigger and better. This is your moment. Together we can do so much to bring civics and civility back into our democracy from the ground (and the classroom) up.

Together against the challenges and toward the opportunities — that’s how the doing gets done.

“CLP, the go-to resource for teachers, kids and our democracy”. That’s a bit of a bold statement, of course. These days, bold is what it takes. We are fast becoming (after more than a quarter century of hard work) the go-to resource for the absolutely essential teaching and learning of civics education in our state. And from there, we believe it isn’t a huge leap to assert, in a fragile time when civics and active citizenship are definitely “not on the test” in our schools, that American democracy needs a refresher course. Nations around the world look to us for civic engagement that works — it’s time we took a hard look at ourselves. It isn’t working like it once did, and together with you and the teachers and kids who are our future, we need to fix that. Which is what CLP is all about. None of us can afford to stop now. CLP must expand the reach of our programs, continue building a committed and sustaining group of donors, volunteers

and teachers, and never stop building the scope, visibility and creativity of our vision and mission. It can’t happen without you. Democracy, citizenship, justice, rights, respect — our children must be brought up understanding and appreciating how vital these concepts are to a life well-lived. Classroom Law Project is committed to helping create that understanding in our schools — where we learn how conflicts are resolved and a collection of individuals becomes a community. We thank each of you — volunteer, teacher, donor, friend — for helping to make civic engagement matter for today and tomorrow by building the foundation of civic education that supports it. And we need you — more than ever — to continue to donate, to volunteer, to believe. We’ve done a lot of good so far — but not nearly good enough. Yet.

What it costs to make it matter: If you are considering increasing your much-appreciated support of CLP, here is what it costs to bring additional students and teachers into some of our programs. We hope it seems as good a bargain to you as it does to us: We the People: The Citizen & the Constitution — $2000 provides assistance to a high school team participating in the congressional hearing competition. Or provide assistance to elementary or middle school teams conducting hearings for $1000. Mock Trial Competition — support a high school team in competition for $400. Project Citizen — Train one teacher in the Project Citizen curriculum for $350.
