The Board of Psychologist Examiners (Board) is the state agency responsible for

licensing and disciplining psychologists, and for regulating the practice of psychology in the
11
State of Oregon. James L. Born, Psy.D., (Licensee) is licensed by the Board to practice
12
psychology in the State of Oregon.

The Board proposes to take disciplinary action pursuant to ORS 675.070(2) against
15
Licensee, by requiring Licensee to complete at least 8 hours of continuing education (CE) on
16
conflict of interests that is pre-approved by the Board’s Executive Director (this course work
17
shall not count towards Licensee’s regular biennial CE requirements) and to pay a civil penalty
18
of $1,000, for violating ORS 675.070(2)(d)(A), ORS 675.070(2)(h) and the following
19
professional ethical standards; ES 3.06 Conflict of Interest; and ES 10.02 Therapy Involving
20
Couples of Families, as adopted under OAR 858-010-0075.

2. The Board’s proposal to impose terms of discipline is based on the following alleged facts that constitute violations of ORS 675.070 and the specified ethical standards: 2.1
Licensee began to provide psychotherapy services to Client A, an adolescent
25
female, who was the subject of a recent custody dispute between her divorced
26
parents, on January 17, 2017. Client A was expressing emotional distress from PAGE 1 –NOTICE OF PROPOSED DISCIPLINE AND SUPERVISION – James L. Born, Psy.D.
