Introduction

1.1 The Civil Aviation Directive CAD-PEL 61 incorporating SAR-ATCL 61 Rules for Air Traffic Controller Licences, Medical Certificates and Training as technical standards entered into force on 01 January 2013 and Air Traffic Services Unit of the Air Navigation Services Division and ATCO Training Organisations are obliged to implement its requirements within immediate effect. The Directive includes a requirement to ensure that Air Traffic Controller Licences are issued in accordance with the SAR-ATCL 61. 2.

Purpose

2.1 The purpose of this Information Notice is to advise of the incorporation of the Directive into the Seychelles Air Navigation Order and consequential changes to the Seychelles requirements for the licensing, medical certification and training of air traffic controllers. 3.

Scope

3.1 This Information Notice is addressed to the senior management of air traffic services and managers of ATCO training organisations who are asked to take note of the content and also ensure that all air traffic controllers are made aware of its content. Page 1 of 2

4.

Implementation of the Directive

4.1 The Directive is implemented through an amendment to the Seychelles Air Navigation Order (ANO). The Seychelles Civil Aviation Authority is currently consulting upon the ANO amendment and the amended version will be promulgated in due course. 4.2 Consequential to the amendment of the ANO, changes are required to the Seychelles system of air traffic controller training and licensing. The procedures for licence application and administration have been created by Air Traffic Standards and are available on the SCAA website at this link: http://www.scaa.sc/personnel-licensing-SCAP8 and the Personnel Licensing Office. 4.3 The ATCO licensing application forms have also been devised and are available on the SCAA website at this link http://www.scaa.sc/personnel-licensing-ATCO/forms9 and the Personnel Licensing Office. 4.4 As a result of the implementation, the SCAA is required to re-issue all existing air traffic controller licences. This administrative task will commence in January 2013 and is expected to take up to 6 months to complete. The Personnel Licensing Office will provide details of the process for the reissuing of ATCO licences in due course. 5. Transitional Arrangements 5.1 To enable the SCAA to fully implement the requirements of the Directive, all existing ATCO licences will remain valid until the SCAA has issued the revised licence, as detailed in paragraph 4.4. 6.
