Agreement between 1. (Bidder / RC Holder) M/s.____________________________________________________________________ _____________________________________________________________________________ And 2. (Paper Mill) M/s. _______________________________________________________________________ ________________________________________________________________________
3. Having read the provision of DGS&D Tender Enquiry No. COMPSTNRY/PP-3/RC---M/s. _____________________________ (hereinafter referred 1st Party) enters in to an agreement to purchase raw material (i.e. Base paper in bulk) from M/s. _________________________(Paper Mill) (hereinafter referred on 2nd Party). 1. In compliance with the agreement, it is informed that:The 2nd Party M/s. _______________________________________ from whom 1st party intends to procure Base Paper has integrated pulp and paper plant facilities using 100% virgin wood pulp paper(Type-A) & chemical pulp free from unbleached pulp, waste and paper cutting. 2. We further confirm that: The mill shall be registered with DGS&D to IS 1848:2007 for Writing & Printing Paper in Type A (i.e. like Offset paper, Map litho Paper, & writing & printing white paper etc). shall be capable to meet the requirements of Table 1 including clause 4.1.2 & 4.6, 6.2 also of IS: 12766/1997 with amdts. 1,2&3 (in 60/ 70/ 80 GSM paper) to be used in computer stationery. OR The unregistered mill (2nd party) agrees that representative of DQA, DGS&D shall draw adequate number of samples as per the sampling plan of the specification from the first lot offered raw material / base paper at paper mill before dispatch to supplier / RC holder and send the same to independent Govt. laboratory for complete testing as per IS: 12766/1997 with amdts. 1, 2&3.
The test charges shall be borne by the supplier / RC holder and shall be remitted in advance to the lab irrespective of the result of the test report. The lot may be accepted and released only on receipt of satisfactory test report from the laboratory. The testing of samples at mills premises shall be allowed in case the tenderer proposes to do so before lifting the material from the mill for conversion to computer stationery. Not referred in agreement:A. Tenderers / RC holder shall furnish copy of purchase invoice, mill test report against each indentified lot. ADQA shall verify the documents with originals before commencement of inspection. B.
Having read the provisions of DGS&D tender enquiry No. COMPSTNRY/PP-3/RC------------------------------------, the 2nd party has agreed to supply paper meeting the tender enquiry specification and eligibility requirements to the tenderer / RC holder for a period of minimum one year covering the validity period of the rate contract.

The 1st party to this agreement undertakes that it will be responsible for all the contractual obligations including quality aspects, replacement of part / items and warranty / guarantee obligations.

Tenderers / RC Holder have the option to change their agreement with the mill but not more than once in the rate contract period and also only after first six month period of the rate contract stating the valid reason for revision of their agreement with the proposal of the new paper mill.

Tenderers /RC Holder those who are already having the rate contract & having listed the paper mill name in the previous rate contract will be considered acceptable on receipt of the test report from independent govt. laboratory at the time of Tender bid. Agreement signed and executed on ….. day of …. 20…. and will be valid till 31.07.2015.

Having read the provision of DGS&D Tender Enquiry No. COMPSTNRY/PP-3/RC-M/s._____________________________ (hereinafter referred 1st Party) enters in to an agreement to purchase raw material (i.e. Base paper in bulk) from M/s._________________________(Paper Mill) (hereinafter referred on 2nd Party). 2. In compliance with the agreement, it is informed that:The 2nd party M/s. _______________________________________ from whom the 1st party intends to procure use the base paper manufactured from recycled waste paper to IS 1848:2007 for Writing & Printing Paper in Type B (i.e. like Offset paper, Map litho Paper, & writing & printing white paper etc) shall be capable to meet the requirements of Table 1 including clause 4.1.2 & 4.6, 6.2 also of IS: 12766/1997 with amdt. 1 ,2 & 3 (in 60/70/80 GSM paper) to be used in computer stationery i.e. Bulk, Moisture content, Ash percent, Tensile index, Burst index , Tear index, One minute cob test, Opacity, Brightness & Smoothness and eligibility criteria conditions. a) The mill use alkaline sizing process for manufacturing of paper. b) Where paper is manufactured from recycled paper, the mill has facilities for deinking.
c) The mill holds ISO-14001 certification for environment management system (copy duly notarized and countersigned by both tenderer and mill is enclosed herewith). d) The mill has complete in house testing facilities and has on-line quality control system for important parameters with regard to Moisture, GSM & Ash contents etc. with CD profile controller. . 3.
