Advisory No: A13/03 Assessment of Developmental Actions in the National Safety and Quality health Service Standards PURPOSE: To clarify the assessment requirements for developmental actions from the National Safety and Quality Health Service (NSQHS) Standards.
ISSUE: Clarification has been sought by health services and accrediting agencies in relation to the the activity required for developmental actions.
IMPLEMENTATION: The introduction of the NSQHS Standards requires accrediting agencies to assess both core and developmental actions in the NSQHS Standards. Core actions are considered to be critical safety and quality requirements and 100 percent of core actions must be met for a health service to achieve accreditation. Developmental actions, while important, need not be fully met to meet the requirements of accreditation. These are actions that may be a challenge for health services to fully implement at this time because they require the introduction of new systems, structures, relationship and/or processes. For example, systems for Antimicrobial Stewardship that are being refined at a national, jurisdictional and health service level; the revised Open Disclosure Standard has not yet been approved by Health Ministers and structures for the involvement of consumers in service development are relatively new in many health services. There are 47 developmental actions in the NSQHS Standards for hospitals and 45 for day procedure services, These are detailed on the Commission’s website at www.safetyandquality.gov.au. Developmental items will be reviewed in 2015.
REQUIREMENTS: Developmental actions do not need to be fully met in order to achieve accreditation, however, health services should demonstrate that activity has been commenced on all applicable developmental items. Health service organisations should be able to demonstrate planning, analysis and/or focus of efforts and resources for all developmental actions.
