ODC Proposed Rule

ODC Proposed Rule • Objective: to create parity between FSS contracts and other commercial indefinite-delivery/indefinite-quantity (IDIQ) contracts • Incorporates Order Level Materials (OLMs), aka ODCs, into Schedules program • OLMs include supplies/services acquired in direct support of an individual task or delivery order • Total value limited to 33 percent of overall order value • Submit at least 3 quotes for each OLM above the micro-purchase threshold for “fair and reasonable” determinations Slide
