HURRICANE CITY POWER 526 W 600 N HURRICANE, UTAH 84737 The Hurricane City Power Board met on May 29, 2018, at 3:00 p.m. at the Clifton Wilson Substation at 526 W 600 N. In attendance were; Chairman Mac Hall, Pam Humphries, Charles Reeve, Jerry Brisk, Dave Imlay, Brian Anderson, Don Behunin and April Hill. Mac Hall welcomed everyone to the meeting; April Hill led the Pledge of Allegiance, and Charles Reeve offered the prayer. Pam Humphries made the motion to approve the minutes from the previous meeting and Jerry Brisk second the motion. All in favor, the motion passed. The meter charge issue was tabled until next month so that Kelly Carlson would be able to attend and provide input. Don Behunin: Reported that the substation crew is setting the new steel building in the yard. The 69 KV breaker needs a retaining wall, so they have been digging to prepare the area for Stout Concrete to form and pour the wall. Mac Hall asked if the relay settings have been updated to allow the generators to black start. Don reported that the settings have not yet been updated because the data is still being analyzed by Power Engineers. However, the generators could be used in a black start by disabling the relay setting. Brian Anderson: Reported that the line crew has spent the month laying conduit in the Brentwood/Sand Hollow RV park. Neil’s Fugal will lay the conduit across the road crossing. The wire was originally direct buried. Hurricane Power is installing conduit to improve reliability. The line crew has also been working on 300 North to relocate poles to accommodate for ADA regulations on the road project. Capital Update: Dave reported in detail the jobs that have been completed in this budget year. The covered awning is being erected by the substation crew; there is some electrical work that needs to be done to finish the project. All of the budgeted equipment has been purchased except for the vac equipment which was canceled. Purgatory Flats Update: Dave Imlay reported that the easements for the project have been acquired but are not yet recorded. The material has been ordered. The complications of the billing process for the project is holding up the finalizations to move forward. Central to St. George Project Debt Service Update: Dave Imlay reported that there are still major conflicts in regards to the debt services. The project participants are meeting June 11th to discuss the debt service billing. Dave Imlay will report the details of this meeting at the next Power Board meeting. Impact Fee Study Discussion & Update: The cost of the impact fee study is estimated to be around $25,000. Dave explained in detail how the data and information is prepared for the impact fee study. Impact fees studies are required by law to be updated every 5-6 year. Dave Imlay will continue to update the board on the progress of the study. RP3 Update: April Hill reported that the 2018 RP3 application process in open. The cash reserve policy, cybersecurity policy and disaster plan policy will require a substantial amount of work to complete and are necessary for this year’s application process. Budget: Dave Imlay reported that KWH are 5.3% ahead of the historical data. The cost of power is also 4.21% higher than the projected amount. Revenue is up 6.88% over the budgeted amount.

The Power Department does not yet have registrations for the conference available. The Power Board adjourned at 4:00 p.m. The next Power Board Meeting is scheduled for June 26, 2018, at 3:00 PM.
