The scope of the RFP is very comprehensive, and expects the JV or Consortium to provide end-to-end design including: Architectural Design, Interior Design, Exhibition Design, Site plan / master plan, site infrastructure, building engineering (MEP/FP/S), specialty engineering, exhibit procurement plan, code permits for site, building and exhibit (species) procurement, disaster management plan, environmental clearances, technical specifications, BOQ and cost estimates, design of life support systems for aquatic species, instruments for ops and maintenance, commissioning, construction monitoring. Explanation

Consultancy Fee and Supervisory Fee

The Financial Bid format (Appendix - II) does not require to provide a split between the Consultancy Fee and Supervisory Fee. How will the split be determined - by the bidder or by the client?

The Service Provider shall prepare a walkthrough video and presentation of the conceptual design when called upon for the presentation after qualifying the minimum eligibility criteria. The video must be in 3-D and playable on the 100’ X 80’ IMAX 3D theatre screen present in the Science City.

Our concern is it is too short a period to be done with a complete design and prepare a film in this high quality format. In addition, making of such films are very expensive, and it is a big expense burden to be borne for all bidders of which only one will be selected. It is recommended that if this high quality film is required, it should be done at the end of the detailed design stage, where the design is adequately advanced to have details to make for a good film, and which the client can use for promotions because it will closely match the final built design.

3.3.3

The Authority shall select the Bidder through QCBS process. Technical and Financial Bids shall be evaluated based on parameters specified in the RFP document. Based on the technical submissions and financial bid, technical and financial scores respectively shall be given to each Bidder. The technical score will be awarded as per the criteria given in Clause 2.2.2 (a). Financial Bid will include the total project fee, and the Bidder quoting the lowest project fee will get the maximum financial score of 100. The bidder should quote a fixed price for the performance of their services and it should not be as a percentage of the overall project cost. Financial scores of other Bidders shall be given in proportionately. 60% weightage shall be assigned to technical score and 40% weightage shall be assigned to the financial score. Total score shall be calculated as: Total Score = 60% x Technical Score + 40% x Financial Score Whereas Financial Score = 100 x (Lowest Financial Bid / Financial Bid). The Project will be awarded to the Bidder with highest Total Score (hereinafter referred to as “Selected Bidder”).

The approach sought to be adopted is to prepare a landuse/layout plan for the entire area (50 hectares) allocated in phase II followed by undertaking actual gallery development along with the procurement of objects/artefacts/ instruments for the galleries and development of civic amenities.
