Motion to approve, on the recommendation of the Superintendent, the following monthly expenditures: 4.1.1

Approve the April 7, 2014 bill list in the amount of $397,978.11.

Approve the March 28, 2014 payroll in the amount of $2,325,687.50.

Motion to approve on the recommendation of the Superintendent the following Personnel action items: 4.2.1

Approve the retirement of Nancy McLaughlin, Special Education Teacher at Mount Olive Middle School effective July 1, 2014 with appreciation for twenty-seven years of service to the Mount Olive Township School District.

4.2.2

Approve the retirement of Elizabeth Kimmins-Miller, Special Education Teacher at Mount Olive High School effective July 1, 2014 with appreciation for twenty-three years of service to the Mount Olive Township School District.

4.2.3

Approve the retirement of Theresa Haynes, Elementary School Teacher at CMS Elementary School effective July 1, 2014 with appreciation for twenty-two years of service to the Mount Olive Township School District.

4.2.4

Approve the retirement of Elaine Emslie, Food Service Supervisor effective July 1, 2014 with appreciation for ten years of service to the Mount Olive Township School District.

4.2.5

Approve the appointment of Melanie Crampton, Teacher of Physics at Mount Olive High School at step one (1) BA $51,039* pending receipt of certification, effective September 1, 2014 for the 2014-2015 school year, replacing Peter Yim. (Budgeted)

Approve the employment of Jesus Barbosa, Teacher of Mathematics for the Mount Olive Middle School Sunset Academy at $42.00 per hour for the 2013-2014 school year.

Approve the appointment of Teresa Savio, part time Teacher Aide at CMS Elementary School, at step one (1) - $12.41 per hour on the Aide Salary Guide, four (4) hours per day, five (5) days per week, effective April 8, 2014 for the remainder of the 2013-2014 school year, replacing LuAnn Wiedow. (Budgeted)

Personnel Action Items for Board Meeting April 7, 2014

4.3

Motion to approve, on the recommendation of the Superintendent, the following Business (finance and facilities) action items: 4.3.1

Approve the attached budget transfers for the 2013-14 school year.

4.3.2

Approve the following resolution for permission from the County Office to exceed the 10% transfer rule: WHEREAS, the Mount Olive Township Board of Education is purchasing software, services and licensing for an Identity Services Engine and Network Access Controller (ISE) Wireless System by Cisco Identity Services from Promedia Technology Services, Inc.; and WHEREAS, the items were originally thought to be a capital investment and were budgeted in the district’s capital outlay account for the 2013-14 school year; and WHEREAS, upon further review it was determined these items were noncapital expenses involving software, services and licensing; and WHEREAS, the account will exceed the 10% allowable transfer limit; NOW, THEREFORE, BE IT RESOLVED, that the Mount Olive Township Board of Education hereby requests authorization from the Executive County Superintendent to exceed the 10% allowable transfer limit and transfer funds into the 11-000-252-xxx account.

4.3.3

Approve the Aesop Customer Agreement with Frontline Technologies for substitute calling services for the 2014-15 school year at a cost of $13,585 per year with a one-time set up cost of $6,750.

4.3.4

BE IT RESOLVED, that the Mount Olive Township Board of Education hereby approves the following staff member to attend the following professional development program as deemed appropriate and approved by the Superintendent of Schools, subject to State Payment Guidelines as established by the Department of Treasury and guidelines as established by the Federal Office of Management and Budget (OMB): Name Thomas Scerbo

Approve the following resolution: WHEREAS, the NJ State Legislature has authorized Chapter 28, a bill concerning the direct deposit for school district employee compensation; and WHEREAS, the Mount Olive Township Board of Education realizes the efficiency of such a practice for the school district; NOW, THEREFORE, BE IT RESOLVED, that effective July 1, 2014 all contracted employees shall have their net pay direct deposited to a financial institution account of their choosing.

WHEREAS, the Mount Olive Township Board of Education requires the services of a Realtor; and WHEREAS, the Public Schools Contracts Law (N.J.S.A. 18A:18A-1 et seq.) requires the awarding of a contract for professional services by resolution of the Board of Education at a public meeting, and that such award may be made without public advertising for bids; NOW, THEREFORE, BE IT RESOLVED, by the Mount Olive Township Board of Education that: 1)

Samuel Bonfante of Coldwell Banker Commercial Real Estate be renewed as Realtor for the Mount Olive Township Board of Education for the period March 2014 through August 2014. The above appointment is made without competitive bidding because it is a recognized profession, licensed and regulated by law that will not reasonably permit the receipt of competitive bids due to the qualitative nature of the services performed. Fees for such services shall be paid in accordance with the proposal dated March 24, 2014 and the corresponding fee shall not exceed 5%.

WHEREAS, the Mount Olive Township Board of Education requires the services of a financial institution to act as a merchant agreement processor; and WHEREAS, the Public Schools Contracts Law (N.J.S.A. 18A:18A-1 et seq.) requires the awarding of a contract for professional services by resolution of the Board of Education at a public meeting, and that such award may be made without public advertising for bids; NOW, THEREFORE, BE IT RESOLVED by the Mount Olive Township Board of Education that: 1)

Bank of America Merchant Services be appointed as Merchant Agreement Processor for the Mount Olive Township Board of Education. Fees for such services shall be paid in accordance with the proposal dated March 20, 2014.

Approve the following resolution for participation in a new Health Benefits Plan: WHEREAS, the Mount Olive Township Board of Education hereby resolves to contract with Aetna for medical coverage for all of its active and retired employees; and

WHEREAS, this participation will be effective July 1, 2014 and run through June 30, 2015; NOW, THEREFORE BE IT RESOLVED, that the Mount Olive Township Board of Education hereby authorizes the School Business Administrator to enter into a contract with Aetna for the purpose of obtaining medical coverage for all active and retired employees. 4.3.9

Approve a Joint Resolution for Participation of Transportation Services between the Mount Olive Township Board of Education and the Sussex County Regional Cooperative for the 2014-2015 school year.
