UNOFFICIAL MINUTES MUSCATINE SCHOOL BOARD OF EDUCATION REGULAR SESSION April 11, 2016 The Board of Education of the Muscatine Community School District, in the County of Muscatine, State of Iowa, met in regular session on Monday, April 11, 2016 at 7 p.m. at City Hall. President Tammi Drawbaugh called the meeting to order. Directors John DaBeet, Aaron Finn, Nathan Mather, Randy Naber, and Mary Wildermuth were present. Director Tim Bower was absent. Also present were Superintendent Jerry Riibe and Director of Finance Jean Garner. The board recited the Pledge of Allegiance. President Drawbaugh welcomed visitors and media representatives. No one spoke during Citizens Speak. Student council representative Mallory Orr gave an update on recent student council activities. A motion was made by Director Naber and seconded by Director Mather to approve the consent agenda as follows: the minutes of the March 25, 2016 planning and regular sessions; the student teaching agreement with the University of Northern Iowa; the Major Field Trip Request for MHS Chorus to Beijing, Shanghai, and Yiwu China in July, 2016; the bills and claims against the district dated April 11, 2016; and the following: Employment Recommendations: Certified Resignations: Keith McCormick – CMS Social Studies, Amelia Johnston, Madison Special Education, Sandrine Gabriel – Madison Special Education, Andrea Pustell – MHS Nurse, Arlene Melson – MHS Special Education, Alicia Worner – CMS Special Education, and Bev Schrader – East Campus Special Education. Schedule C Resignations: Staci Orr – Co-Student Council, Brandon Welsch – Head Boys Basketball, and Claire Mueller – Co-Student Council. New Hires – Certified Staff: Lee Plummer – Instrumental Music at MHS. New Hires – Administration: Jaimie Caffery – Principal, Grant Elementary. New Hires – Schedule C: Jim Lankey – Girls’ Assistant Tennis, Lee Plummer – Instrumental Music. All ayes; motion carried. A motion was made by Director DaBeet and seconded by Director Mather to approve the following policies: 103 Educational and Operational Planning and Needs Assessment 200 Statement of Guiding Principles for Board of Directors 201.2 Legal Status of the Board 203.2 Adoption of Policy 203.3 Review and Revision of Policy

Superintendent Riibe explained that the board approved the sale of a portion of Isett at the March 28, 2016 board meeting and now must take action on the Resolution for Sale of Real Estate. A motion was made by Director Mather and seconded by Director Naber to approve the Resolution for the Sale of Real Estate for a portion of 2714 Isett Avenue. All ayes; motion carried. Superintendent Riibe discussed the process of updating the district’s goals per board policy. This process would include community members, parents, teachers, and higher education individuals. He recommended that the district start planning this summer on how this process will look. He noted that it is possible that the process could take a significant portion of the 2016-17 school year to convene committees and gather the data needed to determine district goals. Superintendent Riibe provided information regarding facility rental noting that the district has not addressed rental fees for five years. Currently there are five different groupings: direct school activities, groups related to school activities/students (boosters, parent-teacher organizations, bargaining group meetings, etc.), local tax supported organizations (Muscatine Parks & Rec, etc.), local non-profits (Muscatine Chamber, etc.); and for-profit organizations. The first two groups have no fees associated with facility use; the local tax-supported and non-profit organizations have a reduced fee for facility use; and the for-profit groups are charged a full fee. Discussion took place regarding the amount of fees assessed and custodial expenses. Superintendent Riibe will further investigate costs associated with facility rental and bring this back to the board at its next meeting. Director of Finance Jean Garner provided an overview of the financial statements for March 2016.

President Drawbaugh updated the board on the following announcements, meetings, and events: April 15 2-hour Early Dismissal for Teacher Inservice April 25 Board Planning and Regular Meeting (6 p.m. planning meeting and 7 p.m. regular meeting) at MHS Student Commons May 9 Board Regular Meeting at 7 p.m. at City Hall May 22 The Class of 2016 Graduates at 2 p.m. at MHS Gymnasium May 27 Students Last Day; 2-hour Early Dismissal May 30 Memorial Day May 31 Last Day for Teachers A motion was made by Director Naber and seconded by Director Finn to adjourn the meeting.
