UNOFFICIAL MINUTES MUSCATINE SCHOOL BOARD OF EDUCATION REGULAR SESSION JUNE 13, 2016 The Board of Education of the Muscatine Community School District, in the County of Muscatine, State of Iowa, met in regular session on Monday, June 13, 2016 at 7 p.m. at City Hall in Council Chambers. President Tammi Drawbaugh called the meeting to order. Directors Tim Bower, Nathan Mather, Randy Naber, and Mary Wildermuth were present. Directors John Dabeet and Aaron Finn were absent. Also present were Superintendent Jerry Riibe and Director of Finance Jean Garner. The board recited the Pledge of Allegiance. The Board then held a moment of silence in honor of the shooting victims in Orlando, Florida. President Drawbaugh welcomed visitors and media representatives. No one spoke during Citizens Speak. All ayes; motion carried. A motion was made by Director Bower and seconded by Director Wildermuth to approve the agreement with EICC/Muscatine Community College for the Concurrent Enrollment Program. All ayes; motion carried. A motion was made by Director Mather and seconded by Director Naber to approve the agreement with Mississippi Bend AEA for two hearing interpreters. All ayes; motion carried. A motion was made by Director Bower and seconded by Director Wildermuth to approve the elementary and middle school student handbooks. All ayes; motion carried. Superintendent Riibe recommended the approval of the Memorandum of Agreement between Muscatine Community College and Muscatine High School for East Campus to be housed at MCC. Since the district sold Garfield Elementary (where East Campus was located), it has been looking for a suitable place for East Campus. He shared that MCC’s willingness and the facility arrangement is a perfect fit for East Campus students. East Campus students will have access to

MCC’s library, student center, and science labs. He noted that East Campus students will start a couple of days earlier than the college students so they can acclimate to the campus. MCC has indicated that they want the East Campus students to feel a part of them and are open to having them be in their plays, chorus, clubs, intramurals, etc. A motion was made by Director Naber and seconded by Director Bower to approve the Memorandum of Understanding with EICC/Muscatine Community College and Muscatine High School (East Campus). All ayes; motion carried. A motion was made by Director Bower and seconded by Director Mather to approve the 28 E Agreement with Louisa-Muscatine Schools for shared agricultural, industrial technology, counselor, and family and consumer science positions. All ayes; motion carried. Superintendent Riibe thanked John Elshoff for his years of service at MCC and for televising the district board meetings for the last five years as John will be retiring from MCC after this board

meeting. Superintendent Riibe then recommended the continuation of this service with MCC. A motion was made by Director Wildermuth and seconded by Director Naber to approve the 3-year Agreement with MCC for Video Services. All ayes; motion carried. Superintendent Riibe noted that the Physical Plant and Equipment Levy (PPEL) is due to expire in 2019 and that the district would like to ask the voters to approve the continuation of this levy for another 10 years at a special election in September. He shared that this would be the fourth time this is going before the voters for approval, the first was in 1988. The PPEL has fully funded the new Jefferson building, the new road at the high school, repairs of the boilers, and recent renovations at the high school. He noted that if the voters approve this, it would extend the levy through 2029. He stated that the levy cannot be more than $1.34 per $1,000 and can only be used for the following: (1) purchase and improvement of grounds, (2) construction of school houses or buildings including roads to serve them, (3) purchase, lease or lease purchase of equipment or technology, (4) payment of debts contracted for the erection or construction of schoolhouses or buildings, (5) procuring or acquisition of library facilities (6) repairing, remodeling, reconstructing, improving or expanding schoolhouses or buildings, (7) energy conservation, (8) rental of facilities, (9) purchase of transportation equipment, (10) purchase of buildings or lease purchase option agreements for buildings, (11) recreational equipment purchases. Superintendent Riibe stated that by having the PPEL in place, this allows the district to have general fund monies available for teachers, classrooms, and instructional materials. Also, the district has a long list of facility work that needs to be done and will need these resources for the care and upkeep of its facilities. A motion was made by Director Bower and seconded by Director Mather to approve the Resolution for the Physical Plant and Equipment Levy to be placed on the ballet. All ayes; motion carried. A motion was made by Director Naber and seconded by Director Mather to authorize the Muscatine Community School District to advertise the sale of Washington Elementary. All ayes; motion carried. A motion was made by Director Mather and seconded by Director Bower to approve the release of retainage for the Jefferson Elementary Construction Project (all but $60,000). All ayes; motion carried. Superintendent Riibe provided information on the Franklin and Washington playgrounds. He stated that the district posted the sale of the Franklin playground components and so far the district has received zero bids. He noted that the Washington playground equipment was certified by playground certified installers to be used at Franklin. The playground will be disassembled and reassembled on new hardware at Franklin and should be ready by August 1st. Superintendent Riibe reviewed the Muscatine Teacher Advisory Team process. Superintendent Riibe discussed the District Needs Assessment and is currently working through what model the district is going to look at to include academics, social, physical safety, emotional care and safety (students). The new teacher advisory committee will be involved with the needs assessment as well as board members and administrators. A third party (possibly the University of Northern Iowa or University of Iowa) may come in and gather the needed data. From this, a five-year plan will be developed. He noted that this will be very important as the district moves forward. President Drawbaugh announced the following meetings: July 11, 2016 - Regular Board Meeting at 7 p.m. at City Hall. August 8, 2016 - Regular Board Meeting at 7 p.m. at City Hall. A motion was made by Director Mather and seconded by Director Wildermuth to adjourn the meeting. All ayes; motion carried.
